I. PURPOSE: It is the intent of this plan to establish a coordinated emergency procedure for fire, evacuations, or other emergencies that could occur and to protect lives and property by taking proper emergency actions. II. PLANNING ASSUMPTIONS: A. Appointment of a courthouse fire and emergency committee with the county safety officer serving as chairman. B. Appointment of a building fire and safety marshal with an assistant fire marshal selected from each floor. C. A minimum of 3 floor proctors appointed on each floor. D. Establish an emergency communication center for notification and coordination of all emergencies. E. Establish procedures for decision - making process during emergencies. 2. ASSISTANT FIRE MARSHAL: NAME ROOM PHONE EMERGENCY COMMUNICATION CENTER COORDINATOR: NAME ROOM PHONE ALTERNATES: III. RESPONSIBILITIES: A. County Safety Officer 1. Appointment of fire floor proctors. 2. Building fire marshals (1 for each floor). 3. Appointment of Building Emergency Planning Committee. 4. Calling of meetings, formulating and implementing fire and emergency plans. 5. Establishing a Communications Emergency Center. 4. B. Fire Marshal and Assistants 1. Assist Safety Officer in reviewing safety hazards and fire protection needs. 2. Coordinate evacuation. 3. Establish fire drills and train occupants in fire extinguisher use. 4. Implement fire prevention measures. 5. Make periodic fire and safety inspections. C. Emergency Communications Center 1. Maintain current list of assistant fire marshals and floor proctors to notify in case of an emergency. 2. Notify proper officials if any emergency occurs or coordination is needed. FIRE PROCTOR'S DUTIES 1. Evacuate your floor immediately. 2. Check restrooms on your floor. 3. Alert occupants on floor below if alarm fails on their floor. 4. Report to fire marshals on 1st floor to assist them if needed. (Floor proctors should report to fire marshal or fireman any problems with handicapped persons that may need assistance). FIRE MARSHAL'S STAFF DUTIES 1. Call elevators to 1st floor and hold elevators for firemen, police, or maintenance personnel. 2. Direct emergency personnel to fire floor. 3. Direct occupants to evacuation areas. 4. Assist in door and stairway security to prevent persons from 5. entering building during danger period. 5. Notify occupants when building is safe to re- enter. EMERGENCY COMMUNICATION CENTER DUTIES 1. The center will function as an emergency coordination point for all building emergencies. 2. The center will notify proper personnel notification of emergencies not alerted by the alarm system. D. Building Emergency Committee 1. Meet upon call of the Safety Officer for purposes of planning, coordination, and implementation of plans and policies relating to fire, emergency evacuations, and building safety. GENERAL FIRE EMERGENCY PROCEDURES When fire or smoke is detected in building, immediately: 1. Notify your building proctor or activate the nearest fire alarm. 2. If possible, notify the emergency center and give floor number and location of fire if known. 3. If center cannot be notified, call 911 and give building name, floor number, and room number. 4. Check restrooms and evacuate immediately. 5. Meet fireman or building fire marshal and give direction to fire location. 6. If you are trapped, call 911. 7. Know where your fire extinguishers are located and how to use them. 6. BUILDING EVACUATION PROCEDURES 1. When a fire alarm is sounded (or you are notified by the emergency control center or your floor proctor to evacuate the building), leave the building immediately following exit signs to the nearest stairway. DO NOT USE ELEVATORS. (Elevators can become fire traps by responding to heat from a fire floor). 2. After leaving building, go to DO NOT STAND NEAR BUILDING AREA. (Falling glass and debris from a high -rise building are deadly). FIRE MARSHAL AND FLOOR PROCTOR FIRE DUTIES 1. When a fire alarm is sounded: a. MAKE SURE EVERYONE IS ALERTED ON YOUR FLOOR. b. If fire is on your floor, make every effort to contain it without endangering your life. c. Check restrooms for occupants who may not have heard the alarm. d. If you detect fire alarm failure on any floor during evacuation, alert occupants to evacuate. 2. Report to assistant fire marshals in lobby for possible door guard assignments. 7. FIRE MARSHAL AND FLOOR PROCTOR DUTIES 1. Maintain current floor directory. 2. Know where fire extinguishers are located on assigned floor. 3. Know what areas are potential "fire" or hazardous "hot spots" and keep current in fire fighting and fire prevention procedures. 4. Make periodic inspections and report fire or other hazards detected in area of responsibility. 5. When requested by the building Emergency Communications Center carry out other urgent or emergency assignments. 6. Report any fire extinguishers that need refilling to Fire Marshal. EMERGENCY COMMUNICATION CENTER PROCEDURES Call 9 -911 - Report Alarm The emergency center located in will operate as the building control center for receiving and relaying urgent or emergency instructions to fire marshals, building floor proctors, or building occupants. 8. NAME ROOM PHONE FLOOR: Third ASSISTANT MARSHAL: NAME ROOM PHONE FLOOR PROCTOR: FLOOR: Fourth & Sheriff Complex (Assigned to County Sheriff) SHERIFF: NAME ROOM PHONE ALTERNATES: 10. TORNADO EMERGENCY PROCEDURES 1. Move persons from top floor to next floor below. 2. Use interior hallways or corridors or small interior rooms. 3. Stay as far as possible from exterior walls, windows, and doors. 4. If tornado strike is imminent, sit with back against designated area wall & protect your head. 5. Avoid large rooms with wide ceiling spans. 6. Remember being in your car or driving is the most dangerous place you can be. Alerting Procedures: Coumunication Center should notify fire marshals and floor proctors to take action if tornado strike is imminent. Fourth Floor and Sheriff Department Complex: The County Sheriff is the designated official for decisions and actions to be taken in the event of a fire or other emergency for the jail complex area. All emergency procedures for this area is to be developed by him and personnel designated to carry out procedures established by the County Sheriff.
