I . INTRODUCTION
THE STATE OF TEXAS OPERATIONAL PLAN AND THE COMPARABLE
SURVIVAL PLANS OF THE MAJOR TARGET AREAS EMBRACE THE
TOTAL RANGE OF CIVIL DEFENSE SERVICES, FUNCTIONS, AND
ORGANIZATION DEEMED NECESSARY BY THE STATE OF TEXAS
TO MEET ALL THE NEEDS THAT MIGHT ARISE IN THE EVENT
OF A FULL SCALE ENEMY ATTACK.
PREDICATED ON THE PREMISE THAT BRAZOS COUNTY IS A CARE
AND RECEPTION COUNTY AS OUTLINED IN THE STATE OF TEXAS
OPERATIONAL SURVIVAL PLAN AND WILL PROVIDE SUPPORT FOR
THE HARRIS COUNTY TARGET AREA- -THIS BASE PLAN SUGGESTS
A MINIMUN EMERGENCY ORGANIZATION BUT APPROPRIATELY RE-
LATES IT TO THE TOTAL COMPREHENSIVE PLANS OF THE STATE
OF TEXAS AND ITS RELATED TARGET AREAS, SO THAT IT IS
SUSCEPTIBLE AT ANY TIME TO ENLARGEMENT OR REVISIONS AS
CIRCUMSTANCES WARRANT TO MEET ADDITIONAL NEEDS IF RE-
QUIRED.
THIS BASE PLAN ALSO TAKES INTO CONSIDERATION CIVIL
DEFENSE PLANNING, UTILIZATION OF PERSONNEL AND EQ-
UIPMENT TO ASSIST ALL SEGNMENTS OF LOCAL GOVERNMENT
IN A LOCAL EMERGENCY OR DISASTER. AN EXAMPLE OF THIS
TYPE OPERATION IS THE BRAZOS COUNTY TORNADO WARNING
DIVISION WHICH GOES INTO OPERATION EACH TIME BRAZOS

COUNTY IS INCLUDED IN THE WEATHER BUREAUS SEVERE
ALERT FORECAST. OTHER EXAMPLES IS THE AUXILIARY
POLICE AND AIR POSSE WHICH IS ORGANIZED UNDER THE
SHERIFF AND POLICE DEPARTMENTS AND IS AVAILABLE TO
LOCAL LAW ENFORCEMENT OFFICIALS FOR SEARCH, RECONN-
AISSANCE,RESCUE, AND OTHER POLICE OPERATIONS AS NEEDED.
II. BASIC ASSUMPTION
THE PROGRAM AND ORGANIZATION PROPOSED FOR RECEPTION
AND CARE COUNTIES ARE PREDICATED ON THE GENERAL SIT-
UATION DESCRIBED IN THE STATE OF TEXAS MODEL COUNTY
OPERATIONAL SURVIVAL PLAN AND THE STATE OPERATIONAL
PLAN INCLUDING THE STATED ASSUMPTIONS CONCERNING PO-
TENTIAL ENEMY CAPABILITIES, WEAPONS, AND WARNING TIME.
IN THE INTEREST OF BREVITY THESE ARE NOT MENTIONED HERE
BUT CAN BE REFERRED TO IN THE ABOVE MENTIONED DOCUMENTS.
SPECIFICIALLY THE GENERAL SITUATION ARISING FROM A NU-
CLEAR ATTACK POSE GRAVE PROBLEMS FOR BRAZOS COUNTY DE-
VILOPING FROM THE SITUATIONS DESCRIBED BELOW:
A. POSSIBLE DESTRUCTION AND /OR IMMOBILIZATION OF SUR-
ROUNDING METROPOLITAN AREAS WHICH SUPPLY THIS AREA
WITH FOOD, EQUIPMENT, MEDICAL SUPPLIES, AND IN-
TERRUPTION OF NORMAL FLOW OF ECONOMIC AND GENERAL
WELFARE NEEDS.

