January 6, 1977 - 5 :00 P.M.
Courthouse Civil Defense Office
PRESENT: Judge Willliam R. Vance, North Bardell, Louis Odle,
Llpyd Joyce, James Presswood, Carroll Bell, Jake
Canglose, Ben Wormeli.
PRESIDING: Jake Canglose.
1. The join resolution and Mutual Aid Agreement for
Brazos County, Bryna and College Station was pre-
sented to Judge Vance, Louis Odle and North Bardell.
They will get them approved by their commissioners or
Councils. Each copy will them be signed by all three
with an additional copy for the Civil Defense Office
file.
2. The disposal of the shelter stocks of cereal Based
Shelter rations (crackers) was approved. The
present inventory is:
(a) College Station 118 Cartons
(b) Bryan, 1215 Cartons
Total 1343 Cartons
These crackers were placed in our shelters during
1962 and 1964. DCPS Circular Number 76 -Z, September
1976 reports that based on laborrtory tests a high
probability exists that these rations have become
rancid.
Mr. J.D Robertson of Texas Parks and Wildlife will
be contacted again to see if these crackers are of
potential value for feeding fish in the New Bryan Lake.
Dr. T.O. Tanksley of the Animal Science Department,
Texas A & M University will be contacted to see if they
have value for feed in his Texas A & M University
swine herds.
If the above outlets do not work, arrangements will
be made with the City of Bryan and College Station to
dispose of them from the shelters in their Land
Fill Operations.
3. November 19, 1976, the Jr. ROTC of Steven F. Austin
School participated enthusiastically in the "Mass
Casualty" disaster exercise.
The State of Texas Civil Defense Office of Austin is
preparing a certificate for each individual, and for
each unit.
4. Jake Canglose urged that the Disaster Plans for the
County and the cities, and the SOPS of each department,

of each City be reviewed, updated and copies made
available to this Civil Defense Office.
5. Judge Vance reported that the 1977 Civil Defense
budget was approved December 27, 1976.
BRAZOS COUNTY CIVIL DEFENSE COUNCIL MEETING
December 2, 1976 - 5 :00 to 7:00 P.M.
Courthouse - Civil Defense Office
Present: Jake Canglose, Lee Roy Johnson, Tom Brymer, Charles
Phelps, Louis Odle, Carroll Bell, Anne Holmes, RN of
Bryan Hospital, Ben Wormeli.
Jake Canglose Presiding:
Nov. 8 thru 19th, Charles Harrison, of DCPA, Federal Regional
Center, Denton, Texas, conducted training sessions for Bryan,
College Station and Brazos County to test and improve plans
for coping with possible disasters.
9 - 10:00 A.M. - Bryan - Mass casualty of School Bus accident
with 20 SFA School Junior ROTC participants then ambulance,
and hospitals, St. Joseph and Bryan.
10:00 - 12:00 A.M. Bryan - Emergency Operation Center Exercise
following the path of the 1956 tornado.
2:00 - 4:00 P.M. - College Station - Emergency Operation Center
involving combustable and toxic contents following a train wreck.
1. November 8th - Opening Conference and Orientation.
The attendance was 74 people from Bryan and College Station -
mostly public employees of departments having responsibility
in disaster situations
The movie of the Lubbock tornado disaster responses and actions
provided an excellent :ample of the scope of problems and
procedures that would confront us in the event of a disaster.
It made us aware of our needs for preparation.
Suggested improvement:
In Orientation - Need to more clearly define the process of
the training sessions. Give basic guidelines of exactly
what is to be expected. Set up the scene to put each
activity and the involvement of each group into perspective.
Define the terms used. ie: What is a simulator. Don't
assume that everyone knows the terms or the characteristics
of the operation.
Until the dress rehearsal, many participants didn't know
how the exercise would work. ie: field development vs
nearby office.
At larger sessions, name tags showing who they represent
would be helpful.

2. Simulator Planning Sessions
In three sessions, each city, Bryan and College Station,
prepared a step by step, time scheduled and responsibility
defined scenario for its disaster exercise.
These sessions were excellent for they showed the interrelated
and coordinated deeds and opportunities. For Bryan this was
reported to be the first time that the members of all the
City departments had been together at one time. Many of the
employees commented on the assistance they had received in
this process of preparing for the functions of their
department in a coordinated way in the event of a disaster.
Improvements suggested -
More clearly define the planning objectives of these
sessions.
Bryan is planning to equip the council room so it can
serve as their EOC.
3. The Simulated Disaster Exercises
A. 9:00 - 10:00 A.M. Bryan Mass Casualty
Rain made it necessary to give up the original plan for
the disaster location to be between the Old City Hall and the
Bryan Library.
The school bus with 20 SFA Jr. ROTC students which were
prepared by Jerry Daniel, Governor's Office, Disaster Emergency
Service, Austin, was driven directly to the St. Joseph
Hospital visitors parking lot. Bill Thomal's two Ambulances
some of the 15 "Casualties" that went to St. Josephs.
The bus took five to the Bryan Hospital and the rest to St.
Josephs.
The "Casualties" were very realistic and represented
different types of injury and problems.
Problems -
Anne Holmes, R.N. of Bryan Hospital, wasn't "advised"
of the disaster or of the Casualties they were about to receive.
Their only contact is by telephone.
It was suggested that Bryan Hospital consider -
1. Contact BVDC - Emergency Medical Service -
Tom Nowlin about the EMS program and consider participating.
This would keep them posted by the radio hook -up with all
hospitals and ambulances of the seven county area and the
opportunity to be informed for casualties headed for their
hospital.

2. Contact Jake Canglose for consideration of purchasing
a Tone -Alert Unit which will keep them informed of tornadoe
and severe storms that threaten or occur in this area.
3. Bryan Hospital will send Jake Canglose a copy of
their Disaster Plan.
4. Bryan Hospital is required to conduct each year -
four Internal and 2 External disaster exercises.
Will check with Carroll Bell about Jr. ROTC participation.
4. The tornado warning announcement was sent to the Tone -
Alert Radios in the College Station and Bryan public schools.
These schools then conducted their tornado warning proceedures
with students moving to the most protective areas of the
building.
5. The RACES located people at eight locations on the
perimeter of Bryan, College Station to listen for the
siren alarms. At one location it was audible. Three locations
barely audible, two did not hear it.
