SUBJECT: Shelter Supplies and Equipment
Inquiries have been received regarding contributions toward the purchase
of shelter supplies and equipment. The policy which will govern action
on such project applications is as follows:
1. Supplies
a. Contributions will not be made for any item or
category of items which are included in the
provisions now being furnished by OCD for the
stocking of public marked and licensed shelters.
b. Contributions may be approved for other necessary
supplies for any shelter licensed for public use
which has a protection factor of 40 and above.
Ownership must remain in the applicant government.
2. Equipment
Contributions for equipment in marked and licensed
shelters of 40 PF and above may be made, provided
that title to the equipment remains in the applicant
government and provided further that use of equipment
is restricted to period of shelter occupancy for
civil defense purposes.
