CIVIL DEFENSE OFFICE
MARCH 12,1971
ATTENDANCE: 203 Battalion - State Guard,
Representive3 present: Ira Scott, Major;Frank Kocman,
Captain; Bill Guard, Major;
Frank Coleman, 1st Lt.
George HuebNa r, Jake Canglose, Ed Burns, Henry Alsmeyer.
ItemiI: 203 State Guard report on Local unit activities. Civil
Defense liason officer 1st Lt., appointed Frank Coleman.
Present 14 persons
State Guard- program given by Major Scott.
Item II: a. Voluntary group (State Militia)
b. All volunteer unit under state control Austin.
c. Functinn : Will fill in national guard facilities
when vacated.
d. Capt. Kocman -CO of Security unit.
e. Commander Speck- Texas State Guard commander.
f. State guards units will Civil defense unit.
h. Question: to get assistance call local C.O. unit.
reimbursement - -not needed - -all voluntary.
They are willing to help on:
1. Shelter planning and operations, and monitoring.
2. Rescue and police work and traffic control.
3. Use of communications equipment.
4. Can operate under Texas Civil Protection Act 1951.
Item III: Jake Canglose suggested they check on possibility of
a unit of wel trained bant demolition squad to assist
local civil de`:ense. They will look into it and
see what can be done.
Item IV; Maj. Scott asked for assistance in recruiting men.
Item V : Lt. Coleman will be notified of all CD training courses.
