Adjourn BRAZOS COUNTY EMERGENCY MANAGEMENT /CIVIL DEFENSE COUNCIL MEETING Thursday, July 23, 1992 - 3:00 p.m. Room 104, Courthouse MINUTES o Copies passed out of DEM "Developing Volunteer Resources" course to be held on August 19 -21, 1992 in Austin. o Copies of Annex A (Alert /Warning Plan) were passed out to be re- viewed by those involved and any changes, additions, etc. made. o Peter Block, Chief Engineer of KORA and our County EBS Officer, has been working with Jake to put together an Emergency Broadcast System plan for our local area. Bryan /College Station radio station KORA will be our primary station and KTTX in Brenham will be sec- ondary EBS station. They are to cover Robertson, Madison, Brazos, Grimes, Burleson, and Washington counties. Jake then gave EBS authentication code to use in calling in emergency information to KORA which will be used in official capacity only. Give Code "BVCD ", followed by the month and the day (as in BVCD -July 23). EBS is activated to protect life and property. Those authorized to acti- vate EBS in our county are the following: Sheriff; Bryan Police Chief; College Station Police Chief; TAMU Police Chief; TAMU Direc- tor of Security /University Police; Bryan Fire Chief; College Station Fire Chief; all Rural Fire Chiefs; Brazos Cty. Emerg. Communications District (911) Director; Emergency Management Coordinators of Bryan, College Station, TAMU, and Brazos County; Bryan and College Station Mayors; Bryan and College Station City Managers; and County Judge. Jerry offered to help Peter Block in locating police, county judges, etc. in other local counties who will be responsible for activating EBS for their respective counties. o Jake told everyone present to pick up copies of Annex Q - Haz. Mat. Plan from Chris when they leave. Chris will send copies out to each city fire chief and all rural fire chiefs who were not at meeting. Jake also passed out copies of an Incident Report from Rural Fire Chief John Hicks of Precinct 3 regarding a gasoline leak at Tonkaway Lake Road off Bird Pond Road on July 11 which demonstrates how a report is made. o Jake asked John Blackburn, Steve Beachy, and Bob Foust (for Harry Stiteler) to work on getting together resources list of equipment in each agency within each locality and turn in to our office as soon as possible. o Jerry is in the process of correlating maps and emergency response phone numbers from all companies with hazardous chemical pipelines running under our county. Jake wants to put together a separate report notebook for each company with the maps and phone nos., and then copy and mail to each police dept., fire dept., Sheriff's off- ice, 911 central dispatch, and all emergency management coordinators. -2- Jake also asked that, as each permit comes in for companies with pipelines crossing roads within the cities, each city emergency management coordinator send us a copy. The County Commissioner's Court is now sending us copies of permits from county roads and we need the cities to do the same. o Dick Zimmer has redone the old RACES plan. Steve Beachy and John Blackburn and Harry Stiteler have gotten copies in the mail to go over and offer suggestions. Dick is State RACES Officer as well as our local County Officer. The purpose of RACES is to back up regular emergency communications in case of need. RACES has been connected in the Mobile Command Post so we can talk directly with other cities from the MCP in event of an emergency. John Blackburn and Roy Ross turned in some suggestions they came up with from the City of Bryan for RACES plan. o Jake asked Bill Thomas of the Red Cross how prepared we are with sheltering in the event of a mass evacuation from the coast. Bill said we have 14 churches and other buildings which can be used as shelters. In the event of a hurricane evacuation though, we would be in some temporary trouble, because as we stand now, only 8 shelter managers and 10 -14 nurses have been notified and would be on call. We will use the Brazos Center as the coordinating point for all incoming evacuees and the Red Cross will do the registering of evacuees. The Brazos Center would be a good coordinating point as it is very convenient to people off the highway coming in from the coast. Steve Beachy recommended that we think about "installing "drop- down" signs (like the 'ice - on -road' signs) which could be put into service if necessary. Possibly, the radio frequency with emergency instructions for evacuees could even be put on the signs. Bill said the Red Cross does not have many supplies on hand -- -there is no space or funding for them. The Red Cross also works with the Brazos Animal Shelter in taking in the pets of evacuees during their stay in shelters. Shelter planning on a temporary short -term basis was also discussed in the event of a hazardous material release or other emergency evacuation for a short time. The governmental emergency agencies would handle opening up buildings close by (schools, churches, etc.) The Red Cross would be notified in case their help is needed later, but the initial evacuation and sheltering of short -term evacuees would be handled by local officials. o Stovy Bowlin from the Mapping Department for City of Bryan has a computer system on line which can generate detailed typography maps in a few minutes. He asked the group about forming a "users group" to make resources available to emergency agencies. Each department can build on the land base data. Stovy asked agencies to think about coming on line with this system. The more emergency agencies that get involved, the more cost effective it would be. The departments would need a PC and modem to connect to system which would cost about $3500 for each agency. Stovy said pipeline maps could be generated in several different colors for different pipelines. Jake suggested to the group to form a subcommittee of computer- oriented persons from each entity and look into this. Stovy passed out his card to each agency representative to call in case -3- they are interested in getting involved in this.
