These complexes are designated by capital letters A, B, or C, followed by numbers (as A -1, B -5, C -4) to correspond with the population drainage areas shown in the Brazos County Community Shelter Plan. Primary communications media is radio - Citizens Band and RACES - with telephone where available. 3_ Movement to Shelter The Brazos County Community Shelter Plan (CSP) provides both for walking and driving to shelter. All A areas drive to shelter B -1 through B -5 drive to shelter B -6 walk if within 6 blocks of shelter complex A -5 B -7 through 9 walk to shelter B -10 walk if within 4 blocks of shelter complex B -11 walk to shelter C -1 and C -2 driving to shelter permitted C -3 walk to shelter C -4 and C -5 walk to shelter if within 4 blocks If you drive to shelters, park so as to allow uninterrrupted flow of traffic. Vehicles The Bryan Police Department operates 13 vehicles: 9 Patrol Cars 1 Solo Motorcycle 1 Pickup (Dog Wagon) 1 Three Wheel Servicycle All of the above units are two -way radio equipped with the exception of the three -wheel servicycle which is equipped with a receiver only. 3. Radios In addition to the above vehicles which operate on what is commonly known as "high band ", the department also operates a base station on the same band. OPERATING FREQUENCIES are KKD -478 - 155.19 MHZ and 155.37 MHZ KOT -2577- C.B. with 31 mobile units A working agreement with the S.O. Brazos County gives the department operating priviledges on 37.180 MHZ under call number KDN -949. This is accomplished by means of a remote control unit in the Police Depart- ment. When this is heard, tune all radios to either station or TV to Channel 3. WARNING - this is a modulated (wailing) tone and continues for 3 minutes. When this is heard - public takes cover. Whenever a tornado is sighted or is reported to be approaching the city, police units will be dispatched to all public or private schools lying in the path of the tornado. These units will give such aid and assistance as may be required for the safety and well -being of students and faculty. This will include emergency communication via radio in the event of telephone failure. Tornado Warning Plan April 1, 1967 I. GENERAL The Brazos County Civil Defense Tornado Warning and Meteorological Division, established under the authority of Brazos County, Bryan, College Station, and Texas A &M University, has the basic mission of providing a tornado warning plan and meteorological support in the event of a'national emergency. To provide a comprehensive tornado warning plan, this division has co- ordinated the use of meteorologists at Texas A &M University and the cooperation of federal, state, county, and city offices, volunteer spotters, and Citizens Band and RACES communication units for tornado detection and warning. The Texas A &M Radar Control Room is the nerve center of the tornado - watch operation with the Texas A &M Communication Center providing a 24 -hour communication point for receiving reports and handling emergency and warning communications. II. SEVERE WEATHER ALERTS Whenever a severe weather alert is issued for this area, the following procedures will apply: A. FAA and DPS, upon receipt of severe weather alert or reports of severe weather in the outlying areas, will notify the Tornado Warning Officer or his deputies on the radar phone. B. If the Radar Station is closed, FAA or DPS will immediately contact the communications center and give them the information. C. The Communications Center will then notify the Tornado Warning Officer or his deputies. D. The Tornado Warning Officer or his deputy will activate the Radar Station and go on tornado watch if needed. N -4 E. Detection agencies and tornado spotters will maintain a "tornado watch" and if a tornado is spotted will immediately call the Radar Room, giving location, direction of travel, name, and unit number or telephone number. F. If close in "on -spot watch" is needed in areas where no spotters are located, the Tornado Warning Officer or his deputies will contact the Civil Defense Citizens Band Communications Officer, who will send a dispatcher - operator to the Radar Station and activate the local Citizens Band club mobile units to move into predetermined watch locations or other stations as needs arise for weather intelligence reports. G. Unusual weather condition reports received by the Department of Public Safety, Sheriff's Department, Texas Highway Department, or other law enforce- ment agencies will be relayed to the Tornado Warning Officer either at the Radar Station or the Communication Center. H. The Brazos County RACES officer will alert all RACES units; infor- mation on weather conditions in areas roughly southwest to northeast of Brazos County within a range of approximately 75 miles will be relayed to the RACES officer. The County RACES officer will keep the Tornado Warning Officer in- formed of unusual weather conditions in outlying areas such as: a., large hail; b., high winds; c., extremely heavy rainfall. III. TORNADO WARNING A. When the Tornado Warning Officer, either by radar detection or spotters' reports, determines that a tornado warning should be issued, he will take the following action: 1. If the tornado path threatens the cities of Bryan or College Station: a. Notify the Communication Center to activate the public warning signals and put the tornado warning plan in operation. b. Call the local news agencies for an emergency broadcast of the impending danger. N -5 2. Local police units, sheriff department units, and Department of Public Safety units, when applicable, will supply their headquarters with current in- formation on funnel path and direction of travel. 