BRAZOS COUNTY - BRYAN - COLLEGE STATION
EMERGENCY OPERATIONS PLAN
I. AUTHORITY
(a). Public Law 81 -290, (Federal Civil Defense Act of 1950).
(b). Texas Disaster Act 1975 H.B. No. 2032.
(c). Sections 7, 8, and 10 of Article 5890E of Vernon's
Civil Statues, as ammended.
(d). Executive Order DB -23.
(e). Texas Disaster Plan
(f). Brazos County Court Order dated April 13, 1959, as
amended.
(g). College Station City Ordinance No. 326, as amended.
(h). Bryan City Ordinance dated , as
amended.
II. PURPOSE
The purpose of this plan is to:
(a). To provide guidelines and procedures for emergency
operations and the utilization of all available
local government resources in Brazos County for
the protection of lives, property and the
continuance of local government operations in
the event of a man -made, natural disaster or a
national emergency including nuclear attack or
threat thereof.
(b). To provide guidelines and procedures for an
emergency planning committee and a joint County -
Cities emergency disaster office for emergency

planning, coordination and services as determined
by officials of Brazos County, Bryan, College Station
and Texas A&M University.
(c). To establish guidelines for:
(1). Mutual assistance between the four Political
Sub - Divisions.
(2). A joint emergency and recovery operation
when determined necessary by the chief
executives of the Political Sub - Divisions.
(d). To provide for emergency planning and coordination
of activities relating to disaster prevention,
preparedness, response, and recovery as related
to Local City, County, State and Federal Government.
III. EMERGENCY ASSUMPTIONS
1. Because of geographic location, population concentrat-
ion, high rise buildings, rail and highway traffic;
Brazos County is subject to major disasters such as:
(a). Tornadoes
(b). Tornadoes
(c). Floods
(d). Fires and Explosions
(e). Aircraft Crashes
(f). Rail Accidents
(g). Civil Disturbance
(h). Radioactive Accidents
(i). Radioactive Fallout due to Nuclear Attack.
IV. BRAZOS COUNTY EMERGENCY DISASTER PLANNING
1. Disaster Emergency Council
The Emergency Disaster Council consisting of the chief

executives of each political sub - division forms the
governing body for joint emergency disaster planning and
services in Brazos County and is the approving authority
for all joint emergency planning.
The Disaster Emergency Council shall consist of the:
(a). County Judge
(b). Bryan City Mayor
(c). College Station Coty Mayor
(d). TAM University
The County Judge shall serve as chairman of the council.
The Mayors and County Judge shall be designated as Disaster
Coordinators for their political sub - divisions.
2. Disaster Director's Staff
The Disaster Director's Staff shall consist of:
(a). County Disaster Director
(b). Bryan Disaster Director
(c). College Station Disaster Director
(d). TAMU Disaster Director
The Disaster Directors shall be appointed by each political
subdivision Chief Executive and shall serve at his pleasure
and shall exercise whatever authority delegated by the Chief
Executive. (Normally, the City Managers will be designated
as Assistant Disaster Coordinators and Disaster Directors.
Each Disaster Director shall, with the approval of his
Chief Executive, appoint a Deputy Director to serve in his
absence.) The County Judge shall appoint, with the approval
of the Commissioner's Court, an Assistant Disaster Coordinator;
who shall serve as Vice - Chairman.
The TAMU Disaster Director shall be appointed by the University

President for the purpose of coordinating emergency planning
on the campus of Texas A&M University.
The Disaster Director /Staff shall meet at least once each
month or upon call by the Council Chairman or Chairman of
the Director /Staff for the purpose of coordination, planning
and approving plans and activities as related to Brazos County,
the cities of Bryan, College Station and TAMU.
3. County Disaster Director
The County Disaster Director shall be appointed by the
County Judge with the consent and approval of the Mayors
of Bryan and College Station and shall exercise such
duties and authority as delegated by the Chief Executives.
(The County Asst. Disaster Coordinator is normally appoint-
ed to this position upon approval of the City Mayors).
He shall serve as Chief of Staff or Advisor, as authoriz-
ed by the Chief Executives of each political sub - division.
He shall serve as Chief Official of the County Disaster
Emergency Services Office and assist each political sub-
division when requested or directed in matters of
emergency planning, trainning, emergency administration
services and/or operations.
He shall serve as Chairman of the County Director's
Staff.
4. Emergency Operating Centers
The Emergency Operating Center shall serve as direction
and control points for each political sub - division.
The Control Centers can be activated by the Chief
Executive or his designated assistant when pre- emergency
or disaster conditions are eminent. Staffing of the EOC

