HomeMy WebLinkAbout01/12/2023 - Regular Agenda - Rock Prairie Management District No. 2ROCK PRAIRIE MANAGEMENT DISTRICT NO. 2 NOTICE OF PUBLIC MEETING Notice is hereby given to all interested members of the public that the Board of Directors of the above captioned District will hold a regular public meeting at 4121 State Hwy 6 South, College Station, Brazos County, Texas 77845, said address being a meeting place of the Disttict. The meeting will be held on Thursday, January 12, 2023, at 2:00 p.m. The City Council of College Station, Texas may or may not attend the Public Meeting. The Board shall consider and discuss the following matters and take any action appropriate with respect to such matters: I . Public comments; 2. Review and approve minutes of the October 13, 2022, Board of Directors meeting; 3. Bookkeeper's Report, including authorizing the payment of invoices presented; 4. Adoption of Resolution Adopting List of Qualified Brokers Authorized to Engage in Investment Transactions with District; 5. Authorize preparation and submission of District information to Texas Comptroller of Public Accounts as required by Section 403.0241, Texas Government Code, and Chapter 203, Texas Local Government Code, for inclusion in the Special Purpose District Public Information Database 6. Tax Assessor/Collector's Report; 7. Consider exemptions from taxation for 2023, and the adoption of a Resolution m connection therewith; 8. Adoption of Resolution Authorizing an Additional Penalty on Delinquent Personal Property Taxes and authorize delinquent tax attorney to collect delinquent personal property taxes beginning April 1, 2023, including the filing of lawsuits, as necessary; 9. Engineering Report, including: a. Authorizing the design and/or advertisement for bids for construction of facilities within the District, approving of related storm water plans, including: 1) Status of design of Lakeway Drive Reserve Phase 200; b. Authorizing the award of or concurrence in award of contracts for the construction of facilities within the District, authorizing acceptance of TEC Form 1295, and approval of any storm water permits; c. Status of construction of facilities to serve land within the District, including the approval of any pay estimates and/or change orders and authorize acceptance of F01m 1295, including: 1) Midtown Reserve Subdivision Phase 107 by Greens Prairie Investors, Ltd.; 2) Midtown Subdivision Phases 109 and 112 by Greens Prairie Investors, Ltd.; 3) Midtown City Center, Subdivision Phase 404A by Terra Bella Construction, LLC; d. Acceptance of site and/or easement conveyances for facilities constructed or to be constructed for the District, and acceptance of facilities for operation and maintenance purposes; e. Status of acceptance by the City of streets for maintenance; f. Application for Water Connection with College Station Utilities; and g. Approval of summary of costs in connection with use of surplus road construction funds; 10. Developer's Report, including approval and execution of Amended and Restated Utility Development Agreement with College Station Downtown Residential, LLC, (i) water, sanitary sewer and drainage facilities, (ii) recreational facilities, and (iii) road facilities, and authorize acceptance ofTEC Forms 1295; 11. Engagement of an auditor for preparation of audit payments to the developer(s) out of surplus road construction funds, and authorize acceptance of TEC Form 1295; 12. Attorney's Report, including Masterson Advisors LLC, MSR B Rule G-10 Annual Disclosures; l 3. Discussion of renewal of District msurance coverages and authorize solicitation of proposals for same; 14. Ratify filing of continuing disclosure report (due November 30, 2022); and 15. Matters for possible placement on future agendas.
