Chairperson Cunha called the meeting to order at 3:30 p.m. There were no absence requests for consideration. AGENDA ITEM NO. 2: Hear Visitors. There were no visitors who wished to speak. AGENDA ITEM NO. 3: Agenda Items. AGENDA ITEM NO. 3.1: Consideration, discussion, and possible action to approve meeting minutes. Board Member Langlotz motioned to approve the meeting minutes from January, Board Member Madewell seconded the motion, minutes were approved 6-0. AGENDA ITEM NO. 3.2: Presentation, discussion, and possible action regarding priority rankings for unfunded projects implementing the Bicycle, Pedestrian, and Greenways Master Plan. Page 3 of 10 Staff Planner Pflanz presented the item to the Board. Board Member Langlotz commented that she was a systems person and she loved that the adjustments made by staff were all consistent across all projects. She also added that to her, it seemed that the individual Board members votes or tally marks were not a system, and they just reflected the board members opinions based on the part of town that they lived or witnessed certain things. She expressed that she did not feel any of the scoring should be changed based on their opinions. Board Member Madewell disagreed with that opinion because the board was wanting to see what project was going to be in the top rank of the priority list. Board Member Brimley said that he thought the scoring was fine either way. He said that at the end of the day it was up to City Council to decide along with the recommendation from the Board, the rankings, and the priorities established. He suggested to talk about where to go from there and see what the next steps were. Chairperson Cunha mentioned that the last time Coordinator Schubert had presented a grant to the City Council, he made sure to state that the project was in fact prioritized by the Board and included the listed reasons why it was one of the projects being focused on. She said that it mattered to the City Council. She mentioned that each member lived in a different place, and they also had a different modality experience. She told the Board that she had picked every member carefully because she wanted a board that offered subjectivity without weighing in on one neighborhood. She stated that their opinions mattered, and she wanted those reflected in the data they would be using when deciding on funding. Coordinator Schubert explained that the City Council had created the Board of appointed citizens for their input. He said that there was two parts to this, the objective part where the Board came up with the criteria, and then a public meeting where new information from the Board and citizens come in that did not show up on paper. Board Member Brimley recommended to rank the projects based on the number of tallies and then break up any ties with the criteria established by the Board. He explained that the top priority projects would be those with four tallies, but to break the tie they would use the criteria on the spreadsheet. The same would happen for the projects with three tallies and so on. Chairperson Cunha stated that sidewalk project #62, Holleman Drive 2, should move from the Medium priority category to High priority category as it received three priority project votes. Board Member Madewell asked what the process would be after the Board suggested which projects to recommend to City Council. Staff Planner Pflanz said that after getting recommendations from the Board staff would use their expertise to make a smaller detailed list and then make the budget request for City Council. Page 4 of 10 Board Member Madewell asked what was going to happen to all the projects that were not selected. Coordinator Schubert answered that those projects would still be kept on the project list as part of the Master Plan, and they would still be important projects that would be continued to be worked on. The Board agreed to move forward with the scoring currently established with the modification of re-ranking projects within their priority category based on the number of priority project votes submitted by the Board members with ties being broken by the adjusted project score. AGENDA ITEM NO. 3.3: Presentation, discussion, and possible action regarding the development of activities for National Bike Month in May 2024 including the Cycle with Council event. The Board agreed to go with May 4th as the designated date for Cycle with Council event. Staff will continue to move forward and look into any further arrangements with the appropriate city departments including police escorts. Chairperson Cunha asked staff to give all board members flyers to distribute once they are printed and ready to go. Coordinator Schubert mentioned that the National Bike Month proclamation will also be targeted for the April 25th Council meeting. AGENDA ITEM NO. 3.4: Presentation and discussion regarding the following items related to biking, walking, and greenways: a)Public Meetings of Interest – Board Member Jang mentioned the upcoming U.S. Paralympics Cycling event to be held at the RELLIS campus on April 6-7. b) Capital and Private Project Updates – No upcoming updates. AGENDA ITEM NO. 3.5: Presentation, discussion, and possible action regarding the Bicycle, Pedestrian, and Greenways Advisory Board calendar of upcoming meetings. The Board agreed to cancel the upcoming March meeting and reschedule the April 8th meeting to April 1st. a) April 1, 2024 ~ Bicycle, Pedestrian and Greenways Advisory Board Meeting at 3:30 p.m. in the Bush 4141 Community Room. Typically, the road will have lower traffic speeds and volumes or may be a common route for bicyclists through high-demand areas. *Many routes designated on this map do not have bike route signs. Efforts to install these signs continue. Share the road You may also see a Share the Road sign along roadways to increase awareness of motorists and enhance the safety of bicyclists. All-weather and accessible paths shared by bicyclists and pedestrians along a greenway or road corridor. These paths are typically 10-12 feet wide, although some may be 8 feet in width. They are also known as greenway trails that follow linear open space corridors along natural features such as creeks and rivers and the associated floodplain or riparian buffer. Grade-separated crossings are... Identified on this map as an overpass/underpass that has a sidewalk or other improvements to assist bicyclists and pedestrians in crossing major roads. Bicycle theft prevention Locking your bike to a bicycle rack can prevent most bicycle thefts. Use a good quality “case-hardened” or “hardened” U-bolt lock. Lock the frame and rear wheel of your bike to the bicycle rack. Do not lock your bike to trees, parking meters, sign posts, hand railings, etc. If you are a Texas A&M faculty, staff or student, you must register your bicycle with Texas A&M Transportation Services for FREE.
