HomeMy WebLinkAbout02/10/1993 - Regular Minutes - Historic Preservation Committee HISTORIC PRESERVATION COMMITTEE REGULAR MEETING WEDNESDAY, FEBRUARY 10, 1993 - 7:00 PM CENTRAL PARK CONFERENCE ROOM 1000 KRENEK TAP ROAD MEMBERS PRESENT: Gary Halter, Chairman; Deborah Jasek, Florace Kling MEMBERS ABSENT: Lois Beach, Joan Lamkin, Les Hawkins, Nancy Sawtelle, Gary Basinger, Vernon Schneider STAFF PRESENT: David Gerling, Special Facilities Supt.; Pamela Einkauf, Secretary I. CALL TO ORDER: The meeting was called to order at 7:09 p.m. by Gary Halter. II. APPROVAL OF MINUTES: The minutes were approved. III. REVIEW OF APPLICATIONS: There were no applications to review. IV. RESIGNATIONS: Nancy Sawtelle faxed a copy of her resignation to the office for Gary informing him that she would be resigning as a committee member. She expressed regret at leaving, but knew she would be unable to fulfill her duties as a member due to new demands placed on her by her job. V. BLACK EDUCATION IN THE BRAZOS VALLEY: On January 11, 1993, Deborah went to A &M Consolidated School District and they let her look through the archives back to 1937. She got some information on the schools and how Consolidated supported them. There were three elementary schools at that time. In the archives she found information about a discussion that took place in 1941 with regards to building a negro high school. Up to that point the district was paying for the tuition and transportation of high school students to a camp in Bryan. They decided it would be more cost effective to build a school, so they Historic Preservation Committee Wednesday, February 10, 1993 Page 2 had a bond election and it passed. They bought five acres at $100 an acre for the site in May, 1941. The next information she found was a letter written to School Board Chairman, T.W. Leland from L.G. Jones on July 9, 1941, regarding four campus houses on Ireland Street which were for sale. These were the last four houses that the university was going to sell and Mr. Jones recommended that the School District offer $300 per house to the university. He felt sure that this would be accepted because there was no better use for the houses than a school. The district's Board of Trustees that night voted for a Mr. O. Martinson to investigate the cost of refitting the houses and to get with the State Department to look into using the refitted houses for the school. The interesting thing is that after the July 9, 1941 letter, there is no more information in the minutes about acquiring the campus houses for use as a school or how this could be accomplished. In September, 1941 the school opened, and in October of that same year fire insurance was purchased for the completed school. It appears that those four campus houses were the original school. The School Board has the original letter and Deborah can get a copy. Gary suggested that Deborah call Mr. Paul Van Ryper and see if he ever found anythin about those four houses in the Texas A &M board minutes when he was working on the campus housing. All documentation Deborah has found states that the part of the school that was built, was done so in 1946, however the school opened in 1941. Once she can fill in the gap, and verify what was actually done she will have the documentation required for the State Historical Subject Marker for Education in the Brazos Valley dating back to 1910. VI. RICHARD CARTER SIGNAGE /PLAGUES : The verbiage for the plaques which was sent out with the minutes, was discussed. One correction was made and David will get some prices for the casting by the next meeting. The road sign for the park was discussed with no suggestions for change. VII. COLLEGE STATION TRAIN DEPOT & ON- CAMPUS MARKERS: The site marker for the Train Depot has been approved by Texas A &M University and has been forwarded to the State. The site approved is the one by Albritton Tower on a corner across from a World War I granite flag marker commemorating the dead. It will be located behind a concrete bench in a flower bed near the sidewalk. This site has better visibility and is nearer the road than originally discussed. The dedication for the marker will have to be coordinated with the campus and Mary Helen Bowers. David stated that he received a letter from the state saying that it would be approximately nine months before we can take delivery of the plaque. Gary stated that Dr. Mobley has indicated to the Campus Marker Committee that they are committed to doing three to four markers per year and they would like to get some good publicity for the University with the dedication of these markers, perhaps in conjunction with a reunion of some of the older students, football games, etc. A state historic marker application is going to the County on Monday, February 15, for a marker for the first radio broadcast of a football game from Bolton Hall. Also a campus marker for a lot of the buildings and dorms along military walk will be done, with a design competition being held for the artwork for that marker. The application will be reviewed and evaluated by the Texas Historical Commission staff in the order in which it has been received. Currently, there is a 6 -8 month wait between the time subject marker applications are received and evaluated. Because applications for Recorded Texas Historic LandMark designations (RTHLs) require an architectural review in addition to an historical evaluation, RTHL applications may take slightly longer. Should additional information be needed for the review, we will contact you and any parties listed below at that time. After any deficiencies have been corrected, we will send copies of the application to the members of the State Marker Review Board, who will make the final determination of the topic's acceptability for marking. We will notify all parties as soon as the marker committee makes its decision. If the topic is approved for marking, payment will be requested at that time. If not approved, the application will be returned along with a letter of explanation. Because of the variables involved in the marker process, and because we must coordinate our orders with the schedule of the contracting foundry, we suggest that the date of the marker dedication not be set until the completed marker is received.
