STAFF PRESENT: Senior Planner Kee, Assistant City Attorney Coates, and Planning Technician Thomas. (Council Liasion Gardner was in the audience.) Ar;FNnA TTFM Nn_ ~~ Call to Order - explanation of functions and limitations of the Board. Chairman Henry called the meeting to order and explained the functions and limitations of the Board. Ar,RNnA TTFM Nn_ ~~ Approval of Minutes - Meeting March 5, 1991 Mr. Lane moved to approve the minutes of the meeting on March 5, 1991 as submitted. Ms. Yarbrough seconded the motion which passed unopposed (5-0). A~FNnA TTFM Nn_ ~. Consideration of a special exception to the Zoning Ordinance for the property located at 1500 Holleman - Anderson Ridge Shopping Center. Applicant is Brazos Christian Schools. Senior Planner Kee presented the staff report requesting a special exception to allow for the expansion of a non-conforming use and to provide an outside play area for a private school tenant at 1500 Holleman, Anderson Ridge Shopping Center. The parking requirement for shopping centers of this size changed in 1986 from one space per 200 square feet of lease space to one space per 150 square feet. In other words, the requirement became more restrictive and this shopping center became non-conforming. The requirement for this particular site would be 69 spaces if it were to be brought up to code. Currently there are 56 spaces, or a deficiency of 19 percent. The school anticipates its parking needs not to exceed 4 spaces. The remaining 7800 square feet of the shopping center will require 52 spaces under the current ordinance, for a total of 56 spaces needed for the two different uses. After the play area is added, the parking provided will change from 56 existing spaces to 48 spaces provided, for a reduction of 14 percent. The site plan of the proposed private school will be considered by the Planning and Zoning Commission in the form of a conditional use permit. Thirteen property owners were notified with no response to date. • • Mr. Jim Jeter, a representative of the Brazos Christian School Board, approached the Board and was sworn in by Chairman Henry. He informed the Board that the proposed location is a temporary preschool facility with approximately 50 students and will be vacated once a new facility is built in approximately two years. There will be four staff members and one administrator at the facility who will meet students at their cars to ensure that no students will be in the parking lot. The majority of traffic will be generated between 7:45 - 8:00 a.m. and 3:00 - 3:15 p.m. with no activity after school hours except for a few open house functions during the year. Most group activities that involve parent participation will be held at the main campus. The proposed play area will consist of railroad ties stacked two high and filled with top soil and gravel, enclosed by a chain link fence. The construction of the play area will in no way damage the parking lot and once the school is relocated, the parking spaces will be returned to their original form. Mr. Kennady moved to grant the special exception from Section 15 Ordinance 1638 to authorize the enlargement of a building devoted to a non-conforming use where such enlargement is necessary and incidental to the existing use of such building and does not increase the area of the building devoted to a non-conforming use more than 25$ and does not prolong the life of the non-conforming use or prevent a return of such property to a conforming use.
