Others Present: Travis Martinek, Clarke & Wyndham AGENDA ITEM NO. 1 Call to order. Chairman Shafer called the meeting to order AGENDA ITEM NO. 2: Consider absence requests. Dr. Phil Tabb Richard Benning Stanton Ware • Mr. Trainor made the motion to approve the absence requests. Mr. King seconded the motion, which passed unopposed(4-0). AGENDA ITEM NO. 3: Discussion, consideration and possible action to approve meeting minutes from July 9,2004. Mr. King made the motion to approve the minutes. Mr. Trainor seconded the motion, which passed unopposed(4-0). AGENDA ITEM NO. 4: Discussion, consideration and possible action a freestanding sign for Cavendar's Boot City located at 2300 Earl Rudder Freeway. (04-179). Staff Planner Crissy Perez presented the staff report and stated that the applicant is proposing a freestanding sign. The sign would represent all tenants in the shopping center and will be located off of the State Highway 6 Feeder Road. The proposed materials are harmonious with the building, site area and meet the requirements as stated in the UDO. These requirements allow this particular site a 35' maximum area of 300 sq. ft. Mr. McLean questioned the brightness of the yellow color for the sign. Travis Martinek • with Clarke and Wyndham stated that the sign is Cavendar's corporate logo. The color that is used is translucent. He went on to say the sign is going to be back lit. Mr. • McLean explained that in the past the yellow colors have been a touchy subject in the WPC area. Mr. McLean ended by saying that he sees no problem with the sign itself. Mr. Trainor stated that the earth tones on the sign tone down the yellow color. Mr. Martinek stated that the yellow is the back ground to the sign and there will be muted color tones on the sign. After substantial discussion regarding the yellow color, the consensus of the Board was the yellow color would not be that prominent with all the muted colors. Ms. Perez also told the Board that in their ruling they may include a motion stating that either DRB or city staff can approve the other tenant signs as they come in. Mr. McLean stated that DRB should look at each tenant sign as they come in for permits. Mr. McLean made the motion to approve the sign as presented. Mr. Trainor seconded the motion. Mr. King stated that if the sign comes in a different shade yellow, they would like it to come back to DRB. • Chairman Shafer called for the vote. The Board voted (4-0). Applicant: Curtis Investments LLP for (USDA) United States Department of Agriculture Item Summary: The applicant is proposing to construct an office building in the Wolf Pen Creek Design District. The proposed development is a 13,800 square foot building, which requires fifty-six (56) parking spaces. The site development is proposing fifty-four (54) parking spaces. Section 7.2.H.9 (Number of Off-Street • Parking Spaces Required) States: "The Design Review Board may waive parking space requirements in the Wolf Pen Creek district if the development meets the goals of the master plan for the respective district'. The applicant has worked with staff to try to preserve as many existing large trees as possible. Reducing the parking requirement by two spaces would allow for two large mature trees to remain along Holleman Drive. Preserving as much natural vegetation along the Wolf Pen Creek Corridor would be in compliance with the Wolf Pen Creek Master Plan, therefore staff is in support of this parking reduction. Administrator Recommendations: The recommendation for the proposed building facade and signage is for approval. Staff recommends approval of the site plan with the following staff review comments: PLANNING 1. Landscaping note #7 is to address disturbed areas from construction to assure that there will be an acceptable ground cover and not left as graded raw dirt. As previously commented, please provide a note stating: "Provide a general note that all roof and ground-mounted mechanical equipment shall be screened from view or isolated so as not to be visible from any public right-of-way or residential district within 150'of the subject lot, measured from a point five feet above grade. Such screening shall be coordinated with the building architecture and scale to • maintain a unified appearance". 2. Per my phone conversation with Ric Conlin (CSC Engineering) 8/26/04: • Please relocate the proposed fire hydrant located at the rear of the building to the corner between the parking space and the proposed bike rack. (Per Steve Smith, Fire Marshall's Office) 3. FYI: The (F.D.C.) Fire Department Connection will need to be located on the rear side of the building facing the back parking lot (Per Steve Smith, Fire Marshall's Office) 4. All paved areas must be curbed. It appears that the main drive isle that dead ends at the rear of the property is not showing curbing. ENGINEERING 5. Site Plan cannot be stamped approved until the Final Plat is filed. The off-site easement for the water line is still needed in order to approve the construction plans required for the Plat. The waterline will need to be constructed or bonded before the Plat can be filed. 6. Add note that all water and sewer construction to be in accordance with BCS Unified Design Guidelines and Specifications. The details you provided do not match current approved details. You can copy and include our details our just provide the aforementioned note. (Contractor may prefer details be included.) 7. Please relocate water line to east side of existing sewer line. There is not enough space between the building and the existing sewer line to allow for any give in placement of water line. 8. Provide sealed engineer's cost estimate for public (fire) line. 9. No develop permits can be issued until Development Permit application and • fees and documents are submitted. 10. Provide water design report and drainage report. 11. Filed copies of the joint access easement and private drainage easement will need to be provided prior to Site Plan approval. 12. Minimum curb return radius for a commercial driveway is 20 feet. 13. A drop manhole connection will be required for sanitary sewer service line if it is more than 30 inches higher than manhole invert. The building currently has one entrance door, one exit door, and two windows that protrude outward from the building. The proposed door will be flush with the face of the building and is proposed to have windows surrounding it to imitate the • adjacent window. All materials will be the same as on the existing doors and windows. The existing canopy over the window will remain.
