Please review it and feel free to make comments and suggest changes. Also, you will notice that there is some blank space on the bottom of page one and the top of page two. It will be necessary for you to provide part of the information which is to be put into that space. On the page designated as la, please list those persons within your local structure who will assist in compiling the initial report, their area of responsibility, and the duty telephone number. Please return page la in the inclosed envelope. Also, if you have suggested changes in the Damage Assessment Annex, return it, with your changes and recommendations. Sincerely, Carroll W. Bell Lt. Civil Defense Damage Assessment Annex The purpose of the Disaster Preparedness Damage Assessment Office is to assist the local government to determine the extent of damages created by a natural or manmade disaster. If deemed necessary by local authorities, an initial report of damages may be submitted through channels to the appropriate state and Federal agencies so that they may determine if the locality meets the minimum requirements for Federal assistance. Primary responsibility for damage assessment rests with the Damage Assessment Team. The Damage Assessment Team will be under the direction of the political sub - division authorities in which the damage occurs. When damage has occurred within the jurisdiction of either city, the City Manager will contact the Damage Assessment Officer. If the damage has occurred in the county outside the municipal jurisdiction, the Brazos County Disaster Preparedness Officer will contact the Damage Assessment Officer. The Damage Assessment Officer will assist the City Manager and /or City Disaster Preparedness Director in preparing the initial report of damages. The cities and the county will designate certain persons in the local structure who will assist in compiling the initial report. These persons are: City of Bryan: 1 2 City of College Station: Brazos County: The initial report should include but not be limited to the following. a. Number of businesses destroyed b. Number of homes destroyed c. Number of people requiring shelter d. Condition of hospitals e. Number of streets blocked f. Number of bridges out g. Power outages h. Communications outages i. Status of water supply j. Status of sewage disposal The first report will be submitted by the political subdivision sustaining damages to the Department of Public Safety, Regional Liason Officer. The report will be transmitted through the DPS District Office as soon as possible after a disaster has occurred in which damage was sustained. First week: preparation of disaster analysis annex. One copy was given to Parks Bowden, the remainder are in the storeroom at the courthouse. Second week: Monday: Mounted new map on the tornado spotters network $ board. I'm a little afraid of the glue job, where I glued the three county maps together. It was old, but maybe it will hold. In the afternoon I drove around looking for spotters. Located 4. Paperwork turned in to Mrs. Lucas Tues: Located one new spotter --Orrs Mobile Park on OF FM 1688. Also drove OSR from 21 west to Benchley, but did not locate any spotters. That seems to be a poor area. Houses were far apart and the people have to work for a living I guess, cause practically no body was at home. I wasn't sure of the reliability of the few I did see, so I did not press it. I think we can hit that area again and maybe have better luck. Wed: spent day in Austin. I had to be there at 7:30 for a physical so left here at 4:30. That made for a damn long day. Got all the work done at Bergstrom in the morning -- physical, photo, checked by the finance officer -- paperwork is made out OK. Right after lunch I hit the ECO at DPS. Parks Bowden gave me the cook's tour of the place - -quite an installation they have there. Thurs: Got AF paperwork in order. Posted spotter names on the board. Took the paperwork on the last spotter to Mrs. Lucas. Drove back out in the country to get signature on paperwork of a spotter that I had turned in Tues morning (Col Otts). He had told me he would be one but at the time I did not have the application form. I filled in what I knew and gave it to Mrs. Lucas so she could go ahead with the paperwork. Fri: Transferred all paperwork and spotter board to Capt Bunting. I did not work real hard on the network board. Bunting specified that he wanted to get out in the country and look for spotters so I left him some work. If everything is not done when I get back from the trip I'll give you 0 a couple of more days free if you need them. I checked on the ikfigM "Press ON" letters for the new title for the spotter map. The largest size that News Office supply had were 3/4 inch high and cost $24O per