Dear Friends:
Since my inauguration in January 1973, I have become aware that Texas
is continuously plagued with natural disasters in almost every section
of the State. Tornadoes, heavy rains and flooding, fires, explosions,
and other catastrophies have affected the citizens of our State by
causing damages to public and private properties, not to mention
sufferings caused by the loss of lives.
Some of these disasters were met by the local political subdivisions
oftentimes assisted by neighboring political entities or State agencies.
However, certain disasters occurred which required my having to request
additional assistance from the different agencies within the Federal
government.
The purpose of this letter is to acquaint you with current procedures
for requesting assistance and the course we must follow to properly
process your request in the most expeditious manner.
If a disaster occurs which is beyond your resource capability, you
should contact the Texas Department of Public Safety District that is
serving your area. Present your information in detail to the officer
in charge and advise him of your immediate needs to alleviate any
hazardous areas that could cause health or safety hazards. The officer
in charge at the District Office of DPS will dispatch personnel to your
area to establish communication and assist you in every way possible.
You will also receive a call from a representative of the Division of
Disaster Emergency Services at the earliest practical moment and if
deemed necessary, the State Emergency Operations Center will convene
the State Civil Defense Council and all possible assistance will be
directed your way.
Should you determine that damages are beyond the local capability and
that being provided by the State agencies, I may request additional
assistance from the Federal government. Such a request could include
assistance from SBA, USDA /FHA /SCS /ASCS, DHEW /OE, FHWA, U.S. Army Corps
of Engineers, etc. If deemed necessary, I could request the President
designate your county eligible for assistance under the provisions of
Public Law 91 -606 (The Federal Disaster Act of 1970).

However, in order to ascertain the types of Federal assistance required,
certain essential information must be provided in my letters of request
to the appropriate Federal agencies. Letters of Request must include
the type and duration of the disaster, an estimate of the amount and
extent of damages must further be broken down by types to include
agricultural losses, damages to private property to include number
of residences and businesses and damages to public property including
schools, private non - profit medical care facilities, roads and bridges
on the Federal -aid system and others.
The attached form lists items of information required to support
requests for supplemental Federal assistance and is being provided for
your use in assisting me in requesting such assistance in your behalf.
Such information, accurately reported by you, will not only prevent
time consuming preliminary surveys by State agency personnel, but will
also assist me in determining what supplemental assistance might be
afforded by the Federal Government and greatly expedite my request
for this assistance.
Working together in a coordinated manner, local, State and Federal
governmental agencies can make the maximum contribution to the welfare
of the people of Texas. I earnestly solicit your assistance and
cooperation, not only in protecting the lives and property of all
Texans, but in assuring that immediate assistance will be provided
to those unfortunate victims of natural disasters.
I have designated the State Coordinator, Disaster Emergency Services,
Texas Department of Public Safety, 512 - 452 -0331, to work closely with
you and my staff to ensure prompt action and assistance during emergency
situations. If need be, feel free to contact my staff assistant direct
by calling 512 - 475 -2276 for any additional help or information.

RETIREMENT ANNOUNCEMENT
To Friends of Chief C. O. Layne:
On August 29, 1974, the Department of Public Safety will honor Chief Layne for
his more than thirty -six years of faithful, dedicated service with a retirement
party in the Coffee Shop of the DPS Headquarters building in Austin.
You are cordially invited to attend this party which will begin at 6: 30 P. M. , a
barbecue dinner at 7 :00 P. M. , to be followed immediately thereafter by a brief
program.
Tickets for the barbecue may be purchased from the Division of Disaster
Emergency Services of the Department at $3. 00 each by making checks payable
to M. P. Bowden, and mailing to Box 4087, Austin, Texas 78773. Reservations
should be received by August 27. Tickets may be claimed at the door on the
night of the party.
If you care to participate in the purchase of a gift for C. O. and Peggy, include
that amount in your check. All funds over and above actual expenses will be
used for this purpose. Please state the number of tickets you wish to purchase
if extra money is added.
