College Station’s Code Enforcement Division has recently added a new Officer, Amanda Wyrick, to work on preserving and improving neighborhood integrity. Amanda is one of the Division’s Evening Officers and will be covering a large portiio of the Southwood Valley area. With this additional manpower, Code Enforcemeen is now able to focus enforcement efforts on residential areas of town during evenings and on weekends. Along with addressing standard code violations such as litter, grass, and junk vehicles, an evening Officer will be actively enforcing parking violations. Amanda attended Palo Alto College in San Antoniio her home town. Amanda is A&M class of ’01 and was the FIRST female Corps bugler in 1998/99. She made College Station her permanent home in 2005. Please give her a big welcome when you see her! Section 7.9.B.6, “Traffic Impact Analysis,”; amending Section 7.9.H, “Submittal Requirements,” and adding Section 7.12, “Traffic Impact Analysis” to the code of ordinances. College Station will require that a Traffic Impact Analysis (TIA) accompany certain zoning applications and certain site plan applications. It is intended that any TIA required will complement the overall goal of ensuring that adequate transportation facilities are in place to serve land uses by the time those uses are occupied and generating traffic. Any zoning request, except for certain “redevelopment” areas, for A-O, A-OR, R-1, R-1B, R-2, or R-3 zoning classifications, which is expected to generate at least 150 vehicle trips during any peak hour period, will require a TIA. Where the Comprehensive Plan designates a property as “Redevelopment”, a TIA is required if the zoning request is expected to generate at least 150 vehiccl trips during any peak hour period more than those generated by the currently approved use(s) on the property. A zoning request involving multiple zoning districts will require to a TIA based on the total traffic generated for all the proposed distriicts A TIA may be required for a zoning request that generates less than 150 trips in the peak hour, where the peaking characteriistic could have a detrimental impact on the transportation system as determined by the Administrator. Any proposed development requiring site plan approval, excluding developments located in the zoning classifications of NG-1, NG-2, or NG-3, which is expected to generate at least 150 trips in any peak hour period, will require a TIA. A TIA may be requiire for site plans that generate less than 150 trips in any peak hour period where the peaking characteristics could have a detrimental impact on the area’s vehicular transportation system as determined by the Administrator. College Station Comprehensive Plan Update Planning & Development Services Page 11 Page 12 Volume 9 Issue 11 As indicated at a series of stakeholder meetings in 2008 the City continues to progress toward a comprehensive and contemporaar development ordinance. The Planning & Development Services Department in partnership with the Legal Department and the Public Works Department are updating the subdivision regulations in three phases. On December 16, 2008, the City Council acted on phase one of this update amending the Unified Development Ordinance (UDO) to incorporate the Subdivision Regulations and to make amendments to a number of the processing requirements. Phase Two, which will involve further revision to the processing requirements and to the actual development standards, will be initiated in early 2009 and is anticipated to be complete by later this summer. Additional information about the Phase Two update, incluudin the process that will be used to further engage stakeholders, will be provided soon. Phase Three, which will involve furthhe changes necessitated by the update to the Comprehensive Plan, will occur following adoption of the revised Comprehensive Plan. The revised UDO is in effect and can be viewed online at http://www.cstx.gov/home/index.asp?page=418. The following summarrize some (but not all) of the recent notable revisions along with a brief explanation of how Planning & Development Serviice will operationalize these new provisions. Changes affecting new projects will go into effect on the February 11, 2009 submittta deadline date. • Pre-Application Conferences – PAC’s are no longer required prior to the submittal of an application, though staff still recommends participation in a PAC to aid in smoother processing of an application. • Removal of Inconsistencies and Conflicts – Incorrect cross-references, missing definitions, and conflicting provisions between the UDO and Subdivision Regulations have been corrected and/or removed. • Dormant Projects – The ordinance has been revised consistent with the Local Government Code so that certain applications may expire if two years have passed without action. Further, the project in its entirety may expire if five years have passed without action. • Concurrent Applications for Preliminary and Final Plats – Preliminary plats are required to be approved by the P&Z Commission prior to the submittal of an application for a final plat. Exceptions will be granted for singgl lot plats (where either a development plat may be used or a concurrent submittal may be allowed), minor adjusttment to a plat that require the preparation of a revised preliminary plat (this will be determined on a case by case basis), and, as always, plats that meet the requirements for minor or amending plats. • Phasing – Plats approved with a phasing plan must be filed in accordance with that phasing plan. Revisions to the phasing plan (filing out of sequence, creating new phases, etc.) require the preparation of a revised preliminaar plat and will be considered for concurrent application with the final plat on a case-by-case basis. • Construction Plans – Construction plans must be complete or “construction ready” prior to the final plat being scheduled for a P&Z Commission meeting. All easements (including temporary and off-site) must be fully executted all permits (including TxDOT) must be secured, etc., to be considered complete. • Title Report – A title report is required with the application for all preliminary and final plats. This report will be used to verify and identify ownership interests (please note that all parties with an ownership interest are requiire to sign the application or to provide written authorization for another party to act on their behalf) and to identify encumbrances on the property that may impact proposed public infrastructure. As mentioned, these items reflect only the more significant revisions, you are encouraged to carefully review the new text proviide in the updated UDO. City staff will continue to work diligently to aid in your ability to understand and comply with the UDO and to help you meet all required submittal deadlines.
