Brazos County Commissioner’s Courtroom 200 South Texas Avenue Bryan, TX 77803 AGENDA 1) Welcome and Open Meeting -Pledge of allegiance to the United States and Texas Flags and Invocation. 2) Public Comments Regarding Items Not on the Agenda -Individuals who wish to address the Policy Board must fill out a Public Comment Card describing the topic(s) they wish to address. Public comment cards may be obtained from Lisa Lyon of the MPO staff prior to the start of the meeting. Please limit your comments to three minutes per topic. 3) Approval Of Minutes from the June 28, 2023 Policy Board Meeting -Consider adoption - Action Required. (See attachment.) 4) Staff Report • Safe Streets and Roads for All (SS4A) Discretionary Grant Program • The Mock Transportation Management Area Certification Review • Texas Innovation Alliance Innovation Invitational 5) Metropolitan Transportation Plan Amendment Five -The Texas Transportation Commission is set to adopt the FY 2024 Unified Transportation Program (UTP) in late August. As part of that adoption process, the TxDOT Transportation Planning and Programming has requested that MPOs in the state modify their Metropolitan Transportation Plans (MTP) to show significant increases in funding for projects. This will ensure that the MTP will align with the UTP and thus facilitate the approval process with the Federal Highway Administration. The State Highway 6 project is anticipated to receive a substantial infusion of Category 12 (Commission Strategic Priority) funds and other projects have minor increases and their letting schedule has been modified. The attached table reflects the changes in funding levels for the affected projects and are highlighted in yellow. The Technical Advisory Committee (TAC) has recommended Amendment Five to the Policy Board for adoption and directed staff to hold a minimum 30-day public comment period for citizen input. The 30-day public comment period has closed. Action Required. (See attachment.) 6) FY 2023 – FY 2026 Transportation Improvement Program Amendment Two -The Texas Transportation Commission is set to adopt the FY 2024 Unified Transportation Program (UTP) in late August. This will ensure that the MTP will align with the TIP, and by association the Statewide Transportation Improvement Program (STIP), and thus facilitate the approval process with the Federal Highway Administration. The State Highway 6 project is anticipated to receive a substantial infusion of Category 12 (Commission Strategic Priority) funds and other projects have minor increases. TIP Amendment Two, which is reflected in the attached document, reflects the changes in funding levels for the affected projects and are highlighted in yellow. The TAC recommended TIP Amendment Two to the Policy Board for adoption and directed staff to begin a 15-day public comment period for citizen consideration. The 15-day public comment has closed. Action Required. (See attachment.) 7) Game-Day Traffic Operations for Upcoming Texas A&M Football Season -Ms. Debbie Albert, Texas A&M Transportation Institute Associate Research Engineer, will provide an overview of the Texas A&M football gameday traffic operations program put in place for the 2023 season. 8) Convene Into Executive Session Pursuant to Texas Government Code # 551.0725 -The MPO Policy Board will enter into a closed Executive Session to deliberate issues related to a contract being negotiated. 9) Consider and Possible Action from the Executive Session 10) Adjourn