WHETHER OR NOT BRAZOS COUNTY CAN RECUPERATE FROM
A NUCLEAR DISASTER WILL DEPEND LARGELY ON THE
AMOUNT OF PLANNING, THE AUGMENTATION OF AUXILIARY
PERSONNEL AND EQUIPMENT WHERE NEEDED AND THE ABILITY
OF BRYAN, COLLEGE STATION, TEXAS A & M UNIVERSITY
AND BRAZOS COUNTY TO CONSOLIDATE ALL ITS CAPABILITIES,
RESOURCES, AND PERSONNEL FOR THE GENERAL WELFARE
OF THE COUNTY.
III. MISSION
BASED ON THE ASSUMPTIONS SET FORTH IN SECTION II, THEN
THE CIVIL DEFENSE MISSION FOR BRAZOS COUNTY WOULD BE
TO PROVIDE:
A. SPECIFIC LOCAL GOVERNMENT CONTROL CENTERS WHICH
WOULD INSURE CONTINUED LOCAL GOVERNMENT OPERATIONS
OF BRAZOS COUNTY, BRYAN AND COLLEGE STATION, RE-
GARDLESS OF HABITATION ENVIRONMENT (RADIOACTIVE
FALLOUT) OR ISOLATION FROM RESOURCES NORMALLY AV-
AILABLE FROM SURROUNDING AREAS.
B. COMPLETE COORDINATION AND COMMUNICATION LINKS WITH
THE COUNTY AND CITIES EMERGENCY CONTROL CENTERS
AND ALL SEGMENTS OF LOCAL GOVERNMENT AND CIVIL DE-
FENSE UNITS IN THE CITIES OF BRYAN, COLLEGE STATION
AND TEXAS A&M UNIVERSITY.

B. EVACUATION OF POPULATION BOTH AIDED AND SPON-
TANEOUS FROM THE SURROUNDING TARGET AREA INTO
BRAZOS COUNTY SEEKING TO ESCAPE DANGER AND IN
NEED OF FOOD, SHELTER, MEDICAL CARE AND OTHER
NECESSITIES.
C. FALLOUT HAZARD WINDWARD FROM THE CENTERS OF DES-
TRUCTION WHICH COULD ENVELOPE BRAZOS COUNTY; POSE
GRAVE HABITATION PROBLEMS AND INTERRUPT NORMAL
CITY, COUNTY AND COMMERCIAL OPERATIONS FROM SUPP-
LYING THE POPULATION WITH NECESSARY SUPPLIES AND
SERVICES.
D. HEAVY DEPENDENCE ON THE LOCAL ECONOMY FOR SUPPLIES,
SERVICES, EQUIPMENT, AND OTHER RESOURCES OF BRAZOS
COUNTY FOR THE WELFARE OF ITS CITIZENS AND INCOMING
EVACUEES.
E. A POSSIBLE PERIOD OF STRATEGIC WARNING, BUT WITH
THE POSSIBILITY ALSO THAT ATTACK MAY COME AT ANY
TIME WITH SUCH SUDDENESS THAT THERE WILL BE NO
TIME TO FORMULATE PLANS, INS`T'RUCT PERSONNEL,
OBTAIN ESSENTIAL EQUIPMENT; LEAVING THE ONLY ANSWER
TO BE FOUND IN ADEQUATE ADVANCE PLANNING BY ALL
AGENCIES, DEPARTMENTS OF LOCAL GOVERNMENT AND KEY
OFFICIALS WHO ARE ASSIGNED EMERGENCY RESPONSIBILITIES.

CENTER AND THE STATE CONTROL CENTER AND THE PUBLIC

ADEQUATE BACK -UP EQUIPMENT.
D. EMERGENCY POWER SOURCES FOR ALL COMMUNICATION
POINTS, HOSPITALS, AND PREDESIGNATED CONTROL POINTS.
E. A PREDETERMINED PLAN FOR ACTIVATION OF LOCAL GOV-
ERNMENT OFFICIALS SO THAT A CONSOLIDATED EMERGENCY
GOVERNMENT FOR BRAZOS COUNTY THE CITIES OF BRYAN,
AND COLLEGE STATION CAN BE ACTIVITATED WITH A MIN-
Imam OF DELAY.
F. AN EFFICIENT PUBLIC FALLOUT SHELTER PROGRAM WHICH
WILL BE READY TO GO INTO OPERATION ON IMMEDIATE
NOTICE.
G. A COMPREHENSIVE WARNING SYSTEM SO THAT KEY OFF-
ICIALS AND THE PUBLIC CAN BE WARNED OF AN IMPENDING
DISASTER.
H. COMPREHENSIVE PLANNING ON THE PART OF ALL EMERGENCY
SERVICES AND PUBLIC SERVICES, BOSH GOVERNMENTAL AND
COMMERICAL, SO THAT OPERATIONAL SERVICES CAN BE
CONTINUED IF AT ALL POSSIBLE, REGARDLESS OF IN-
VIROMENTAL CONDITIONS AND/OR INCREASED SERVICE