shall be as stipulated by current plans and directives.
Emergency Operating Centers shall be designated for the
following areas:
(Whenever the situation warrants, EOC operations can be
re- located at the most effective point.)
(a). Brazos County - County Courthouse
(b). Bryan - Police Department
(c). College Station - City Hall
(d). Texas A&M University - University P.D. -Comm. Center
5. Count Disaster E mer g enc y Services Off ice
This office shall provide services by the Chief Executives
and/or appointed Disaster Officials of Brazos County,
Bryan, College Station and TAMU as related to emergency
disaster planning, services and operations.
V. BRAZOS COUNTY DISASTER PLANNING and OPERATIONS
A. The County Judge, as Chief Executive, is responsible
for directing all emergency operations in the County
of Brazos outside of the political subdivisions of
Bryan and College Station.
Each existing county agency will perform emergency
activities related to their normal office responsibi-
lities and will accept additional emergency duties
as directed by the County Judge.
The County Judge or his designated representative will
work with the Mayors of Bryan, College Station, and
the officials of Texas A&M University in coordinating
plans, establishing procedures and maintaining a
county -wide disaster emergency services office which
will be available to each political sub - division chief

executive and his officials for assistance in emergencies.
The County Judge:
(1). Is responsible for all disaster operations
in the un- incorporated areas of Brazos County.
(2). Will carry out all directive duties during
emergencies or may delegate such authority
and duties to the County Disaster Director
and other officials as required.
(3). Is Responsible For Initiating:
(a). The declaration of a state of emergency
for Commissioner's Court approval.
(b). Approval authority for news releases.
(c). Coordination of State and Federal ass-
istance.
(d). Coordination of mutual agreements between
Brazos County; Bryan and College Station
related to emergency plans and operations.
(e). Submitting reports and requests to State
and Federal Governments as related to
emergency plans, operations, and assistance.
(f). Coordinating State, Federal and Local
volunteer assistance operations.
(g). Submission of "Disaster Area" request
to the State Governor.
B. County Commissioners are Responsible For:
(a). Enacting court orders related to emergency
planning and operations needs.
(b). State of Emergency Declaration.

(c). Establishing controls A,/ H.B. 190 Section 7,
8 and 10 Article 589e, Vernon Civil Statues,
if needed.
(d). Control and coordination of Precinct Personnel,
Equipment and Resources during emergency operation.
(e). Damage assessment surveys in responsible Precinct
and submitting declaration of a "Disaster Area"
request to County Judge.
(f). Maintaining radio communications between
precincts for emergency coordination.
(g). Taking action to return Precincts to normal
operations.
C. County Sheriff is Responsible For:
(a). Verified receipt and dissemination of NAWAS
Warning (National Warnings) in and for
Brazos County.
(b). Supporting Local and State law enforcement
agencies in an emergency when possible.
(c). Providing in responsible political sub - division
area, law enforcement, warning, traffic control,
communications, housing and security of prisoners,
evacuation, and coordination of disaster
operations in rural areas.
(d). Providing intelligence and status reports
concerning tornado strikes, road flooding or
other emergency condition.
(e). Coordination with DPS concerning road conditions,
tornado strikes and flooding.

(f). Providing channel of communications between EOC
and DPS.
(g). Alerting county officials as outlined in SOPs
concerning any impending or actual disaster.
(h). Coordination of tornado strikes and reports with
the Tornado Warning Center and DPS Office.
D. County -City Health Office*
The County -City Health Office is responsible
for health and medical disaster operations and planning
in Brazos County.
The County -City Health Office will:
1. Organize a program of Emergency Medical Planning
in Brazos County and coordinate plans with
local hospitals and State Health Dept.
Offices.
2. In the event of a disaster the Health
Office will organize a program of emergency
medical services within the county.
3. Coordinate control of communicable diseases,
rodent control, innoculations, water supply
inspections and related medical and sanitation
problems.
4. Establish assistance request channels and
controls for medical supplies and assistance
from local medical institutions to District
and State Levels.
5. Prepare an Emergency Operating Plan for
disaster operations.

