RADIO AMATEUR CIVIL EMERGENCY SLRRVICES (RACES) PLAN
for
Bryan, College Station and Brazos County, Texas
Pursuant to authority contained in Federal Communications Commission Rules, Part 97,
all existing provisions of Subparts A through E, "Rules Governing Amateur Radio
Stations and Operators," and Subpart F, "Rules Governing Radio Amateur Civil Emer-
gency Service," and the Lmergency Operating Pians of Bryan, College Station and
Brazos County. submitted herewith is the RACES Plan for Bryan, College Station and
Brazos County, Texas. This plan will cover the area within the boundaries of this
county including towns and communities, except as specified by civil defense
authorities.
I. GENERAL
A. Description:
The Radio Amateur Civil Emergency Service (RACES) provides for amateur
radio operation for civil defense communications purposes only during
periods of local, regional, or national emergencies, including any emer-
gency which may necessitate invoking of the President's War Emergency
Powers under the provisions of Section 606 of the Communications Act
of 193 as amended.
B. Definitions:
1. Radio Amateur Civil Emergency Service (RACES). A radio communication
service conducted by volunteer licensed amateur radio operators, for
providing emergency radiocammunications to local, regional, or
state civil defense organizations.
2. RACES Station. An amateur radio station licensed to a civil defense
organization at a specific land location, for the purpose of pro-
viding the facilities for amateur radio operators to conduct amteur
radiocommunications in the Radio Amateur Civil Emergency Service.
3. Affiliate RACES Station. A station licensed by the Federal Com-
munication Commission in the amateur radio service, and certified
by the responsible civil defense organization as being registered
with that organization for the purpose of effecting RACES radio-
communication service.
4. Civil defense communications. Communications or signals essential
to the conduct of civil defense activities of duly authorized civil
defense organizations, including those communications directly con-
cerning the safety of life, preservation of property, maintenance
of law and order, alleviation of human suffering and need, and dis-
semination of warnings of enemy attack to the civilian population
in case of actual or impending attack, or in any disaster or other
incident endangering the public welfare. Such communications may
also include transmissions necessary for establishment and main-
tenance of the radio system and communications essential to the
training of civil defense personnel.
C. Responsibility:
1. Civil Defense Director
a. The legally appointed directors of civil defense for these
cities and county are responsible to local governmental authori-
ties for the protection of and aid to the civilian population in
the event of aimed attack; or, of any disaster or other incident
endangering public safety.
b. This RACES Plan and all future amendments will bear the signa-
tures of the civil defense directors.
c. The names of the civil defense directors are listed in Anne:::.
of this Plan.
d. The civil defense directors. are responsible to the local, state
and federal authorities for the efficient operation of this DACES
program, to include:
(1) Approving the RACES plan;
(2) Approving the RACES SOP;
(3) Reviewing RACES personnel applications and investigation
reports;
(4) Approving or rejecting personnel appointments;
(5) Approving modifications or amendments to the RACES Plan.
2. Civil Defense Radio Officer
a. The civil defense radio officer has the direct responsibility
to the civil defense director for the provision, organization,
maintenance, readiness, and utilization of all means of com-
munications to be used by this civil defense organization in
the performance of its lawful functions.
b. The radio officer will be responsible for establishing and
maintaining the Standing Operating Procedures (SOP) of this
RACES organization, pursuant to the approval of the Civil
Defense Director and the State RACES Radio Officer.
c. The radio officer is responsible for the training of opera-
ting personnel in the Standing Operating Procedures.
d. The names of the civil defense radio officer and his assistant
and /or alternate for this plan are listed in Annex A.
e. The radio officer must possess a valid amateur radio license
other than novice or technician.
3. RACES Operators
a. Each RACES operator is responsible to the radio officer to
maintain a high state of trained readiness and for the opera-
tion of his assigned radio station, including sending and
receiving of authorized traffic; using proper procedures; knoc•7-
ing and adjusting his assigned equipment; keeping logs and
records of the transactions of his station or tour of duty.
b. RACES operators to be utilized in this Plan are to be properly
investigated as per paragraph I. E. of this Plan, and a certi
ficate issued to each operator in accordance with FCC Rules,
Part 97, Subpart F, Paragraph 97.177.
c. All RACES radio operators must possess a valid FCC amateur radio
license.
D. Applicability of Rules Governing Amateur Radio Stations and Operators:
In all cases not specifically covered by the regulations contained in
FCC Rules, Part 97, Subpart F, licensed amateur stations authorized for
operation in the Radio Amateur Civil Emergency Services (RACES) shall be
governed by the provisions of the FCC Rules, Part 97, Subparts A through
E, 'Rules Governing Amateur Radio Stations and Operators," which are not
in conflict herewith. In case of conflict, the rules governing the Radio
Amateur Civil Emergency Services shall govern in respect to any station
operated in that service.
E. Loyalty and Reliability Investigation:
1. Facilities.
• a. Public
Facilities available for security investigation of operational
personnel are local, county and state police agencies.
b. Private
A list of personal references, i.e. friends, employers, fellow
workers, etc., will be prepared by the applicant for contact
by investigating personnel.
2. Procedures contemplated.
a. Local, county and state police will be contacted concerning
law violations.
b. The persons contacted in the personal reference list prepared
by the applicant will be contacted to ascertain the applicantts
loyalty and reliability.
c. The investigating person will make a written report of his/her
finding to the civil defense director. Such information will
be held in the strictest confidence.
d. The applicant will be notified in writing the results of his/
her application and advised of the location of records for his/
her review if desired.
3. All application information will remain the property of the civil :
• defense agency. Proper control as required by existing federal,
state and local regulations, ordinances and laws as to privacy of
information will be adhered to by the civil defense agency.
4 E: All application and investigation information will be made available
to the applicant concerned if so requested by the applicant.
5. Allowing for possible error, corrective procedures • will be estab
lished to update or correct any information designated as incorrect
by an applicant relating only to that applicant's file. Responsi-
bility for such correction and review will be in the civil defense •
director or his designated assistant.
F. Certification and Authorization:
1. A copy of the current FCC amateur radio license of the radio officer
is submitted with this Plan.
2. A copy of the current FCC amateur license for each participating'
RACES station shall be on file with this Plan in the civil defense
director's office and available for inspection as required.
3. A certificate fulfilling the requirements of FCC rules, Part 97
Subpart F, Paragraph 97.175, will be issued to each operator under
this Plan.
