18 January 1974
Subject: Tasks performed during two -week active duty tour, 7 -18 January 1974
To Jake Canglose, Director, Brazos County Civil Defense Office
From Aylmer H. Thompson, Col., USAFR
1. The basic tasks assigned to me were to prepare a current Shelter
Management Plan suitable for Brazos County, to implement the assembly of
a Management Plan kit for each individual shelter in the County, to aid
in equipping each shelter with its kit, and to acquaint each shelter
management team with the information of the appropriate kit. The tasks
required the attainment of background material. It was not expected that
the entire set of tasks would be accomplished during this two -week period.
Rather, completion is to be accomplished during inactive duty training in
the coming months.
2. The following specific parts of the basic tasks have been accomplished:
a. An extensive study of Civil Defense Management procedures and
materials, using two Office of bivil Defense (OCD) textbooks
on "Civil Defense Management."
b. An intensive study of Shelter Management procedures, using
two OCD textbooks and an instructor's guide on Shelter Manage-
. ment and a Handbook titled "Fallout Shelter Management."
c. Preparation of the outline for a current Shelter Management Plan
for Brazos County shelters, based on a "Guide for Community Fall-
out Shelter Management" and a sample plan.
d. Preparation of models or samples of some of the specific items
for. the Brazos County plan and for individual shelters.
e. Preparation of an outline of an emergency procedure check sheet
for each shelter.
f. Participation in a Microteaching Workshop as preparation for
presenting instruction and review on the new Shelter Manage-
ment Plans to the various shelter management teams.
g. The beginning of an outline of the procedure for acquainting the
many shelter management teams of the County with the current
Shelter Management Plan now being prepared.
3. Since some of the tasks are still not complete, I am retaining all
material in one place, as I will have to make frequent references to all the
material while completing the unfinished tasks. All materials are available
at any time you may wish them.
