You College Station Code Enforcement New Extended Hours College Station’s Code Enforcement Unit has recently added two new Officers to work on preserving and improving neighborhood integrity. With this additional manpower, Code Enforcement is now able to focus enforcement efforts on residential areas of town during evenings and on weekends. Code Enforcement will have an Officer on duty until 11 p.m. on Thursday, Friday and Saturday evenings. Along with addressing standard code violations such as littering, overgrown grass and junk vehicles, these evening Officers will be actively enforcing parking violations. The Officers will be in contact with Parking and Police Officers during this time and have the ability to respond as needed any where in College Station. The focus areas have been determined by a collaboration of the Code Enforcement Unit, the Parking Divisiion Neighborhood Services and the Police Department based on the volume of parking and loud-party complaints that have been received. The Code Enforcement Unit is anticipating improved neighborhood relationships, improved communications among citizens and improved neighborhood integrity for all residents of the City. College Station will require that a Traffic Impact Analysis (TIA) accompany certain zoning applications and certain site plan applications. It is intended that any TIA required will complement the overall goal of ensuring that adequuat transportation facilities are in place to serve land uses by the time those uses are occupied and generating traffic. Any zoning request, except for certain “redevelopment” areas, for A-O, A-OR, R-1, R-1B, R-2, or R-3 zoning classificatiions which is expected to generate at least 150 vehicle trips during any peak hour period, will require a TIA. Where the Comprehensive Plan designates a property as “Redevelopment”, a TIA is required if the zoning request is expected to generate at least 150 vehicle trips during any peak hour period more than those generated by the currently approved use(s) on the property. A zoning request involving multiple zoning districts will require to have a TIA based on the total traffic generated for all the proposed districts. A TIA may be required for a zoning request that generates less than 150 trips in the peak hour, where the peaking characteristics could have a detrimennta impact on the transportation system as determined by the Administrator. Any proposed development requiring site plan approval, excluding developments located in the zoning classificatiion of NG-1, NG-2, or NG-3, which is expected to generate at least 150 trips in any peak hour period will require a TIA. A TIA may be required for site plans that generate less than 150 trips in any peak hour period where the peakiin characteristics could have a detrimental impact on the area’s vehicular transportation system as determined by the Administrator. College Station Comprehensive Plan Update Planning & Development Services Page 11 Page 12 Volume 9 Issue 10 The historic preservation program in the City of College Station experienced two milestoone in September with the Council’s adoption of the historic preservation enabling ordinance and the acceptance of the Historic Resources Survey Report by Quimby McCoy Preservation Architecture, LLP. The new historic preservation enabling ordinance provides for the protection and preservattio of places and areas of historical, cultural, and architectural importance and significaanc in College Station. While the City currently collects historic information and recognnize properties with historical markers, the marker program is a social recognition and does not involve actual regulation of actions that change the property. Through the application of a Historic Preservation Overlay zoning district, property within a Historic Preservation district will be subject to higher standards for and greater regulation of construcction reconstruction, alteration, restoration, and rehabilitation. In summary, the ordinance provides for a new Landmark Commission, a member of staff designated as the Historic Preservation Officer, a Historic Preservation Overlay Zoning District, Certificaate of Appropriateness and Demolition for properties under the overlay, and specific penalties for violations of the ordinance. This past spring, the City’s consultant—Quimby McCoy—interviewed residents, researrche documents, and performed windshield surveys of all pre-1970 structures in the Eastgate and South Side areas. The culmination of their work is the Historic Resources Survey report that provides a database of properties and identifies resources that warrant further investigation into their historic significance. Four potential historic districts were identified in Eastgate and 12 in South Side. In addition to the districts, there were 29 indiviidua buildings identified that may have historic significance. The report is available at the Larry J. Ringer Public Library, or may be viewed in the offices of Planning & Developmmen Developmmen Services at City Hall. With the survey to guide the City’s preservation efforts and an ordinance defining the processes to protect historic resources, the City is able to move forward with its historic preservation program. The next steps in this program include the appointment of membeer to the newly created Landmark Commission and the establishment of internal processse to administer the program.