REQUIREMENTS OF A MAGNITUDE IN KEEPING WITH
THE ASSUMPTIONS SET FORTH IN SECTION I.
J. THE ABILITY TO ABSORB AND RENDER AID TO EV-
ACUEES FROM MAJOR TARGET AREAS AND THE ABILITY
TO PROVIDE SECURITY, LAW ENFORCEMENT, AND TRAFFIC
CONTROL UNDER ADVERSE CONDITIONS AND ON A EX-
PANDED BASIS.
K. A COMPREHENSIVE SURVEY OF EMERGENCY TYPE EQ-
UIPMENT AND LOCAL RESOURCES SO THAT MAXINUM AID
CAN BE RENDERED TO THE LOCAL POPULATION FOR SUR-
VIVAL, REHABILITATION AND RECOVERY FROM A NU-
CLEAR ATTACK OR NATIONAL EMERGENCY. ON A GENERAL
BASES THE KEY TO SURVIVAL WILL BE THE FORMULATION
OF AN EXPANDED LOCAL GOVERNMENT WHICH IS KEYED
TO PROVIDE PLANNING, COORDINATION, AND COOPERATION
WITH FEDERAL, STATE AND SURROUNDING LOCAL GOV-
ERNMENTS, PASS ORDIANCES AND /OR COURT ORDERS,
MUTUAL AGREEMENTS AND DIRECTIVES WHICH WILL EN-
ABLE IT TO COPE WITH THE ADVERSE EFFECTS CAUSED
BY A NATIONAL OR LOCAL DISASTER.
IV. ORGANIZATION, GENERAL PLAN AND CONTROLS
UNDER THE AUTHORITY OF THE TEXAS CIVIL PROTECTION ACT
OF 1951, BRAZOS COUNTY COURT ORDER, APRIL 13, 1959 -VOL.

THE RESPONSIBILITY FOR PLANNING, ORGANIZATION AND
EXECUTION OF AN ADEQUATE CIVIL DEFENSE MOBILIZATION
PLAN AND OPERATIONAL SYSTEM TO MEET THE EMERGENCY

CIVIL DEFENSE COUNCIL FORMS THE LEGAL CONSTITUTED
AUTHORITY AS ELECTED BY THE CITIZENS OF THEIR RE-
SPECTIVE POLITICAL SUBDIVISIONS WITH THE COUNTY
JUDGE SERVING AS CHAIRMAN. THE COUNTY JUDGE
ACTING WITH THE CONSENT AND ADVICE OF THE CITY
MAYORS APPOINTS A COUNTY DIRECTOR FOR CIVL DE-
FENSE DELEGATING TO HIM SUCH AUTHORITY AS NE-
CESSARY TO CARRY OUT THE DUTIES AND RESPONSIB-
ILITIES AS OUTLINED IN COURT ORDERS, ORDINANCES
AND THE COUNTY BASE PLAN AND AS APPROVED BY THE
CIVIL DEFENSE COUNCIL AND THE CIVIL DEFENSE DIR-
ECTORS OF BRYAN AND COLLEGE STATION.

