PARKS AND RECREATION ADVISORY BOARD AGENDA

Council Present:

1. Call meeting to order and consider absence requests. With a quorum present, the Parks and Recreation Advisory Board was called to order on Tuesday, August 13,
2024 @ 6:00 p.m. David Scott was an excused absence. 2. Hear visitors. None
3. Informational Items
3.1 Presentation and discussion by the Director of Parks and Recreation on
matters pertaining to the Board. Kelsey Heiden spoke about the aquatics
season coming to an end and mentioned that the fall guide is available online and
the hard copies will be available soon. She also mentioned the feral hog damage on
Fields 4,5,6 and 9 at Veterans Park, a contract for emergency repairs will go to
Council. Michael Isermann updated the Board on 2022 Bond Projects: Anderson
Park Futsal/Pickeball is out for bid. The bids were received for Bachmann Park
baseball facilities, the City is working through the timeline with the contractor, next
step is to take the contract to Council and hopefully construction will start in early
September. Central Park Maintenance Facility bid opening is set September 4th, Bee
Creek/Central Park Tennis Courts bid opening is set for August 27th.
3.2 Presentation and discussion on Lick Creek Bird Blinds. Gene Ballew gave an
update on the continued efforts for keeping the bird feeders stocked daily,
continued plantings and reaching out to volunteer groups.
3.3 Presentation and discussion on College Station Park Foundation. David
White stated that the website is up, and he has partnered with A&M Forestry
Services to host an Arbor Day event on November 1st. The plan is to raise enough
money for the planting and care of 150 trees, more information to come.
3.4 Presentation and discussion on Texas Independent Park Update. Kelsey
Heiden updated the Board that the Master Plan was approved by Council last week.
The survey and public input showed trails, connectivity, playground and dog park
were most popular. A third-party firm did an estimated cost analyst showing all the
different amenities that could go in Texas Independent Park and the total was
$20,874,132 with contingency + escalation. A matching grant has been submitted
for $750K with Texas Parks and Wildlife for trails, we will know in Spring 2025 if we
are awarded the grant. The next step for staff is working with Capital Projects to
get a design contract in front of Council for consideration.
4. Regular Agenda
4.1 Presentation, discussion, and possible action on the approval of minutes from the previous meeting. Upon a motion made by Thomas Marty and a second
by Amy Arrendondo, the Parks and Recreation Advisory Board voted eight (8) for and none (0) opposed to approve the minutes as written. The motion passed
unanimously.
5. Discussion and possible action on future agenda items. Update on baseball
fields at Veterans, and to continue to talk about future land availability.
6. Items of Community Interest. None
7. Adjourn. Upon a motion made by John Polasek and a second by Anthony Branch,
the Parks and Recreation Advisory Board voted eight (8) for and none (0) opposed to
adjourn the meeting 7:05 p.m. The motion carried unanimously.
