Agenda Planning Calendar/Strategic Calendar Update: Tom Brymer, City Manager, reviewed the Agenda Planning Calendar and items were added, deleted and moved to different meeting dates. 2. FY02 - FY07 CIP Kickoff: Jeff Kersten, Budget Manager, distributed a handout outlining the key dates for CIP budgeting. He asked staff to update sheets that will be provided to them by the Budget Office. All CIP projects, including those funded with CDBG money should be submitted. Staff should also be aware of the extra time needed for land acquisition when scheduling projects. CIP sheets will be emailed to departments January 25th. Any questions regarding CIP reporting should be directed to Jeff Kersten of Corby Alexander. ➢ Tom Brymer reminded staff that they should be realistic when reporting CIP costs, and if the project involves other areas/departments they should be contacted prior to submittal. ➢ Dave Giordano asked if CIP estimates should be provided in current dollars or increased to cover inflation? Charles Cryan stated that they should be submitted in today's dollar and finance will building some increase to cover inflation. ➢ Steve Beachy asked if there were priority projects. ➢ Tom stated that strategic plan items are priority. Wolf Pen Creek projects are also priority due to the nearing end of the TIF. Other priority projects include the plaza between Traditions dorm, Northgate and Church Avenue, and Veteran's Park. ➢ Tom wants projects that include land acquisition to involve the services of Land Agent Mark Mcauliffe. 3. Internet Policy: Julie O'Connell, HR Director, redistributed the draft internet policy for discussion. Staff discussed personal use of the internet. John Woody, PUD Director, requested that the policy be consistent with other City policies. Tom suggested that Julie review other City policies to assure the internet policy is consistent with them. The policy is to be redrafted and returned to the management team at a later meeting. 4. Vacation Accrual: Charles Cryan, Finance Director, informed staff that the process for vacation accrual will change effective immediately. The new process will allow vacation to be accrued biweekly. Since there are 26 pay periods in a year each pay period employees will accrue 3.7 hours instead of the 4.0 hours formerly accrued. It will seem as though employees are getting fewer vacation hours, but the new system will equal out because it will be accrued over 26 periods vs. 24. The personnel policy will be changed to reflect the new process. All accruals (sick time, etc) will follow the same routine. 5. Direct Deposit: Charles Cryan proposed changing City procedures to require anyone with a savings or checking account to receive pay via direct deposit. Those employees without bank accounts will have paychecks mailed to them. Payroll wants to implement the new policy to make the pay process less troublesome for payroll and departments. Staff expressed some concern with the procedure such as employees' dislike, mailing checks on holiday weekends, and department's loss of ability to distribute other information via paychecks. Some staffers were curious about the delivery of paystubs, and Charles stated they would be distributed via mail or email. ➢ Tom stated that he wants more info on the number of employees on direct deposit and the number of people without bank accounts. ➢ Staff wants payroll to add direct deposit forms to paychecks to give employees to sign up voluntarily prior to implementing a policy. ➢ No action was taken on the policy. It will return to the management team during the second week in February. 6. Other: ➢ Skills Pay - Julie O'Connell will give directors information on skills pay prior to a future meeting. ➢ Retreat: Julie, Some people have expressed the desire to drive their personal vehicle to the training in February. For those people who do not want to drive the City will have a van to ride in. ➢ Construction Cleanup: Mark Smith, Public Works Director, stated that the City cannot keep up with the high number of construction related messes on City streets. Tom stated Mark Smith and Jim Callaway should coordinate a cleanup inspection using CIP and Building inspectors. If construction companies are not moving forward with cleanup then they can be shutdown until they are in compliance.