B. COUNTY DIRECTOR: THE COUNTY DIRECTOR FOR CIVIL
DEFENSE SERVING AS ASSISTANT COUNTY DEFENSE CO-
ORDINATOR AND REPORTING TO THE COUNTY JUDGE, IS
RESPONSIBLE FOR ASSISTING THE COUNTY JUDGE IN THE
GENERAL PLANNING, DIRECTING, COORDINATION AND SUP -
ERVISION FOR THE TOTAL COUNTY PROGRAM AND OR-
GANIZATION FOR CIVIL DEFENSE. THE COUNTY DIRECTOR
ACTING FOR AND WITH THE CONSENT OF THE COUNTY JUDGE,
CITY MAYORS AND WITH APPROVAL OF CITY DIRECTORS OF
BRYAN AND COLLEGE STATION, WILL APPOINT OR DESIGNATE
PERSONS TO FILL CIVIL DEFENSE APPOINTMENTS UNLESS
SPECIFICALLY RESERVED; DELEGATEpLSUCH AUTHORITY
WITHIN THE ORGANIZATION AS MAY BE APPROPRIATE;
ISSUE ALL NECESSARY DIRECTIVE GUIDANCE AND IN-
STRUCTIONAL MATERIALS; EXCUTE MUTUAL AGREEMENTS,
AND PERFORM SUCH OTHER FUNCTIONS AS MAY BE AS-
SIGNED OR DELEGATED TO HIM BY THE COUNTY JUDGE
AND CIVIL DEFENSE COUNCIL. THE COUNTY DIRECTOR
OF CIVIL DEFENSE WILL DIRECT AND /OR COORDINATE
THE OPERATIONAL CIVIL DEFENSE FORCES IN THE
COUNTY WITH THE CITY DIRECTORS FOR THE CITIES OF
BRYAN AND COLLEGE STATION PERFORMING THE SAME

THROUGH THE DEPARTMENT OF PUBLIC SAFETY, DISTRICT
6 -A , IN WACO.
C. CIVIL DEFENSE DIRECTORS STAFF: THE CIVIL DEFENSE
DIRECTORS DULY APPOINTED BY THE CITIES OF BRYAN,
COLLEGE STATION AND BRAZOS COUNTY FORM THE CIVIL
DEFENSE DIRECTORS STAFF CHARGED WITH THE FOR-
MULATION OF PLANS, OPERATIONS, TRAINING AND EX-
ECUTION OF AN EMERGENCY OPERATION WHICH IS CAP-

FENSE OFFICE THROUGH THE LOCAL DEPARTMENT OF PUBLIC
SAFETY OFFICE FULL INFORMATION RELATIVE TO THE
DEVELOPMENT OF AN EMERGENCY SITUATION.
2. THE COUNTY JUDGE OR THE COUNTY DIRECTOR WILL IN-
ITIATE EMERGENCY ACTIONS NECESSARY TO COPE WITH
THE ANTICIPATED EMERGENCY CONTITION.
3. THE COUNTY CONTROL CENTER ESTABLISHED IN THE BRAZOS
COUNTY COURTHOUSE WILL COORDINATE ALL EMERGENCY

AVAILABLE INFORMATION AND OTHER CIRCUMSTANCES MAY
ENABLE THE FEDERAL GOVERNMENT THROUGH THE STATE OF
TEXAS TO PROVIDE BRAZOS COUNTY WITH A PERIOD OF
STRATEGIC WARNING FROM SEVERAL HOURS TO POSSIBLY
SEVERAL DAYS BEFORE AN ACTUAL ATTACK.
UPON RECIEPT OF STRATEGIC WARNING, THE COUNTY JUDGE
AND /OR THE COUNTY CIVIL DEFENSE DIRECTOR WILL ALERT
AND ACTIVATE ALL SEGMENTS OF THE BRAZOS COUNTY CIVIL
DEFENSE ORGANIZATION AS OUTLINED IN THIS BASE PLAN
AND ITS ANNEXES.
THE COUNTY JUDGE, THE COUNTY DIRECTOR, THE MAYORS OF
BRYAN AND COLLEGE STATION AND THE CIVIL DEFENSE DIRECTOR
OF BRYAN AND COLLEGE STATION WILL REPORT TO THE CONTROL
CENTER LOCATED IN THE COUNTY COURTHOUSE WHICH WILL BE
ACTIVATED AND STAFFED FOR A TWENTY FOUR HOUR OPERATION.
THE COUNTY CIVIL DEFENSE DIRECTOR OR HIS ALTERNATE WILL
ISSUE A ROSTER OF PERSONNEL TO MAN THE CONTROL CENTER
AND ALL COMMUNICATIONS FACILITIES WILL BE TESTED TO
ASSURE THEIR EFFECTIVE OPERATION. IF THERE IS A THREAT
OF RADIOACTIVE FALLOUT, PLANS WILL BE MADE TO RELOCATE

