Dear Mr. Walker:
An emergency RACES exercise is planned by Officials of
Brazos County Civil Defense on June 14, 1980 sometime in the
afternoon. As part of this exercise we need to establish
emergency communications with your center on the RACES net.
Realizing that this date and time will be during hours
that are normally considered off -duty, I called on May 20,
1980 to discuss this matter with you. However, you were out
of town when I called, so Mr. Cox and I discussed the prob-
lem of contact with your center during off -duty hours, and
he said such contact would be possible.
Dr. Tom Comstock, our County RACES Officer, will be in
contact with you in the near future to further discuss the
exercise, problems, and establish a schedule of times for
net operations.
Your coop ration and assistance "beyond the call of duty"
will be greatly appreciated.

* Tom Comstock presented the outline for the June
19 Civil Defense RACES and Communications Exer-
cise. A plan has been written by Capt.Warren
Heffington during his MOBDES active duty.
a. Will use VHF 1 Watt radio to test commun-
ications between EOC's. Will operate in
Bryan EOC.
b. Use TAMU MSC repeater and 10 private amat-
eur radios.
c. For testing health and welfare traffic -
will have contacts over the State.
d. There are 30 RACES Units available in
Bryan.

Send letter to key personnel to remind them of
participation a few days before the Exercise.
Get a Bryan map and problem board for use in the
EOC.
RACES Units can be used to augment Police Spotters.
Reviewed the major steps of the Exercise plan.
Introduced Dr. Vance Moyer who will work part time
for Civil Defense beginning Jan.1,1981 with emphasis
on severe weather plans.
REACT is tied in with RACES through their central
station and they work together.
RACES broadcasts in the 146 band.

A Local Government Communications Emergency Exercise to
test Local Government and Amateur RACES communications will
be held June 19, beginning at 5 p.m. in Bryan City Hall - EOC
(Emergency Operating Center).
The exercise conditions will be based on a Tornado Strike
in South Bryan from the railroad on the West end of Villa Maria
to Burton Creek area.
The Tornado will cause complete power and telephone disrup-
tion in the Cities of Bryan and College Station.
RACES communications will be mobilized to provide an add-
itional communication channel between key local Government Agen-
cies and the State Control Center in Austin.
Participating in the Emergency Exercise will be Brazos County,
Cities of Bryan /College Station, Texas A & M University, The
American Red Cross and the County Radio Amateur Civil Emergency
Services headed by the County RACES Officer, Tom Comstock.
The Emergency Operating Center will be established in Bryan
City Hall Building, and College Station, Brazos County and Texas
A & M will provide mutual aid assistance to Bryan during the
Exercise. The Brazos County Tornado Warning Center will "Kick
Off" the Exercise following a simulated Tornado Watch and Warning
condition.
