Dear Sir:
You are undoubtedly aware that under certain circumstances when
disaster strikes a community the military services of our government
are authorized to assist civil authorities in relief operations. In
order to plan for the most effective civil - military cooperation
possible in such emergencies, this headquarters considers it important
to emphasize the conditions under which it may act and how it is
organized for this action. A sunnary of this information is attached
as Inclosure 1.
In turn, this headquarters would find it helpful to have certain
information relative to the capabilities of your community, in the
event of a disaster. Attached for your information is Inclosure No 1.
Please complete for return to this headquarters, either Inclosure No 2
or 3 as appropriate and Inclosure 4. Mr. Clyde Yaun, Operations Offi-
cer, Division of Defense and Disaster, Austin, Texas suggested that
your office was best prepared to furnish this information for your
County.
If you have any additional comments or questions on this subject
please feel free to communicate with this headquarters at any time.

MILITARY PARTICIPATION IN DISASTER RELIEF
1. MILITARY ASSISTANCE:
a. Military assistance in disaster relief will not be undertaken
except in "major" disasters, so proclaimed by the President, unless:
(1) Local resources available to the respective State and
municipal authorities, augmented by those available to the Red Cross in
the affected areas, are clearly inadequate to cope with the situation, and
(2) The overruling demands of humanity compel immediate
action. to prevent starvation and extreme suffering.
b. In cases of "imminent necessity" so dangerous as to preclude
the receipt of timely instructions from higher authority, any military
commander will take action as is necessary and reasonably justified
(1) To save life
(2) To prevent immediate human suffering
(3) To mitigate great destruction or damage to public prop-
erty of the United States.
c. Military assistance is supplemental to and not a substitute
for State and local action., is authorized only during the actual existence
of an emergency, is not authorized during the period of rehabilitation which
normally follows a disaster, and will be withdrawn at the earliest practical
moment.
d. The recipient of assistance will be billed for expenses incurred
by the military over and above normal operating expenses.
2. ORGANIZATION:
a. Primary responsibility for the coordination of military assist-
ance in disaster relief for the States of Arkansas, Louisiana, New Mexico,
Oklahoma, and Texas has been delegated to the Commanding General, Fourth
U. S. Army, Fort Sam Houston, Texas.
b. The Commanding General, Fort Hood, upon receipt of a request
for military assistance from civil authorities, may commit his resources
without direction from Headquarters Fourth U. S. Army except in. cases of
"imminent necessity" described in paragraph lb, above. Action. by Head-
quarters Fourth U. S. Army is based on a determination that the need for
assistance comes within. the conditions under which relief operations may
be undertaken. by the military (paragraphs la, b and c, above). These
conditions are normally substantiated by communication with the State
through Region. 5, Office of Civil and Defense Mobilization. (OCDM), Denton.,
Texas. Therefore, although requests for assistance may be made by civil

authorities at any level of the military establishment, communities which
have been struck by disaster and have exhausted their awn resources are
encouraged to forward their requests for assistance to their own. State
authorities. The latter should employ the resources available to them.
In the event overall needs cannot be met, State authorities may call upon
Fourth U. S. Army, preferably through Region: 5, OCDM. Commanding General,
Fourth U. S. Army, may then. authorize Commanding General, Fort Hood, to
commit his resources, commit other Fourth Army resources, if necessary,
and /or request assistance from Eighth Naval District and /or Tenth Air
Force.

County Judge, W.C. Davis, with the City Mayors of College Station
and Bryan has appointed a complete and comprehensive staff for formu-
lation of a civil defense organization for these cities and Brazos
County.
Appropriate ordances have been passed and two directors meetings
have taken place which has resulted in organization of a tornado warn-
ing system and appointment of service directors.
Inclosed you will find lists of county and city appointments. Also
an organization chart,
December the Third we plan to have a meeting of all personnel, both
city and county, and give them instructions for organization of their
activities to the best advantage of the Etate and this community.
I would like very much to have someone from your office if possible
to guide us in the initial organization of this group. I feel that there
will be questions asked that would be better answered by someonw who has
the experience and qualifications to answer there as it is my desire that
this group will eventually become one of the best civil defense organiza-
tions in the state.
I will be very grateful if you can provide a speaker for us on Dec-
ember 3, 1959 at 7:30 p.m., and whatever literature he deems necessary.

Dear Mr. Blasaingame:
I have your letter of November 12 indicating that you had heard only
from the Bryan Public Schools with reference to teachers who would attend the
teacher training workshop for oivil defense eduoation. Upon receipt of your
letter, we began some work toward recruiting teachers for this workshop. The
county civil defense organisation requested that I serve as the oo- ordinator
with the Bryan and College Station schools. Mr. Crenshaw of Bryan and Mr.
W. T. Riedel of College Station were oontaated with the request that they
designate a civil defense liaison officer for eaoh school system to handle
recruitment for civil defense adult education, and also to serve as disaster
co- ordinator for their school. Mr. Crenshaw designated T. C. lieLarty, Princi-
pal of Ben Milaw Elementary Sohool. MMr. Riedel designated J. C. Chaney, Indus-
trial Art and Driver Education instructor.
The two above liaison officers have recruited the following individuals
who will attend the instructor workshop in civil defense adult edecation beginn-
iag December 7:

I believe there will be three or four of the civil defense adminis-

MEMORANDUM
TO: Local Civil Defense Director

SUBJECT: Civil Defense Emergency Hospital Program
The Office of Civil and Defense Mobilization has announced the
allocation of 20 additional civil defense emergency hospital units to
the State of Texas. Most of you have probably heard of this program
whereby a local civil defense organization may receive for storage one
of these 200 -bed emergency units. The only criteria for placement is
that adequate storage facilities must be available, that proper care
be given the unit, and that the area requesting the unit not be a
target or critical target area.
These packaged units are not for use except in the event of enemy
attack or major natural disaster, but they nevertheless provide a most
important psychological protection factor for your citizens and show
an awareness on your part for the safety of the people in your com-
munity.
All directors who have considered requesting one of these units
are urged to make application at once. Those of you not familiar with
the program can obtain further information by writing this Headquarters.
At present, 49 units are in storage in Texas, and 4 units ( Houston,
Galveston, San Antonio and Dallas) have been loaned to the State for
training purposes,
CCDMI reports it is essential that all agreements for these 20
available units be processed before February 1, 1960, as a further
review on that date will be made for adjustments in allocations not
utilized. Moreover, the current allocation exhausts the total units
purchased by GCDM for prepositioning purposes.
Your applications and inquiries will be welcomed.

defense organizations and their relationship to the State
Organization for Defense and Disaster Relief. I will bring
copies of literature relating to particular services, and
samples of literature available for general distribution.
I particularly appreciate the invitation to dine with you and
Mrs. Canglose at 6 :00 P.M. on Thursday. I shall be happy to
accept.
I hope to leave Austin in time to arrive at College Station in
mid- afternoon. There are a number of people on the campus that

Dear Mr. Conglose:
I am told that the listing of critical target areas is under
revision study at this time. Some tentative listings from OCDM
which I have seen have omitted Bryan. In our State Survival Plan
we list Brazos County for Reception and Care for Houston - Harris
County.
It should be pointed out, however, that if you have the required
long landing strip, there is always the possibility that you might be
suddenly put into use if other bases should be bombed out. It does
seem to me that your primary mission is most likely to be reception
and care.
I enjoyed meeting the good class last night, and seeing all you
dignitaries. Best of good wishes.