sheer, no individual letters. Do we want to spend that much for so little? Continue on reverse if required.) I recruited personnel from local law enforcement organizations and firemen to attend a Radiological Monitoring School. Coordinated with State Department of Health for assistance, films, and radioactive sources. A two day school was conducted in which twenty persons attended and were certified as Radiologial Monitoring Officers. The course consisted of nuclear weapons effects, CD radiological instruments, instrument familiarization, radiological monitoring techniques, protective measures, effects of fallout, decontamination, dose and dose rate, calculations and radiation protective meast ft. (I was interviewed by both local TV news personnel as to the scope and purpose of the school. I feel that I presented the views -of the Civil Defense Office in an acceptable light.) Two days of the active duty tour were spent replacing RADEF kits (777 and 777 -1) in shelters and other monitoring stations. The old kits will be returned to the State Department of Health for periodic )naintainance. I completely updated the Nilitary Laison Annex to the local Operations ?Ian. This must be done fairly often due to the high rate of turnover of personnel in this area. The Seminole Pipeline Dispatcher in Tulsa, Oklahoma (918) 584 -4471 is to be called collect before clos- ing a pipeline valve. This information is an ex- cellent plan and will be kept in our file - A7 - Outside Agency Emergency Plans. We will cooperate on the section of pipeline located in Brazos County. The Sheriffs Office was also given a packet of the Seminole Pipeline Emergency Policy, map and key by Russell Korbe. Shelter Management Handbook - Jake Canglose reviewed the preparation of 125 individually labled envelopes containing the P & B -8 Feb. 1981 - Shelter Manage- ment Handbook and the shelter floor plan layout. These will be kept in the Civil Defense Office ready for quick delivery to each shelter in the event of an impending nuclear threat. MOBDES Officers Russell Tompkins and Warren Heffington prepared this infor- mation. Courthouse Expansion - Jake Canglose reviewed the plan for the location of the Civil Defense space in the additions and changes in the Courthouse that are scheduled for completion in the next couple years. His active Reserve Duty as a Mobilazation Designee (MOBDES) began June 25, 1973. His effective service in implementing the activities of the Brazos County Civil. Defense program will be missed. August 30, 1981 Capt. Russell Tompkins will leave us for new employment with Texas Eastman in Longview. He has been with us for one year while attending Texas A &M University. Page 2A Bryan - College Station Eagle Monday, June 22, 2982 - Lhik It's like this :..: - - Margaret Ann Zipp BELLS VISIT GLASS COMPANIES: Mary Ellen and Carroll Bell of College Station recently returned from their annual visit to Mary Ellen's parents, Mr. and Mrs. George Butwill, in Naugatuck, Conn. On their way to New England, they visited several glass companies in West Virginia and western Pennsylvania. The Bells, local antique dealers, report that watching glassware being made is a "whole different world." The pieces are still made by hand, Mary Ellen says. Their favorite was the Fenton glass company in Williamstown, W. Va., where they joined a tour which took them through the steps in glassmaking. Carroll and Mary Ellen advise that brochures outlining a circle tour of several glass companies are available in motels in that area of West Virginia. Following the prescribed route, they stopped at Pilgrim, the only concern still producing cranberry glass, and visited the Fostoria Glass Museum. SENIORS' PROGRAM SET: Ann Warner dropped by at the end of last week to say that the program for the College Station Community Education Senior Citizens group Tuesday meeting is now set. Jack Minnox, a certified public ac- countant, will lead a discussion on Social Security and how the changes in the Internal Revenue Service code will effect persons over 50 years of age. There will be time for questions and answers, Ann advises. The meeting is scheduled for 10 a.m. until noon in the library of the A &M Consolidated Junior High School, Holik Street, College Station. This honored Colonel Bell for his 25 years of U. S. Air Force Service. This includes Active Reserve duty as Moblization Designee with the Brazos County Civil Defense from 1973 to 1981. The KAMU T.V. filmed a part of the presentation and presented it on their 6:30 p.m. News. Judge Holmgreen then commended Jake Canglose for his continu- ing excellent service as' Civil Defense Director. Jake Canglose, Ed Burns, Capt. Warren Heffington (MOBDES) and Ben Wormeli attended this session to honor Colonel Bell.