3. Department communication officers will keep the Tornado Warning Officer advised of pertinent information for advance warning of the tornado path. 4. All emergency Civil Defense units such as rescue, Citizens Band, RACES, medical, etc., will report to their division officers and stand by for emer- gency assignments. IV. RURAL TORNADO WARNING 1. When determined by the Tornado Warning Officer that a tornado threatens an area outside the cities of Bryan and College Station, he will immediately: a. Notify the local radio and TV stations to issue an immediate news bulletin advising the threatened area of the impending danger. b. Notify Communications Center to advise all key agencies but will not activate the cities tornado alarm systems. c. The Tornado Warning Officer will notify the Sheriff's Department, Department of Public Safety and the County Civil Defense Director. d. Sheriff's Department and D.P.S. units will proceed immediately to the threatened area to give assistance and supply intelligence reports. e. The Sheriff's Department will alert the Brazos County Emergency Corp to stand by for possible assistance. f. All agencies of city and county CD units will stand by for Emergency Assignment. Although this plan has been carefully reviewed and all aspects taken into consideration, it must be recognized that emergencies do not always occur ac- cording to plan. All persons engaged in emergency activities should remember that good judgement and a careful analysis of the situation is always important before a decision is made. Emergency Broadcast System - Station KORA A. Purpose 1. The Emergency Broadcast System (EBS) has been created to provide the President, the Federal Government, State and Local Government with a system of Emergency Communications with the General Public through non - government broadcasting stations during and after an Emergency Action Condition. Message sources might include, but not be limited to, messages from the President and /or other Federal Officials, and National, Regional, State, and Local Area Authorities providing instruction, news, and information. 2. Radio Station KORA has been licensed by the Federal Communications Commission to operate under National Defense Emergency Authorization as the Emergency Broadcast System (EBS) Station for the Local Operational Area consisting of Brazos, Burleson, Milam, and Robertson Counties. 3. Under the National Defense Emergency Authorization, it is the primary responsibility of Radio Station KORA, in time of National Emergency, to remain operative at all times, if possible, to serve as the Communications Link between the Government and the General Public. B. General Operational Information 1. In order to meet the obligation of an Emergency Broadcast System (EBS) Station, Radio Station KORA, owned and operated by the Bryan Broadcasting Company, Inc., with the aid of Local and Federal Civil Defense Authorities has provided the inventory of equipment attached to this report. This equipment represents an investment of approximately $15,000.00. 2. Since Radio Station KORA is to remain on the air during all emergencies, which includes common power source failure, a 25 kilowatt diesel driven alternator has been installed. This unit can be placed in operation within one (1) minute after the common power source fails and is more than adequate for present and future needs. A part of this unit is an underground fuel tank of 1000 gallon capacity which will operate the engine at full load for more than 14 days continuous operation. 3. Station KORA is equipped with a Collins 20V -3 Standard Broadcast Transmitter with an output of 1000 watts. The power output from this transmitter, which is the "main" transmitter, is more than adequate to cover the Local Operational Area. Should this main transmitter fail, a Collins 300 -G, 250 watt, Transmitter can be placed into operation within one (1) minute after the failure of the main transmitter. The 250 watts power of the "stand -by" transmitter will cover the Local Operational Area; however, interference may be experienced in the extreme perimeters of the area but not with enough intensity to destroy communications completely. M -6 4. Station KORA has provided a shelter area consisting of two (2) rooms, (630 square feet) which houses all of the transmitters and emergency equipment except the 25 kilowatt power plant which is housed separately but adjacent to the shelter area and controlled from within the shelter. 5. A portable Audio Console with turntables, tape recorders and program material have been provided for in order to broadcast continuously during an emergency period. This equipment is permanently located in the Shelter Area. 6. Normally, broadcast material from National, Regional, State, and Local Sources will be received by means of leased wire facilities of the telephone companies; however, if these facilities fail, National and Regional material will be received via the State Defense Network consisting of selected FM Stations throughout the state and various Standard "Key" Broadcast Stations. The United Press International news wire is another source of alert notification, instruction, and news. There is no alternate route in case this wire service fails. In case of wire communication failure between Station KORA and Civil Defense Headquarters in the Brazos County Courthouse, Remote Pickup (VHF Radio) facilities have been provided. A 30 watt FM Base Station (Call Letters KJK -812) has been installed in the Civil Defense Communication Room to work in conjunction with an FM Base Station (Call Letters KKQ -808) at Station KORA. In Addition to these Base Stations, two (2) Mobile Units (Call Letters KC -8436 and KD -6055) are installed in two (2) Station Vehicles and one (1) Portable Unit (Call Letters KJ -3514) are available. These Units operate on a frequency of 161.64 MHz with powers of 25 and 30 watts. 7. Station KORA - FM will not be operated during times of emergencies unless requested by Officials of the State Defense Network or other authority. 8. Radiological Monitoring Equipment, Food, and Medical Supplies have been provided and have been placed in the Station Shelter Area. 9. In order to operate efficiently as an Emergency Broadcast Station, at least three (3), preferably four (4), members of the Station Staff will be required to man and operate the equipment at Station KORA with one (1) person to man and operate equipment in the Communications Room at Civil Defense Headquarters in the Courthouse.
