MEMORANDUM OF UNDERSTANDING
TEXAS STATE GUARD - -TEXAS CIVIL DEFENSE
I. PURPOSE: The purpose of this memorandum is to establish a formal program
of cooperation between the Texas State Guard, as an active military support force
of the State of Texas, and the State Civil Defense and Disaster Relief Program, as
coordinated by the Division of Defense and Disaster Relief of the Texas Department
of Public Safety.
II. BASIS: The Division of Defense and Disaster Relief, by statute and executive
order, is charged with the coordination and development of an effective program of
Civil Defense and Disaster Relief for the State of Texas. The Texas State Guard,
by statute and regulations, is an active element of the Military Forces of the State
of Texas and, as such, is available for the military support of civil authority under
such circumstances as the State law provides.
III. TEXAS STATE GUARD MISSION: The Texas State Guard has been assigned the
primary mission of reinforcing or replacing the Texas National Guard on call of
the Governor, and of assuming control of Texas National Guard Armories and the
State property therein when the Texas National Guard is absent in the service of
the United States.
State law provides that Texas State Guard units may be called to Active
State Duty only by the Governor. Discretionary powers given to the Adjutant
General of Texas, however, permit Texas State Guard units in uniform to perform
voluntary services in emergencies for which they are qualified.

Within the context of this authority, it is agreed that the secondary mission
of the Texas State Guard is to support State and local Civil Defense and Disaster
Relief officials to the maximum extent possible in the voluntary missions outlined
below:
a. Texas State Guard unit commanders to make their personnel available
to local Civil Defense directors to serve, on an assignment basis, as shelter man-
agers in both natural disaster and National Emergency situations.
b. Texas State Guard unit commanders to aid local Civil Defense directors
upon request in the stocking of public fallout shelters, and help obtain cooperation
of building owners in the licensing, marking and stocking of public fallout shelters
located through the National Fallout Shelter Survey. State Guard commanders may
also aid in maintaining and recording shelter supply inventories when requested to
do so.
c. Texas State Guard commanders to make personnel available to assist
in house counts and other surveys undertaken in connection with the Community
Shelter Planning Program.
d. Texas State Guard unit commanders to make personnel available to the
local Civil Defense director to serve as radiological monitors and, if qualified
personnel are available, to act as radiological monitor instructors.
e. Texas State Guard commanders to cooperate in programs to train their
personnel in shelter management, radiological monitoring. first aid, medical self -
help, light duty rescue, and Civil Defense auxiliary police work.

f. In those cases where Texas State Guard personnel are competent to
perform, Texas State Guard commanders may make them available to assist other
community agencies in light duty rescue and disaster reconnaissance.
g. Texas State Guard unit commanders may, on request of the local Civil
Defense director, make personnel available for limited traffic control duty in
connection with disaster situations, provided the personnel utilized have been train-
ed and certified by the local government as Civil Defense auxiliary policemen.
h. Texas State Guard unit commanders will make their communications
facilities available to local Civil Defense directors to the maximum extent possible
consistent with State Guard and FCC Regulations.
It is expressly agreed that Texas State Guard personnel responding volun-
tarily in those missions outlined above will do so in uniform and as a unit, but will
be considered Civil Defense volunteers within the meaning of the Texas Civil Pro-
tection Act of 1951. Such service will be under the supervision of the appropriate
local government official, but command of the State Guard troops will be the
function of the appropriate Texas State Guard commander.
IV. TEXAS CIVIL DEFENSE RESPONSIBILITY: In consideration of the services
to be rendered by the Texas State Guard, the Division of Defense and Disaster
Relief agrees to do the following:
a. To circulate copies of this agreement to all local Civil Defense
directors, and to encourage them to make full use of Texas State Guard resources.

b. To encourage local governments to support the Texas State Guard
unit in their area, consistent with the types of support authorized by the Revised
Civil Statutes of Texas.
c. To aid local governments in the organization of training programs for
Texas State Guardsmen and other Civil Defense volunteers, and to encourage
participation of key State Guard personnel in courses offered under the Civil
Defense University Extension Program at Texas A &M University.
d. To make training materials, Civil Defense booklets, and films avail-
able to Texas State Guard units on the same basis as to other volunteer organi-
zations employed in support of the Civil Defense program.
V. OTHER CONSIDERATIONS: Nothing in this memorandum will be construed as
changing or modifying those agreements and understanding now existing between
the Division of Defense and Disaster Relief and the Adjutant General of Texas as to
Active Duty State Military Support.
Texas State Guard personnel will continue to serve on the various District
Disaster Committees at the pleasure of the Adjutant General of Texas, and the
Texas State Guard agrees to provide those individuals with training and information
regarding their duties on a continuing basis.

As per our phone conversation, I would like to attend your
next meeting to discuss the Texas State Guard and it's
role in Civil Defense for Brazos County. I am trying to
again become involved with your agency. Please let me
know when and where your next meeting is, so we can
get the ball rolling.
Being a volunteer organization, the Texas State Guard, has
to rely on local government for all financial support and
training space. I am in hopes that you may be able to assist
me in this project. Right now, we are in need of a place to
meet and store our property. We will discuss these matters
at our meeting.
I will be waiting to hear from you in the near future. Thanks
for your consideration.
