Chairperson Cunha called the meeting to order at 3:30 p.m. There were no absence requests for consideration. AGENDA ITEM NO. 2: Hear Visitors. There were no visitors who wished to speak. AGENDA ITEM NO. 3: Agenda Items. AGENDA ITEM NO. 3.1: Consideration, discussion, and possible action to approve meeting minutes. Board Member Madewell motioned to approve the meeting minutes from October, Board Member Chmelar seconded the motion, minutes were approved 6-0. AGENDA ITEM NO. 3.2: Presentation, discussion, and possible action regarding an update on the Lick Creek hike and bike trail improvements at Midtown. Director Jennifer Cain presented this item. Page 3 of 23 Board Member Jang asked if the sidewalk was raised as part of the improvements. Director Cain stated it was and added that it was still under the applicable height requirements just a little bit tighter. Board Member Langlotz made the comment that the purpose for raising it was to eliminate the water, slippery mildew during rain, and the frequency of the city’s cleaning maintenance. She stated that even though it was much better, it had not completely solved that problem during heavy rains. She mentioned that she had heard from her biking friends that this was still an issue, but they were very grateful to have a path to get up and over without having to go under. Chairperson Cunha stated she also bikes that route and she had noticed it was now marked for flooding and it had a marker to show how deep the water went. She expressed that the one change she was frustrated by was the sidewalk that went over in case the under trail was impassable. She added that the problem remained that it was very difficult to cross Lakeway Drive, and it would be good to have a crosswalk there to help cars know that bicyclists are allowed to cross over. She asked if there was any more money left to fund a crosswalk at that location. Director Cain stated that some time back there was some discussion in a City Council meeting on doing a mid-block crossing that would include a beacon, which turned out was pretty costly. She added that it was part of the reason why Council had decided to give the direction to do the improvements that were being done now where it did not include the mid-block crossing. She mentioned there were some concerns that included safety issues as well as the cost. She said they could certainly take a look at it again and if they did not have the money to do it at this time, then they could present it at the next budget cycle or add it as a council directed item. Board Member Brimley made the comment that there was a lot of different perspectives, and they didn’t have to include a beacon there. He mentioned that there could be an assumption that there was probably not a lot of children crossing in that area. He said that for the age level of people using the route now the city could stick with the pedestrian or bike ramps. He added that as the development and budget come then the city could add beacons to start with something basic. Chairperson Cunha said that was a great idea, but she mentioned that when they said they were having it built for the purpose of when the under trail was impassible, which was about 50 percent of the time, then the least safe thing to do was to have nothing out there. Board Member Madewell asked if city staff was still routinely cleaning off the sediment. Director Cain answered yes that was what her understanding was, but she was not sure how often they were going out there for maintenance. AGENDA ITEM NO. 3.3: Presentation, discussion, and possible action regarding an update on the George Bush Drive Separated Bike Lanes project. Page 4 of 23 Senior Capital Projects Manager Susan Monnat presented this item. Board Member Brimley asked what changes were being considered due to the issues with the budget. Senior Manager Monnat stated that one of things that would be discussed was to remove the free rights, where you don’t have to wait at the signal to take a right, at Bizzell Street and Throckmorton Street. She said that was just one extra potential conflict point between vehicles, bicycles, and pedestrians, but it was a very expensive option. She added that looking into having to redo all the concrete would impact the signal poles in having them be relocated, they were roughly $250,000 over the budget. She mentioned that they could minimize that with some adjustments that would not involve removing those free rights and that was going to be discussed with the Texas Department of Transportation. Board Member Brimley asked about the amount of the grant for construction being $1,000,000, but the budget for design was $750,000. Senior Manager Monnat stated that the 750 thousand covered the design and the 20 percent of the city’s portion for the construction. She confirmed that this would be a TxDOT led construction and that the city would just be providing the design. Chairperson Cunha asked if all the money for the Lakeway underpass project had been used up or if there was any left to use. Director Cain stated that there was probably less than ten thousand dollars. Chairperson Cunha asked what happened to the money when it was not used. Director Cain said it will typically remain there until it is closed out and they make sure there is nothing else that needs to be done with it, or it