Civil Defense Council Legislative Committee FROM: Walter P. Halstead, Chairman SUBJECT: Legislative Bulletin #1 The House Committee on Appropriations, Subcommittee on Independent Offices, met in the latter part of June and drastically reduced the 4dministrative request by $11.1 M, approving $64.2 M as the House Mark. $3 M of the reduction was from the area of Operations and Maintenance which includes Financial Assistance to the States and the remainder, $8.1 M, was from the area of Research, Shelter Survey and Marking. Although the total reduction of the budget request by the Sub -Com- mittee is of great concern to local Civil Defense directors, the particular area of concern lies in the Financial Assistance to the States. The House Sub - Committee denied the request for an increase of $500,000 for P & A ($19.6 M requested), and stated that this assistance would remain at $19.1 M. We are aware that $19.1 M does not allow for increased costs in current programs (merit increases, etc.); does not provide for any new program participation; and, in many states, will not provide 50% matching funds and in other states, part -time participants cannot receive any financial assistance whatsoever. Obviously, some of the remaining $3.2 M which was deducted from the area of Operations and Maintenance will have to come from SET and EOC appropriations. As of July 1, there were approved project applications, but with no money available, for $2.3 M in EOC requests and $1.7 M in SET requests (in spite of the fact that several states had refused to process project applications because of the shortage of funds), or a total of $4 M required to take care of current approved applications. Also, the fixed costs in this area for communications, warning, etc. are estimated at $1.3 M per year, or a total requirement without any new SET or EOC project applica- tions of approximately $5z M. It does not take a mathematician to figure that the $4 M requested, and possibly reduced, can be stretched into this figure. The Senate Committee hearing was held last week and their deliberations on the budget will no doubt follow soon after. It is most important that we contact our Senators immediately, calling their attention to the disaster we now face in our national Civil Defense program and asking that they urge members of the Senate Appropriations Committee to restore at least the original budget request of $75.3 as a somewhat less than minimum requirement. Page Two There have been inquiries made as to how much money would be necessary to adequately sustain the national Civil Defense program. This is difficult to answer because we get into the subject of items which we must have and items which we would like to have. In the "must have" department, approximately $5 M additional funds are needed for SET and EOC, or a total of $9.2 M; and approximately $51/2M in P &A, making a total of $25 M (OCD estimate of the re- quirement based on requests from States). Among items which are extremely important in the "like to have" category is an additional $3.5M for training and $5 M for warning. A reasonable total estimated requirement is an additional $20 M over the current $75.3 budget request. * * * * ** CHAIRMAN'S COMMENTS: Some directors have carried out their legislative assignment in fine style. Too many have done nothing, and in some instances, we are not even receiving replies to our letters to Regional Legislative Chairmen. This must be a national effort and not one that is carried on by a few conscientious people. I am sure that many more letters are being written than are being reported to my office. I must have some indication that you have contacted the Congressmen either by letter, or personally, or through your Mayor or County Commissioner, in order to keep any intelligent record of our efforts° Copies of your letters and the replies you receive are preferable for they give me a feel for the Congressman's reaction -- favorable or otherwise. In some cases we find Congressmen have received the wrong impressions on the money that is available which we can correct through the director. However, if for some reason the individual writing the letter and receiving the reply con- siders this privileged information, please at least let us know that the com- munication has taken place and whether or not cooperation was indicated. Halstead, Chairman SUBJECT: Legislative Bulletin #3 This will be the last Legislative Bulletin for this year but I think it is im- portant that all of you who have been working on this program during the past year continue to follow up on your contacts and, wherever possible, personally discuss your program and budget requirements with your Congressmen during the holiday recess and before the beginning of the next session. We received a call from Washington on November 7, 1969, indicating that the Senate had restored a considerable amount of the budget that had been cut by the House Committee and were meeting on the following Wednesday. As a result, our office mailed 76 letters to individuals who, in the past, had responded to our previous correspondence. The response to this letter was most gratifying. You will note, according to the report on Page 2 of this communication, that some 83 directors were contacted directly or indirectly through our correspondence and 62 of them responded with wires, telephone calls or letters to their Senators and others asking for support. We also received correspondence from directors which indicated that our letter did not arrive in time for action on their part. The Senate vote of 49 Nay's, 19 Yea's and 32 not voting on Senator Young's amend- ment was not entirely satisfactory. I think there is a lot more work to be done on this matter, particularly with the non - voting Senators. One of the most important actions at this time is that you contact your Senator and thank him for his cooperation but you might also indicate that the final figures will still leave our national program considerably short of requirements. The Conferee Committee met almost immediately after the Senate vote; consequently there was very little time to do any extra work and I doubt if, at that time, it would have proved very effective. The Conferee Committee agreed upon $69.25 M as the final figure. As of this time, we have no news of the final action by Congress but it can be assumed that that figure will stand. As soon as the break- down is made public, I would suggest that all of you contact your Congressmen, make note of the fact that although this represents approximately $9 M more than last year, it is still short approximately $6 M of the original request which in itself was inadequate. and just a final touch. Your cooperation with the Legislative Committee during the past year has been most gratifying. Your personal and warm response to my letters and requests have made a tedious job quite worthwhile. I hope that sometime in the future I shall be able to write to each of you individually and thank you for your help. Page Two I will not be participating in the Legislative Committee during the coming year as far as the USCDC is concerned, but you may rest assured that I will keep you informed on a personal basis of the status of the budget and recommendations as to what action you could take.
