Local amendments (or changes) to each Code were also adopted by the Council. The local amendments can be viewed on our website at http://www.cstx.gov/home/index.asp?page=384. Any permit obtained on or after June 1, 2007 will be inspected for compliance with the new codes. The Building Department will present an overview of Code changes later this month. Please contact the College Station Building Division at 979.764.3570 should you have questions or need additional information regarding the new Codes. Planning & Development Services Page 12 'TADDs’ is a joint effort between the National Weather Service and the Federal Alliance for Safe Homes to increase safety awareness about driving or walking in flooded areas. Too often people misjudge the power of moving water and their ability to cross through a flooded area. It only takes 6 inches of water for a vehicle to lose contact with the road surface and begin to slide. Many cars begin to float in as little as 12-14 inches of water and trucks and SUVs can be swept away in as l little as 18 inches of water. Nearly 75% of all flash flood deaths are vehicle related and could have been prevented by turning around. To increase your flood safety: ♦ Monitor the NOAA Weather Radio or your favorite news source for vital weather related information. ♦ Do not camp or park your vehicle along streams and washes, particularly during threatening conditions. ♦ Be especially cautions at night when it is difficult to recognize flood dangers. ♦ If flooding threatens, get to higher ground. Get out of areas subject to flooding. This includes dips, low spots, canyons, washes, etc. TURN AROUND DON'T DROWN Avoid flooded streams and low areas, especially if the water is flowing fast. The purpose of this update is to create a more workable plan that can help guide decisions about the future growth and development of our community. Public participation is a vital part of creating a successful plan and we want to hear from you! Here are some of the ways that we have engaged the public to date: A Comprehensive Plan Advisory Committee (CPAC) was created to provide valuable information and feedback to the consulting team and City staff. This Committee includes forty residents from throughout the community. The City hosted thirteen Focus Group meetings on October 26th and 27th to gather valuable input on issues such as transportation, economic development, historic preservation, land use, community character, growth management and growth capacity. Over 150 citizens attended the Focus Group meetings. The City also hosted a Citizens Congress, a community-wide planning meeting, to gather further input from residents on the future of College Station. Approximately 400 residents attended the Citizens Congress. College Station residents received a community survey in the mail with their utility bills during the month of January. College Station Comprehensive Plan Update Planning & Development Services Page 13 City Manager Glenn Brown announced the appointment of Robert S. Cowell, Jr. as Director of Planning and Development Services for the City of College Station. Cowell, 39, is currently Director of Planning for Monroe County, Indiana, home of the University of Indiana, one of the nation’s larger public education institutions with 38,000 students. A certified planner who has attained American Institute Certified Planners (AICP) certification, Cowell will join the city staff on June 4. “Bob is an exceptional planner with a wide range of experiences and expertise which fit College Station,” said Brown. “He has great experience in long range planning, understands the importance of a reliable and predictable development process, appreciates the importance of neighborhoods and neighborhood integrity, and knows the unique needs of a major university community.” Brown added that Cowell has an extensive background in residential and commercial development planning and Smart Code development ordinances with special emphasis on “new urbanism.” He has led the development of more than 30 comprehensive plans as planner and consultant in various communities. Prior to becoming Planning Director of Monroe County, Cowell served as Planning Manager for Jefferson County, Missouri (St. Louis metro area). During his tenure in Jefferson County, it was one of the fastest growing counties in the Midwest. “With excellent expertise in a fast growth setting, Bob will be able to help us address the many challenges we face as a community through good solid planning and workable solutions to the many challenges we face as we grow,” said Brown. Cowell earned a M.S. in Urban Planning, Specialization in Land Use, from the University of Tennessee‐Knoxville, and a B.S. in Aeronautics, Specialization in Administration, from St. Louis University.
