The change reduces the number of people in a neighborhood requiire to petition for an overlay from 60% to 50% +1. Earlier this year, City Council directed the change in order to help neighborhoods that could not meet the 60% requireement The Single-Family Overlay ordinance was adopted in December 2007, to help offset the impact of new residential construction in established neighborhoods. The Neighborhood Prevailing Overlay addresses issues such as setbacks, height, and lot coverage for new construction to help insure that it is not out of scale with the surrounndin neighborhood. City Council also directed Staff to work on creating a grant program to help offset the cost of applying for the rezoning, and Neighborhood Services is currenntl working to create this new program. College Station will require that a Traffic Impact Analysis (TIA) accompany certain zoning applications and certain site plan applications. It is intended that any TIA required will complement the overall goal of ensuring that adequuat transportation facilities are in place to serve land uses by the time those uses are occupied and generating traffic. Any zoning request, except for certain “redevelopment” areas, for A-O, A-OR, R-1, R-1B, R-2, or R-3 zoning classificatiions which is expected to generate at least 150 vehicle trips during any peak hour period, will require a TIA. Where the Comprehensive Plan designates a property as “Redevelopment”, a TIA is required if the zoning request is expected to generate at least 150 vehicle trips during any peak hour period more than those generated by the currently approved use(s) on the property. A zoning request involving multiple zoning districts will require to a TIA based on the total traffic generated for all the proposed districts. A TIA may be required for a zoning request that generates less than 150 trips in the peak hour, where the peaking characteristics could have a detrimental impaac on the transportation system as determined by the Administrator. Any proposed development requiring site plan approval, excluding developments located in the zoning classificatiion of NG-1, NG-2, or NG-3, which is expected to generate at least 150 trips in any peak hour period, will require a TIA. College Station Comprehensive Plan Update Planning & Development Services Page 11 Page 12 Volume 9 Issue 11 Annexation Update As the population of College Station grows, our physical boundary gradually expands in order to ensure the well being of surrounding areas and to maintain the overall long term vitality of our City. In March of this year, the City of College Station completed the annexaatio of six areas, totaling 1,526 acres, under the exempt annexation statute. The ordinance went into effect on March 29, 2008. By state law, annexation is a process that typically takes about three years from start to finish. One of the initial steps in the process is the adoption of an annexation plan that identifies the areas targeted for annexation. Property owners are notified of the City's intent to annex early in the process so that they have ample time to address any issues with the City. On the third anniversary of the date the City Council adopts the annexation plan, the property is annexed. However, there are two exceptions to the three-year annexation process. One exception is when a property owner petitions the City to annex their property. The other exception applies to annexations that include fewer than 100 separate tracts of land on which one or more residential dwellings are located. This second exemption refers to the annexation process completed in March. While annexation generally has a negative connotation, it can be mutually beneficial for the annexed areas as well as the City. For exampple annexation provides the new residents with City services, the protection afforded by City ordinances, and the ability to fully participate in City government. Annexation benefits the City by providing areas for future growth and by securing revenue sources such as property and sales tax. As part of ongoing planning, City staff have identified areas that could be considered in a future exempt annexation process as well as a three-year annexation plan. On November 20, 2008, the Planning & Zoning Commission received a report from city staff concerning areas targeted for annexation and recommended recommended moving forward with the annexation of three areas identified by staff. The Commissiio also asked staff to consider annexing additional property located between FM 2154 and I&GN Road. On December 16, 2008, city staff will make a presentation to the City Council and solicit their direction concerning annexation. Neighborhood and District/Corridor Planning Handbook In an effort to streamline our process of establishing and implementing neighborhood and district/corridor plans, and to update or revise currently adopted studies on the subject matter, the Planning and Development Services Department is preparing handboook with the step-by-step process from inception to implementation. Two separate handbooks will be published for each type of study – a Neighborhood Planning Handbook and a District/Corridor Handbook. The handbooks are a collaboration of efforts by the Planning and Development Services staff who contributed to the visual and written content of the publication. The Neighborhood Planning Handbook will bear a slightly different perspective than the District/Corridor Planning Handbook because the focus is on citizen participation where all stakeholders communicate, share responsibilities and community interest, and are considerate of the cost of implementing their recommendations. A Corridor/District Plan on the other hand would involve a slightly different group of stakeholders because the issues under considerratio transcend a “neighborhood”. By definition, a District or Corridor would encompass a larger geographical area or deal with issues on a grander scale than a neighborhood plan would. Both the Neighborhood and the Corridor/District plans will be used as a guiding tool for setting goals and for budgetary purposses Plan implementation could also result in regulatory changes, programming for Capital Improvement Projects, for staffing resources and most importantly, to resolve specifically-identified issues. It is anticipated that public discussions on the handbooks will commence at the joint meeting of the City Council and the Planniin & Zoning Commission on November 20, 2008, when the progress on the Comprehensive Plan will be discussed.