VI. BRYAN AND COLLEGE STATION DISASTER PLANNING AND OPERATIONS
A. The Mayor of each city is responsible for directing all
emergency operations; emergency declarations, initiation
of reports and assistance requests, and coordination
of emergency assistance operations within their political
sub - divisions, and:
1. The appointment of Asst. Disaster Coordinators and /or
Disaster Directors.
2. The formulation of emergency plans for departmental
and city government operation.
3. The Designation of E.O.C.s and E.O.C. activation
plans.
4. Developing ordinances relating to emergency - disaster
conditions as needed.
5. The coordination of emergency planning with Brazos
County and other cities within the county.
B. County Emergency Disaster Services Office.
1. This office and the County Disaster Director
shall be available for assisting in administrative
emergency services, coordination of county -wide
planning and administering services developed
that are not part of the local government services,
i/e volunteers, county -wide public fallout shelter
program, disaster training, exercises, special
communications, reports and other related joint
activities.
C. Disaster Operations
1. Localized Disaster
Each political sub - division has the responsibility

of emergency disaster operations within it's
jurisdiction.
Local government agencies responding to the request
for assistance will be under the direction and
control of the disaster area government.
2. County -Wide Disaster.
Whenever a large scale emergency occurs and it is
determined necessary that all resources in the
county are required, a joint County - Cities operation
can be instituted with the Mayors and County Judge
forming the Executive and Directive Body for
disaster operations and utilization of all
available resources.
3. County Disaster Director.
The services of the County Disaster Director
shall be available to each political sub - division
whether the disaster is localized or county -wide.
He shall serve as advisor to the City Manager
or County Judge, or local government agency upon
request and shall serve as Chief of Staff, if directed.
VII. COUNTY - CITY EMERGENCY SERVICES
A. The following services and/or programs shall be
considered as Joint -City- County services and can
function in either an individual political sub-
division or joint operation during a disaster.
1. Health, Medical Mortuary Service.
2. Radiological Defense Service.
3. Tornado Warning & Meteorological Service.

4. Public Fallout Shelter Program.
S. Evacuee Shelter Service.
6. RACES & Volunteer Communication Service.
7. Emergency Broadcast Service.
8. Education and Training.
9. Mobilization Designee and Military Liaison
B. Health Service
The county -city health office has the
responsibility of Health Service, Mortuary,
Medical; coordination of hospital operations,
and coordination with State Health Department for
emergency medical needs.
C. Radiological Defense Service
The Radiological Defense Officer has the
responsibility of advising the local government
officials in all matters relating to radioactive
fallout, coordination of fallout reports and
other radiation problems.
D. Tornado Warning and Meteorological Service.
The Tornado Warning Officer is responsible for
maintaining a Tornado Warning Team, training and
organizing spotter operations, dissemination of
warnings, and activation of operations when severe
weather threatens.
He will also act as advisor to the local
government officials in the area of Meteorology.
E. Public Fallout Shelters
Activation of public fallout shelters will occur

under enemy attack conditions. Operations of
the shelters will be under a joint county -city
operation. The County Emergency Services Office
will be responsible for shelter planning, train-
ing, organization and operation activities.
F. Evacuee Shelter Service
Coordination of shelters for incoming evacuees,
due to either a natural disaster or national emergency,
will be the responsibility of the Emergency Services
Office under the direction of the Disaster Director's
Staff.
G. Radio Amateur Civil Emergency Service and
Volunteer Communications Service
RACES Programs, C.B. Communications, Shelter
Communications and Commercial Fixed and two -way
Communications will be coordinated by the County
Communications Officer. These sources of
communication will be organized and made available
to local government and/or agencies upon request
when needed.
H. Emergency Broadcast Service
The County EBS Officer shall be responsible for
maintaining an EBS Operation for local officials
during a national emergency.
I. Education and Training
The Education and Training Officer shall coordinate
training programs related to possible disasters or
national emergencies. Public school officials,
County Agents and other education agencies shall be

utilized in these programs.
J. Mobilization Designee and Military Liaison
The Emergency Services Office shall administer
the MOBDES Program and maintaining liaison with
military operations and maintain emergency
planning coordination.
