HomeMy WebLinkAbout1996-2214 - Ordinance - 10/10/1996ORDINANCE NO. 2214 AN ORDINANCE AMENDING ORDINANCE NO. 1638, THE ZONING ORDINANCE, OF THE CITY OF COLLEGE STATION, TEXAS, BY AMENDING SECTION 7.21C BY EXPANDING THE NUMBER OF MEMBERS ON THE DESIGN REVIEW BOARD THROUGH THE ADDITION OF A CITIZEN AT LARGE WHO WILL SERVE FOR A WHEREAS, the Design Review Board is appointed by the City Council to review and evaluate design submissions for development in the Wolf Pen Creek Corridor and make recommendations on development proposals in this district; and WHEREAS, the City Council has determined that it is in the public interest to expand the Board to include a citizen at large to the Board and to allow for citizen review and comment; NOW, THEREFORE, be it resolved by the City Council of the City of College Station, Texas: That Section 7.21C of Ordinance No. 1638, the Zoning Ordinance, of the City of College Station, Texas, is hereby amended to read as follows: "C. REVIEW PROCESS All development projects proposed within the corridor shall be review~ by .the D. esi~ Review Board (DRB). The DRB shall be a body appointed by the City Council aha snau consist of (1) one registered architect, (2) one business person, (.3) one member knowl- edgeable in aesthetic judgment, (4) one landowner or developer m the Wolf Pen Creek Corridor, (5) one citizen at large, and the voting members of the Project Review Committee, being a committee established by the City's Zoning Ordinance. The DRB shall be supported by the same technical staff as the Project Review Committee. The initial term of office shall be two (2) years for the business person and the architect and three (3) years for the expert in aesthetic judgment, the citizen at large, and the landowner. All terms thereafter shall be for three (3) years. The DRB, in reviewing each proposal, shall consider the City's land use. and dev. elo. Pmmen~ codes, the Wolf Pen Creek Corridor Study and Master Plan, and the stanclaras an policies herein provided. Standards and policies herein take precedence over other appli- cable codes and ordinances where conflict exists. The following factors and characteristics, Which affect the appear .anc. e of a development, will govern the Design Review Board's evaluation of a design submass~on: Conformance to the City's land use and development codes and this ordinance. Logic of design. Exterior space utilization. Architectural character. Attractiveness. Material selection. Harmony and compatibility. Circulation - vehicular and pedestrian. Maintenance aspects. ORDINANCE NO. 2214 Page 2 The DRB shall make recommendation to the Planning & Zoning Commission regarding each proposal for development in this district. Appeals from decisions of the Planning & Zoning Commission shah be to the City Coun- cil. Applicants appealing must do so in writing and within ten (10) days of the Planning & Zoning Commission's decision. Appeals shall be submitted to the office of the City Secre- tar),. The City Secretary's office shah schedule a hearing of the appeal before the Council within thirty (30) days from receipt of the letter of appeal." II, This ordinance shall become effective and be in full force and effect from and after its passage and approval by the City Council and duly attested by the Mayor and City Secretary.