CONTACTS WILL BE MAINTAINED IF POSSIBLE WITH THE HARRISON
COUNTY TARGET AREA AND THE CIVIL DEFENSE DIRECTORS WILL
REVIEW THE BRAZOS COUNTY CIVIL DEFENSE ORGANIZATIONAL
PLANS AND FUNCTIONS AND TAKE SUCH STEPS AS MAY BE NEC-
ESSARY TO ASSURE PROMPT ACTIONS BY PERSONS GIVEN EM-
ERGENCY ASSIGNMENTS. TRAINING NEEDS WILL BE REVIEWED
AND EMERGENCY ASSIGNMENTS MADE IF NECESSARY.
B. TACTICAL WARNING
TACTICAL WARNING MAY COME FOLLOWING A PERIOD OF STRATEGIC
WARNING OR WITHOUT SUCH PREVIOUS WARNING. IN EITHER
EVENT, IT MUST BE REGARDED AS THE PERIOD WHEN THE BEST
INTELLIGENCE INDICATES THAT AN ATTACK WILL COME WITHIN
A PERIOD OF ONE TO SIX HOURS.
ALL MEMBERS WHO HAVE NOT ALREADY DONE SO WILL REPORT
TO THEIR PREVIOUSLY ASSIGNED LOCATIONS OR CONTACT THEIR

AND CONTINUES UNTIL THE GOVERNOR NOTIFIES THE LOCAL
OFFICIALS THAT THE EMERGENCY HAS ENDED. DURING THIS
PERIOD BRAZOS COUNTY WILL DIRECT ITS ACTION PRIMARILY
TOWARD DEALING EFFECTIVELY WITH THE SITUATIONS AND NEEDS
ARISING FROM THE ATTACK SITUATION.
ALL PERSONNEL HAVING EMERGENCY ASSIGNMENTS AND NOT
ALREADY ON DUTY, WILL IMMEDIATELY REPORT TO THEIR
ASSIGNED LOCATIONS OR DUTY OFFICES WITHOUT DELAY UN-
LESS INVIROMENTAL OR OTHER CONDITIONS PROHIBIT SUCH

