The Public Service Bands . There are 3 bands in the "public service area" of the frequency spectrum. An FCC license is required for transmission on an assigned frequency in any of the three bands. According to provisions in the Communications Act, passed by Congress in 1934, anyone can listen to any signal transmitted on any frequency.
