It is recommended that you conduct a critique of your emergency operations as soon as possible after CDEX -71 in order to discuss problems and corrective action to be taken as a follow -up. The critique should be led by the senior local official participating in the exercise (or as an alternate, the Civil Defense Coordinator). The critique should cover the operational effectiveness of emergency plans, annexes, standing operating procedures, concept of EOC operations, etc., rather than being a critique of individual performance. Major problems should be identified and corrective action agreed upon. A recorder should make a written record of major points in the critique, EXERCISE CDEX -71 EXERCISE CDEX -71 5 Nov 71 Participation in (and scheduling of) a Post - Attack /Recovery phase of CDEX -71 is optional on the part of each local government. There will be no active play (exchange of reports, messages, etc.) with participants of other levels. If you choose to conduct a Post - Attack /Recovery phase, the objective should be for the exercise participants to identify and solve problems with which they would be confronted following a nuclear attack, This could be done by conducting a short (possibly one hour) seminar exercise. Suggested Outline I. Intelligence Briefing. The CD Coordinator should give a short "intelligence" briefing, summarizing (1) the extent of weapons effects (attack to 14 days after the attack) suffered by the jurisdiction and the immediate area, and (2) the current (attack plus 14 days) status of the population in the jurisdiction. II. Operational Status /Problems. Key personnel should be allowed to indicate the major operational problems they would encounter (in their particular area of responsibility) in the Post - Attack/ Recovery phase and possible solutions to these problems. Note: Successful conduct of this phase will require imagination and creativity on the part of the Local CD Coordinator. The RADEF Officer can be of assistance in developing a realistic intelligence briefing.