NVICTION AND PUNISHMENT OF SUCH VIOLATIONS WILL BE AS
SPECIFIED BY IN APPLICABLE ORDIANCES AND/OR COURT ORDERS.
CIVIL DEFENSE PLANS AND CONTROLS
EXPENDITURES
ALL CIVIL DEFENSE EXPENDITURES SHALL BE MADE IN ACCORDANCE
WITH PROCEDURES AS SPECIFIED IN CITY ORDINANCES, COMMISSIONERS
COURT ORDERS AND COUNTY AND CITY DIRECTIVES. NO FINANCIAL
COMMITMENTS, AGREEMENTS, OR EXPENDITURES OF FUNDS SHALL BE
MADE WITHOUT PRIOR APPROVAL BY PROPER AUTHORITY.
FUNDS REQUIRED FOR OVERALL BRAZOS COUNTY CIVIL DEFENSE
OPERATIONS WHICH ENCOMPASS BRYAN, COLLEGE STATION AND
BRAZOS COUNTY WILL BE SHARED AS APPROVED BY COUNTY AND
CITY CIVIL DEFENSE DIRECTORS. NO EXPENDITURES OF SUCH
FUNDS WILL BE MADE WITHOUT PRIOR APPROVAL AND PROPER RE-
CORDS SHALL BE MAINTAINED SHOWING SUCH EXPENDITURES BY
EACH POLITICAL SUB - DIVISION.
FUNDS REQUIRED FOR OPERATION AND OR PREPLANNING WHICH
AFFECTS THE PREPAREDNESS PROGRAM AND IS RESTRICTED TO
THE SPECIFIC SUB - DIVISION REQUIRING SUCH FUNDS, WILL BE
APPROVED AND FUNDED BY THAT POLITICAL SUB - DIVISION. THE
CITIES OF BRYAN, COLLEGE STATION AND BRAZOS COUNTY ARE
ELIGIBLE FOR AND CAN OBTAIN MATCHING FEDERAL FUNDS WHERE
APPLICABLE AND IF SO DESIRED, BY PROPER APPLICATION IF
SUCH FUNDS ARE TO BE USED FOR CIVIL DEFENSE PURPOSES.
OPERATION PLANS AND CONTROL
NATIONAL WARNING PROCEDURES FOR BRAZOS COUNTY
THE COUNTY SHERIFF HAVING THE RESPONSIBILITY FOR RECEIPT
AND DISSIMINATION FOR NATIONAL EMERGENCY WARNING, WILL
UPON RECIEPT OF SUCH WARNING FROM THE LOCAL OFFICE OF
THE DEPARTMENT OF PUBLIC SAFETY- -
1. IMMEDIATELY NOTIFY THE COUNTY JUDGE AND THE
COUNTY CIVIL DEFENSE DIRECTOR
2. BRYAN CIVIL DEFENSE DIRECTOR
3. COLLEGE STATION CIVIL DEFENSE DIRECTOR
4. ALL POLICE DEPARTMENTS AND /OR LAW ENFORCEMENT
OFFICERS OF BRAZOS COUNTY
5. COUNTY COMMISSIONERS
UPON RECIEPT OF WARNING THE COUNTY DIRECTOR WILL-- -
1. ALERT ALL SEGMENTS OF THE CIVIL DEFENSE ORGAN-
IZATION TO GO ON STAND -BY ALERT UNTIL FURTHER
ORDERS ARE RECEIVED
2. TO ASSIST IN ALERTING -THE LOCAL TELEPHONE EX-
CHANGE WILL IMMEDIATELY CONTACT ALL PERSONS
FROM A LIST AS FURNISHED BY THE LOCAL CIVIL
OPERATION PLANS AND CONTROL
DEFENSE OFFICE. THIS WILL BE DONE ON A PRI-
ORITY BASIS
UPON RECIEPT OF WARNING CITY CIVIL DEFENSE DIRECTORS WILL -
1. NOTIFY THE CITY MAYOR AND CITY COMMISSIONERS
2. ALERT ALL DEPARTMENT OFFICERS OF THEIR LOCAL
GOVERNMENT AND ISSUE SUCH INSTRUCTIONS AS DEEMED
NECESSARY. DETAILED ALERTING PROCEDURES WILL
UTILIZE TELEPHONE, PUBLIC RADIO, CIVIL DEFENSE
TWO -WAY RADIO, POLICE RADIO AND MESSENGERS AS
SO SPECIFIED IN DETAILED ANNEX PLANS FOR EACH
AGENCY.
BRAZOS COUNTY CIVIL DEFENSE PLANS AND CONTROLS
ORGANIZATIONAL PLANS AS SPECIFIED IN ANNEXES
DETAILED OPERATIONAL PLANS IN ACCORDANCE WITH THIS BASE
PLAN AND SUCH OTHER DIRECTIVES AS APPLICABLE, SHALL BE
EXCUTED AND SUBMITTED TO COUNTY AND CITY CIVIL DEFENSE
DIRECTORS FOR APPROVAL AND AUTHORITY FOR IMPLEMENTATION.
ALL SERVICE BRANCH PLANS SHALL BE CAREFULLY EVALUATED
AS TO LEGALITY, OPERATIONAL FEASIBILITY, AND SHOULD CON-
TAIN RECOMMENDATION OF SUCH ITEMS THAT WOULD IMPROVE THE
CAPABILITY OF THAT SERVICE IN KEEPING WITH THE ASSUMPTIONS
SET FORTH IN THIS BASE PLAN AND OTHER DIRECTIVES. ANNEX
PLANS SHALL BE KNOWN AS OPERATIONAL PLANS AND WILL CONTAIN:
1. SURVEY OF ALL RESOURCES RELATED TO THE PARTICULAR
SERVICE OR OPERATION.
2. INVENTORY OF ALL PERSONNEL AND EQUIPMENT AL-
READY AVAILABLE WITH RECOMMENDATIONS FOR AUX-
ILIARY REQUIREMENTS WHERE NEEDED.
3. AN ORGANIZATIONAL PLAN SPECIFYING- -
LINES OF AUTHORITY AND SUCCESSION
DETAIL PERSONNEL ASSIGNMENTS
4. PERSONNEL ASSIGNMENT LIST SHOWING, NAMES,
TELEPHONE NUMBER AND LOCATION.
