TOPIC: FLASH FLOODING
1. Flash flooding occurs on some sections of th street of Bryan
and College Station. The Highway 21 underpass is a threat to drowning
and is barricaded by police as soon as there is a threat of heavy rain-
fall, Plans were discussed to identify the flood prone sections of street
and marks a map shwoing these locations. This would be of real assistance
for rains of two to five inches. Consideration was given to install street
signs at these areas to warn automobile drivers of the flash flooding danger.
2. The cooperative agreements with Civil Defense (DCP) and Red
Cross (ANRC) at the National State and local levels were reviewed by Jake
Cnaglose. He gave copies of the National and Brazos County Agreements to
Mrs. Ann Wyatt, who has been the local executive since February 1, 1977.
Red Cross provides for the personal needs in the event of a
National disaster. In wartime Red Cross is attached to the local gov-
erment and serves to the exyent of its ability..
The state provides emergency funds to the local RedCross when
needed in a disaster.
3, Major Phelps and a committee are meeting with Rev. Stone of the
First Baptist Church May 6, to try to complete arrangements for a part of
that building to servie as a temporary shelter when a tornado alert threatens
this area. People from Mobile Homes in trailor parks are interested in this
Church property when it is being used as a shelter.
4. Brymer and Phelps discussed the status of E.O.C. plans for the
cities or county. Cnaglose will set up a meeting with Judge Vance, North
Bardell, Louis Odle and Charles Phelps to review the potential of these
emergency operating centers.
5. The siren warning potential for our cities was discussed. This
is considered an auxillary warning. A new tone -alert unit is now available
(It 39) that plugs into a home radio. It can be activated by public radio
stations twenty -four hours a day to warn of threating weather.
6. On Sunday (7e -00 - 8 :30 PM A t he NBC TV Stations presented a "National
Disaster Survival Test ". We assisted by presenting a press release to the
local radio and TV Stations and to the local newspapers,
7. When fifty one cases are removed from Travis School, May 10,
all of the Cereal - Based Shelter Rations (Crackers) will have been removed
from the shelters of Brazos County. About 1300 Cases were donated to the
TAMU Service Center and to the Texas Parks and Wildlife Department.

NATIONAL DISASTER SURVIVAL TEST
A National Disaster Survival Test will be presented on the NBC
television network Sunday, May 1, at 8 pm,. Eastern Time. According
to the National Safety Council, the test "will be concerned with all
. aspects of safety -- public, home, and industrial, as well as traffic --
all within the context of disasters, large and small."

The NBC presentation will include actual disaster film footage
obtained fo'rm DCPA, disaster scenes created in Hollywood, and interviews
with disaster survivors and survival experts.
It will concentrate on what people can do for personal protection.
The objective is to reduce the potential for casualties and property
damage in the future.
In the naitonal Disaster Survival Test, questions on potential
peacetime hazards and what can be done about them will be posed to a
cross - section of Americans in four major U.S. Cities. Five present-
ation, discussion, and report desks at a central location will be con-
. . cerned respectively with survival of hazards created by (1) water,
(2) wild, (3) ice and sun, (4) fire, and (5) earthquakes.
Electronic :tabulation of resposes by studio audiences to test
questions will be reported during the program. Test answers will
be evaluated on (a) judgment, (b) Knowledge, (c) alertness, (d) stress,
and (e) leadership.. Viewers may participate by using the attached
test form, which may be reproduced. The form will be printed also
in TV Guide.
Your local city and county governments and the Brazos County
Civil Defense Office urge all citizens to participate in this -
.exercise.