gets added into a revolver fund where it goes to related projects. Chairperson Cunha asked to hold on to that money as long as possible to hopefully be able to get the crosswalk funded sooner. Board Member Jang inquired about the future improvements being needed north bound of George Bush Drive where the sidewalk sort of just disappears. Public Works Engineer Smith responded that the city was working on that. Agenda Item 3.7c was heard before Agenda Item 3.4. AGENDA ITEM NO. 3.7: Presentation and discussion regarding the following items related to biking, walking, and greenways: Page 5 of 23 c) Capital and Private Project Updates- Jennifer Cain Director Cain went over the following project updates that were regarding bicycle, pedestrians, and greenways: o Greens Prairie Widening from Dalton Lane to Arrington Road o Deacon and Cain Railroad Crossing will include added sidewalks o Krenek Tap Road Rehabilitation will include added sidewalks o Luther Street Rehab will include added sidewalks o Victoria Avenue Roundabouts has a future proposal to add sidewalks o Holleman Drive West and Jones Butler Roundabout will include added pedestrian paths and ADA ramps o Lincoln Avenue will include shared-use paths all the way down o Marion Pugh Drive will include bike lanes and 6-foot sidewalks o Rock Prairie Road Widening sidewalks are already in place o Rock prairie Road Widening will include bike paths, shared-use paths with separations all the way down on both sides of the road AGENDA ITEM NO. 3.4: Presentation, discussion, and possible action regarding an overview of the FlashVote survey results for transportation related questions. Staff Planner Aspen Pflanz presented this item. Chairperson Cunha asked who had suggested the questions on the survey. Planner Pflanz said that the Public Communications department drafted the questions and then reached out to the Transportation and Mobility staff for other suggestions. Chairperson Cunha asked what staff was going to do with the information from the survey results. Planner Pflanz stated that the information from the survey results would be presented to the Board, and it would be used in the upcoming months to review and discuss the unfunded project prioritization list. She added that the information would be part of the public engagement criteria considered to help make decisions on whether the projects would be funded. Chairperson Cunha asked who would decide when the survey will go out to the public. Planner Pflanz said that the Transportation and Mobility staff would have to coordinate with the Public Communications department to decide when the survey would be going out. AGENDA ITEM NO. 3.5: Presentation, discussion, and possible action regarding potential locations for Bicycle Friendly Community signs. Coordinator Schubert presented this item. Page 6 of 23 The Board discussed the potential locations for the Bicycle Friendly community signs. Board Member Langlotz commented that she liked the William D Fitch Parkway west of Rock Prairie location because that was a nice clean route despite the car speed limit. Board Member Brimley mentioned he did not think University Drive and Highway 6 South was a good location. The Board agreed that the University Drive location was not a good idea due to all the heavy traffic. Chairperson Cunha requested to know the timeline on when she should expect the signs to be placed. Public Works Engineer Smith responded that they should be done before the end of the year. AGENDA ITEM NO. 3.6: Presentation, discussion, and possible action regarding potential routes for the May 2024 Cycle with Council event. The Board discussed previous and suggested routes. Coordinator Schubert mentioned that having the same starting and ending location would be best. Chairperson Cunha requested that Board Member Jang share his suggested biking route with the rest of the Board to test it out and discuss at the next meeting. Relationship to Strategic Goals: • Core Services & Infrastructure • Improving Mobility Recommendation(s): Staff recommends the Board review the priority rankings and provide feedback as needed. Summary: This item is a discussion about the priority rankings of unfunded bicycle and pedestrian projects. Recent revisions to the planned pedestrian and bicycle networks adopted into the City’s Comprehensive Plan initiated an update to this list of stand-alone projects and their associated prioritization. One of the duties of the Board is to provide recommendations regarding capital project priorities related to biking, walking, and greenways. The updated priority rankings for stand-alone sidewalk and shared-use path projects are attached. Bike route and bicycle facility projects will be reviewed at a future meeting. Notes are included with the list to provide additional context for each project being considered, such as if this project fills a gap in the network, if there is already an existing facility on one side of the street, or if the project is in a low-to-moderate income area (LMI Area), which is a criterion for other funding sources like Community Development Block Grants (CDBG). The intent of this item is to initiate discussions and gather feedback from the Board to assist in larger discussions about project selection and prioritization that will be discussed and finalized at a future meeting.
