Dear Mr. Bowen:
My research concerning the policy of several of the larger communities
regarding protecting school children in event of a nuclear attack has
not been as productive as I thought it might be. This policy is an
internal matter in which the State has little information except incidentally.
The policy of Harris County is that, all else being equal, it would be
desirable to assign all members of a family to the same shelter. Where
possible this will be done. When "togetherness" might compromise both
the lives of the persons concerned and the workability of the plan as a
whole, individuals will be allocated to the nearest shelter, regardless
of family ties. This allocation method (24 -Hour Peak) was adopted by
the Policy Committee.
Nueces County concluded that the nighttime population peak should be
used in developing its Community Shelter Plan and therefore the planner
projected his proposal on the return of children to their homes from
school and the family movement to shelter.
In Bexar County the Policy Committee provided the following planning
guidance: "Every attempt will be made to use peak daytime and peak
nighttime population data in subsequent steps of the study. Lack of
data, particularly on a small area basis, may necessitate use of peak
population alone. A final decision must be delayed until the small
area population study is undertaken."
Fannin, Comal, Gillespie, Williamson, Terry, Yoakum, DeWitt and a number
of other counties register the following as planning policy: "Children
at School: With warning of thirty (30) minutes or more, children will
be delivered to parents by bus and released to parents at school. With
less than thirty (30) minutes warning, children will be released to parents
who pick them up; otherwise, children will be transported and directed
to shelter as a group or in groups."
