MISSION THE BASIC MISSION SET FuRTh IN THIS PLAN IS TO: A. PARTICIPATE IN THE NATIONAL PUBLIC SHELTER PROGRAM. B. LOCATE, LICENSE, MARK, STOCK, UPGRADE AND ENCOURAGE SHELTER SPACES IN NEW CUNSTRUCTIoN SO THAT BRAZOS COUNTY WILL BE ABLE Tu PROVIDE ITS CITIZENS WITH FALLOUT SHELTER. PROTECTION AND ENERGY FOOD SUPPLIES IN CASE UF A NATIuNAL Em- ERGENCY INVOLVING RADIATION HAZARDS. C. DEVELUPE AND MAKE AVAILABLE To ALL CITIZENS EMERGENCY INSTRUCTIONS TO BE FOLLOWED IN A NATIONAL EMERGENCY WHEN PUBLIC SHELTERS MUST BE OPENED FUR USE. D. LOCATE SECONDARY SHELTERS IN BRAZOS COUNTY THAT DO NOT MEET FEDERAL REQUIREMENTS AS LICENSED PUBLIC SHELTERS; BUT DO UFFER BETTER PROTECTION THAN IS NOR- MALLY FOUND IN HONE STRUCTURES. E. MARK SECONDARY SHELTERS WITH LOCAL DEVELOPED SIGNS AND RECOMpEND USE WHEN SPACE IS NO LONGER AVAILABLE IN CERTIFIED PUBLIC SHELTERS. F. APPOINT AND TRAIN PERSONNEL FUR ADMINISTRATION AND OPERATION OF PUBLIC SHELTER. page 2 WARNING SIGNALS A. WARNING DEVICES USED WILL BE SIRENS AND TEXAS A & M STEAM PLANT WHISTLE. - B. ATTACK WARNING SIGNAL 1. WAILING TUNE ON SIRENS. 2. SHORT BLASTS ON WHISTLES. ( THIS WILL LAST FOR 3 TO 5 MINUTES). C. ALL CITIZENS WILL BE ADVISED UPON HEARING THIS SIGNAL TO BE PREPARED TO SEEK SHELTER AND IMMEDIATELY TUNE IN THE LOCAL EMERGENCY BROADCATION STATION KORA (1240) FOR EMERGENCY INSTRUCTIONS. D. WHEN ADVISED BY LOCAL GOVERNMENT OFFICIALS TO "TAKE SHELTER" ALL PUBLIC FALLOUT SHELTERS WILL BE OPENED. III. APPROXIMATE TINE BETWEEN WARNING AND ARRIVAL OF RADIOACTIVE FALLOUT A. BABEDIMN THE ASSUMPTION THAT THIS AREA WILL NOT BE A TARGET AREA AND THAT NUCLEAR EXPLOSIONS WOULD OCCURBEYOND A 50 MILE RADIUS, WE WOULD HAVE APP- ROXIMATELY 1 TO 4 HOURS BEFORE ARRIVAL OF FALLOUT. IV. INSTRUCTIONS FOR CIVIL DEFENSE SHELTER OFFICIALS A. ALL PERSONS APPOINTED PUBLIC SHELTER DUTIES, UPON HEARING THE ATTACK WARNING SIGNAL OR UPON NOTIFICATION B LOCAL OFFICIALS WILL IMMEDIATELY REPORT TO ASSIGNED SHELTERS AND PREPARE FOR OPENING SHELTERS FOR PUBLIC USE WHEN ORDERED TO DO SO. page 3 , . B. SHELTER MANAGERS WILL IMhEDIATELY ESTABLISH COMMUNICATIONS WITH THE EMERGENCY CONTROL CENTER AND MONITOR RADION STATION KORA. C. SHELTER MANAGERS WHEN ORDERED TO OPEN SHELTERS WILL ACCEPT SHELTERS UN A FIRST COME FIRST SERVED BASIS UNTIL ALL SHELTER SPACES ARE FILLED. V. WHEN THE ATTACK WARNING SIGNAL IS RECEIVED THE COUNTY EBS OFFICER AND HIS DEPUTY WILL REPORT IMMEDIATELY TO THE LOCAL GOVERNMENT CONTROL CENTER RADIO STATION KORA. VI. SHELTER OFFICIALS APPOINTED TO EACH SHELTER AND TRAINED A. SHELTER MANAGER AND ASSISTANTS AS NEEDED. B. RADIOLOGICAL MONITOR AND ASSISTANTS AS NEEDED. C. :POLICE OFFICER AND ASSISTANTS AS NEEDED. D. WMMUNICATIONS OFFICER AND ASSISTANTS AS NEEDED. E. MEDICAL OR FIRST AID AND ASSISTANTS AS NEEDED. VII. SUPPLIES AND EQUIPMENT AVAILABLE IN CERTIFIED PUBLIC FALLOUT SHELTERS. A. TWO WEEK EMERGENCY RATIONS (SPECIAL CRACKERS). B. FIRST AID MEDICAL SUPPLIES. C. SANITATION AND WATER EQUIPMENT AND SUPPLIES. D. BRYAN Texas Highway Dept. Building BUILDING LOCATION V. ALL CERTIFIED - Public shelters are marked with this black and Anco Building - 200 N. Main St. yellow sign. Know where they are. It could save your life. VI. As of this date the total number of marked, and stocked shelter spaces in Brazos County is slightly over 20,000 spaces. Your county civil defense office and local gov- ernment continue to mark, stock and encour- age shelter spaces in new buildings. VII. The public shelter program is designed to utilize existing shelter areas for public use. Home shelters for you and your family are still your best survival plan. PUBLIC FALLOUT SHELTER USE PLAN FOR BRAZOS COUNTY BRYAN, COLLEGE STATION, AND TEXAS A&M UNIVERSITY 1. Public shelters will be opened by your local government when there is a threat of radioactive fallout. 2. Persons seeking shelter will be admitt- ed until all shelter spaces are filled. 3. All shelters will be operated under the authority and control of your local government. SHELTER INFORMATION 1. Each public shelter is stocked with a two week supply of emergency rations and emergency first aid kits. 2. When seeking protection in public shel- ters; if possible take the following items: a. Sleeping equip. (Blankets, sleeping bags, etc.) b. Special medicines c. Special foods for babies, diabetics, etc. d. Portable water canteens (Filled) e. First aid kits f. Rolls of paper towels and extra non- perishable food supplies you might have. 3. Each public shelter will have the following local government trained officials assigned for shelter operation. a. Shelter manager c. Police officer b. Radiological monitor d. Communications officer, and med- ical trained personnel. 4. Plans are made to have each shelter in con- tact with local government control centers via telephone and two -way radio. 5. Things you should do now: 1. Keep a two week food supply on hand. 2. Keep on hand a working battery operated radio. 3. Inform and prepare yourself and your family for local and national emergen- cies. The Following Courses Are Available Through The Brazos County Civil Defense Office (Located in the Courthouse) a. Medical self -help b. Adult civil defense education c. Radiological monitor training d. Shelter management training e. Police training for auxiliary police officers. Contact your local Red Cross Office for First Aid Training. Home shelter designs 4. Fallout protection • Your local government has a 200 bed emergency hospital complete with medicines ready for a serious local or national emergency. CIVIL DEFENSE IS YOUR LOCAL GOVERNMENT PREPARING FOR EMERGENCIES. YOU AND YOUR FAMILY SHOULD KNOW WHERE THE NEAREST FALLOUT SHELTER /S.
