The purpose of the ''razoe County Civil Defense Crganization is to pro-
vide the necessary civilian defense operation a/w the Texas State .urvival
:lan in case of a national emergency or officially declared local disaster.
The County and City Civil Defense Directors under the authorization,
direction, and approval of the Civil Defence Council will provide the neces-
sary planning to forlulate an organization to meat the needs of a national
emergency condition under the general ^ as esta lished }y the state
of Texas and local County and City ordinances. The purpose of this `ease
plan is to establish the guidelines for the organizational structure and
plans.
The County !lesion as estatlisheJ 1y the ..•tate of Texas; along with
thirty three other surrounding counties, is to act as reception and care
county for the Harris County target area. r:11 local planning should in-
corporate this reeuire:.ent in local planninm.

The County Civil Defense Council consisting of the CoLlnty Judge -- in
the capacity of County Coordinator and Chairman, the T of Lryan and
College .tation serving as City Coordinators, is the governing body of the

Civil Defense :rganization and will provide the legally constituted authority,
direction, and approval of all organizational and functional operations; dele-
gating such authority to the County 2.nU City Civil Defense Directors as deem-
ed necessary.
It is the purpose of this organization to function as one or;ranization
in care of a mational emergency or major jor disaster. In case of a localized dis-
aster or emergency occurini in the cities of rryan or College Ltation, the
Civil Defense Director of that city will take over operation of the organize-
. tion and shall have full coordination and cooperation of Toth city and county
Civil Defense Directors.

The designated control center, located in the County Courthouse shall
have 'leans for ilmediate emergency telephone, radio coamunication facilities
and auxiliary power supply.
If a stational emergency exists the County Judge, Cryan and College l.ta-
tion L'ayors, and appointed Civil Defense Di rectors and their assistants
will report to the Control Center along. with the Co ~"ranication Officer and
three assistants.

Annex Mo Manpower Service
i. MISSION AND SITUATION
A. Mission
To fill the manpower requirements of the county Civil De-
fense Organization, determine and report manpower resources
and requirements, and assist in the maximum survival of the
people.
B. Situation
1. General Situation (County Base Plan)
2. Specific Situation
a. The Texas Employment Commission, with its several
district and local offices distributed through-
out the State, is organized so as to lend itself
to prompt transition from peace time duties to
post - attack manpower responsibilities.
b. Manpower and unemployment payment activities are
subject to the policies and standard of the U.S.
Employment Service and the Secretary of Labor.
c. The District Director of the Texas Employment
Commission, the local office manager, or the per-
son in charge of a relocated office, or their suc-
cessor or successors, in case of failure of com-
munications or break in the line of command due
to enemy attack are hereby delegated emergency
authority, under State Survival Plan, Annex M, to
(1) Operate independently in accordance with
post - attack plans and procedure.
(2) Hire additional staff without merit system
rating;
(3) Procure needed facilities, equipment and
supplies;

(4) Make unemployment payments;
(5) Pay wages of Texas Employment Commission
employees. This emergency authority shall
cease when recalled by the State Manpower
Director after communications have been
restored.

III. GENERAL INSTRUCTIONS AND EXECUTION
A. Strategic Warning
1. Staff members will be alerted.
2. Liaison will be established with County Civil Defense
Services.
3, Communications will be established with appropriate
control centers,
4. Registration of manpower will begin in the reception
area.
B. Tactical Warning
1. Readiness to operate will be reported to County Defense
Director.
2. Manpower to meet pre - planned needs of County Civil Defense
Services will be assembled,
3. Security precautions will be taken.

4. Steps to protect against radio active fallout will
be taken,
5. Operating plans to insure that no function is being
omitted will be checked.
6. Operations on a twenty -four hour basis will be con-
tinued.
C. No earning
All personnel will take the best available cover and will
proceed to reassembly point when conditions permit.
D. Post- Attack
1. Activate post - attack plans and procedures on an around
the clock basis.
2. Monitor radio active fallout if trained personnel and
equipment are available.
3. Establish post - attack security measures.
4. Establish communications and disseminate manpower in-
formation by all available means to other County Civil
Defense Services.
5. Take control of manpower and supply the needs of the
County Civil Defense Services where possible.
6. Estimate surviving manpower resources by number and
occupation.
7. Take such other action as may be required by the situ-
ation.

IV, SUPPLY AND TRANSPORTATION
A. Supply
Supplies will consist of those on hand and in reserve and
additional supplies will be procured according to Annex Q,
County Plan
B. Transportation
Transportation will be arranged as needed through motor
pools under the control of County Civil Defense Authorities
and by vehicles owned by personnel of the County Manpower
Service.
V. CONTROL AND COMMUNICATIONS
A. Control
The manpower arm of the County Civil Defense Organization
will parallel state disaster districts and regions for con-
trol and coordination purposes but, under the assumed chaotic
conditions which will follow an attack, the County Manpower
Service is authorized to operate independently within the
County Civil Defense framework,
B. Communications
1. the County Manpower Service will use the communications
as provided by the County Communication Service, Annex B
2. Supplemental Communication Services will be arranged for
as practicable.
