HomeMy WebLinkAbout1982-1340 - Ordinance - 02/11/1982ORDINANCE N0. 1340 AN ORDINANCE OF THE CITY OF COLLEGE STATION, TEXAS ORDERING A GENERAL MUNICIPAL ELECTION IN THE CITY OF COLLEGE STATION ON SATURDAY, APRIL 3, 1982, FOR THE ELECTION OF A MAYOR, AND COUNCILMEN FOR PLACES 2,4, AND 6; FIXING THE TIME, PLACE AND MANNER OF HOLDING THE ELECTION AND APPOINTING JUDGES AND CLERKS THEREOF. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COLLEGE STATION, TEXAS: A general election shall be and the same is hereby ordered to be held on the first Saturday in April, 1982, the same being April 3, 1982 for the purpose of electing a mayor, and councilmen for place 2, place 4, and place 6. The election will be held under the provisions of the law of the State of Texas governing the general elections, and only duly qualified voters who are residents of the City of College Station shall be allowed to vote. Said election shall be held in conjunction with the College Station Independent School District Board of Trustees Election where an election precinct is served by a common polling place and election judge. A single ballot form at each polling place, to contain all the offices to be voted on at that polling place, shall be used, provided, however, that no voter shall be given a ballot containing any office on which the voter is ineligible to vote. The polls shall be opened promptly at 7:00 A.M. and shall be closed promptly at 7:00 P.M. The Office of the City Secretary shall perform all duties normally performed by the County Clerk in general elections with respect to absentee voting, giving notice of the election, and preparing the official ballots. The election will be held at the following places and the election officials shall be, for the purpose of this election, as follows: Polling Place No. 8, at South Knoll Elementary School, in said City with Beverly Pedulla as Presiding Judge and Sue Melton as Alternate Judge; and said Presiding Judge shall appoint no more than 4 clerks to assist her. Polling Place No. 9, at Oakwood School Cafeteria, 106 Holik in said City with Peggy C. Owens as Presiding Judge, and Sarah Holmgreen as Alternate Judge; and said Presiding Judge shall appoint no more than 4 clerks to assist her. Polling Place No. 10, at College Station Police Station, in said City with Mrs. Audrey Bunting as Presiding Judge, and Mrs. Ruby Freeman as Alternate Judge; and said Presiding Judge shall appoint no more than 4 clerks to assist her. Polling Place No. 24, at College Hills Elementary School, in said City with Janet Natowitz as Presiding Judge, and Yvonne Fares, Alternate Judge; and said Presiding Judge shall appoint no more than 4 clerks to assist her. Polling Place No. 31, at A &M Consolidated High School, in said City with V.M. Burke as Presiding Judge, and Jean McDermott as Alternate Judge; and said Presiding Judge shall appoint no more than 4 clerks to assist her. ORDINANCE NO. 1340 PAGE 2 Polling Place No. 32, at College Station Fire Station No. 2, in said City with Maryanne McNamara as Presiding Judge, and Jesus H. Hinojosa, Alternate Judge; and said Presiding Judge shall appoint no more than ,4 clerks to assist her. Polling Place No. 33, at Lincoln Center in said City with Harrison Hierth as Presiding Judge, and Nancy Morrison, Alternate Judge, and said Presiding Judge shall appoint no more than 4 clerks to assist him. Polling Place No. 34, at College Station Central Fire Station in said City with Mary Lou Johnson as Presiding Judge, and Dorothy Holland, Alternate Judge, and said Presiding Judge shall appoint no more than 4 clerks to assist her. Polling Place No. 35, consisting of county voting precincts No. 20, No. 21, and No. 35, at College Station Municipal Building at 101 Church Avenue, in said City with Ernest Gregg as Presiding Judge, and Leila Gregg as Alternate Judge; and said Presiding Judge shall appoint no more than 4 clerks to assist him. Absentee voting shall be conducted by the Office of the City Secretary in the City Hall at 1101 Texas Avenue, in the City of College Station. The following persons are hereby appointed as a Special Canvassing Board to count the absentee ballots: a. Presiding Judge: E.E. Burns b. Alternate Judge: Tony Bockholt C. Clerks: to be named by Presiding Judge. Punch card voting machines shall be used for voting at the foregoing election precincts and electronic counting devices and equipment shall be used for counting the ballots at said election. Room 005 of the Data Processing Center Addition in said City is hereby established as the Central Counting Station to receive ballots for said election, the ballots to be tabulated and returned to the Office of the City Secretary of the City of College Station. The following persons are hereby authorized and approved as persons employed and designated to handle the ballots, operate the tabulating equipment, and count the ballots: a. Presiding Judge: E.E. Burns b. Alternate Judge: Tony Bockholt C. Clerks: to be named by the Presiding Judge. The following state officials and other designated persons are hereby authorized to be present at the Central Counting Station to observe the election counting process: a. Mayor and members of the City Council of the City of College Station b. The Board of Trustees of the A &M Consolidated Independent School District. C. The City Secretary and designated members of the staff 03586 ORDINANCE N0. 1340 PAGE 3 d. The Superintendent and designated members of the staff e. The County Judge and members of the Commissioners Court of Brazos County f. The Attorney General of the State of Texas or his authorized representative g. The County Clerk of Brazos County h. Candidates for Mayor i. Candidates for Councilmen j. Candidates for the Office of Board of Trustees. A committee is hereby established of the following persons to hold a Computer Accuracy Test prior to the start and subsequent to the count of the voted ballots to ascertain that the computer will accurately count the votes cast for the offices to be voted upon in said election: a. Mayor Gary Halter b. Board President William Wasson C. Board Vice - President Ann Jones d. City Secretary Dian Jones e. Assistant Board Secretary Sharon Scrivner f. City Manager North Bardell g. Presiding Judge E.E. Burns A copy of this Ordinance, when published in a newspaper of general circulation in the City of College Station, shall serve as proper notice of said election.
