Staff Present:

Board Present:

Call meeting to order and consider absence requests. With a quorum present, the Parks and Recreation Advisory Board was called to order on Tuesday, January 09, 2024 @ 6:00 p.m. No absence
requests were submitted.
Hear visitors. Neo Jang spoke about storm water and retention ponds that could cause potential flooding.
Informational Items
3.1 Presentation and discussion by the Director of Parks and Recreation on matters pertaining to the Board. Kelsey Heiden went over several projects including the Lick Creek Bird Blind
project, stating the Ribbon Cutting is scheduled for January 23rd @ 10 a.m., The 2024 application for Bird City Texas has been released with new objectives and Laurie Brown is working
with the Conservation subcommittee to complete. The Fun For All Playground Donor wall subcommittee will meet with Burditt Consultants to review preliminary design soon and bring back
preliminary design solutions to the formal FFAP Committee. Anderson Park Futsal/Pickleball 90% drawings are due January 19th, finalizing lighting layout to ensure photometrics are as
balanced as possible and then the next milestone is the notice to proceed. Bachmann Park Baseball facilities design team wrapped up development design, 50% drawings, the plans are
now under review and all comments are due back January 15th. The 4th Quarter Star Award Recognition goes to the Forestry Crew for their hard work with removal, pruning and planting
of trees, and their hard work with repairing, installing, and maintaining the light panels for Christmas in the Park through the Christmas season. Jason Schubert, Transportation Planning
Coordinator spoke about the Texas Parks and Wildlife Recreational Trails Grant, which would consist of extending the existing path behind the SoCo Apartments up to Alexandria Avenue/Southern
Oaks Park, this is going to Council at the end of month.
3.2 Presentation, discussion, possible action regarding affordance and modifying parks. David Scott would like to see the trails and detention ponds around parks consist of accessibility,
safety, wildlife, native plants and just be more appealing when biking or walking. Upon a motion made by David Scott and a
second by Scott Shafer the Parks and Recreation Advisory Board voted nine (9) for and none (0) opposed, to make the two retention ponds in Edelweiss Gartens and Edelweiss Park more attractive.
The motion carried unanimously.
Regular Agenda
4.1 Presentation, discussion, and possible action regarding the City’s cost
recovery policy for Parks services and programs. Kelsey Hieden presented the
Cost Recovery Continuum that the Parks Department has been working on, she went over the summary of changes that are being recommended.
Minimum - Cost Recovery 0% to 20% would consist of Open Access, Community Events, Community Services
Low - Cost Recovery 21% to 40% would consist of Drop-in access, Education Enrichment & Inclusion, Senior Programs
Medium – Cost Recovery 41% to 60% would consist of Camps & Youth Sports, Introductory Programs
High – Cost Recovery 61% to 80% would consist of Intermediate Programs
Maximum - Cost Recovery 81% to 100% would consist of Enterprise Operations, Permits, Rentals
Upon a motion made by John Polasek and a second by David Scott, the Parks and Recreation Advisory Board voted nine (9) for and none (0) opposed to support the proposed Cost Recovery
Continuum. The motion carried unanimously.
4.2 Presentation, discussion, and possible action on the approval of minutes
from the previous meeting. Upon a motion made by Madeline Giroir and a second by John Polasek, the Parks and Recreation Advisory Board voted nine (9) for and none (0) opposed to
approve minutes as written. The motion carried unanimously.
Discussion and possible action on future agenda items. None
Items of Community Interest. MS150 meeting on Jan.23 at Aggieland Outfitters.
Adjourn. Upon a motion made by Scott Shafer and a second by David Scott, the Parks and Recreation Advisory Board voted nine (9) for and none (0) opposed to adjourn the meeting 7:33 p.m.
The motion carried unanimously.
