Brazos County Commissioner's Courtroom 200 South Texas Avenue, Bryan, TX 77803 AGENDA 1) Welcome and Open Meeting - Pledge of allegiance to the United States and Texas Flags and Invocation. 2) Public Comments Regarding Items Not on the Agenda - Individuals who wish to address the Policy Board must fill out a Public Comment Card describing the topic(s) they wish to address. Public comment cards may be obtained from Lisa Lyon of the MPO staff prior to the start of the meeting. Please limit your comments to three minutes per topic. 3) Approval Of Minutes from the December 7, 2022 Policy Board Meeting - Consider adoption - Action Required. (See attachment.) 5) Staff Report • Safe Streets and Roads For All (SS4A) Discretionary Grant Program • Updates to the Public Participation Procedures and Congestion Management Process • 2050 Metropolitan Transportation Plan Development 6) Limited English Proficiency Plan -Every few years, MPOs are required to review public participation documents to determine if new research or products could improve how the public interacts with the MPO and the documents the MPO produces. While much of our Limited English Proficiency Plan is unchanged, it has been 10 years since the document was reviewed and readopted. In keeping with the spirit and intent of federal and state requirements staff updated the plan and now needs the document to be reviewed and adopted. The Technical Advisory Committee (TAC) has recommended the updated Limited English Proficiency Plan to the Policy Board for adoption. Action Required. (See attachment.) 7) TMA Transition White Paper - In cooperation with Brazos Transit District, staff has developed a white paper for the Policy Board to explain the TMA transition process. This includes new requirements (development of a congestion management process, increased Federal Highway and Federal Transit Administration's scrutiny and addition of a public transit representative to the policy board) and access to Category 7 (Metropolitan Mobility) and Category 9 (Transportation Enhancements). The TAC has reviewed the white paper and determined the white paper should be forwarded to the Policy Board as information.
