PARKS AND RECREATION ADVISORY BOARD AGENDA

Staff Present:

Call meeting to order and consider absence requests. With a quorum present, the Parks and Recreation Advisory Board was called to order @ 6:00 p.m. on Tuesday August 09, 2022. No absence
requests received.
Hear visitors. William Wright, member of the HPC Committee spoke about the unmarked graves in the Salem Section of the College Station Cemetery. Sherry Frisk, another member of the
HPC Committee would like to be on the September agenda to speak about a Memorial site at the College Station Cemetery acknowledging the unmarked graves.
Informational Items
3.1 Presentation, discussion and possible action by the Director of Parks and Recreation on matters pertaining to the Board. Steve Wright wished to pass.
3.2 Presentation, discussion and possible action on Parks programs or events highlighted by the board chairperson. Debe Shafer asked that the Board members be Pro-active, engaged
and encourage citizens to get out and vote.
3.3 Presentation and discussion on parks programs and events by Parks & Recreation staff. Gene Ballew, Athletics and Tourism Manager gave an update on all the programs and tournaments
that happened this summer. The estimated economic impact was 15 million.
3.4 Presentation, discussion, and possible action of Chapter 5, Pillar II: Capital, Operational & Maintenance funding- focusing on the potential of bond. Parkland dedication, ARPA,
and a foundation. Steve Wright went over Capital, Operational & Maintenance funding (5.6, 5.7 and 5.11 Strategic Initiatives). Mr. Wright went over FY23 Capital Improvement Projects,
Parkland dedications and HOT Funds, he also went over the Bond summary of changes on revised costs and Bond Proposition Options 1 & 2. David White did a presentation on a College Station
Parks Foundation. It would be a 501(C) Organization, governed by a Board of Directors and work very closely with CS Parks Department and Council and initially run by volunteers but
ultimately will hire staff to run the Foundation. Upon a
motion made by Don Hellriegel and a second by David Higdon, the Parks and Recreation Board voted eight (8) for and none (0) opposed to support the implementation of creation of the College
Station Park Foundation. The motion carried unanimously.
3.5 Report and discussion, concerning the current Parks Project Summary and Dedications of Less Than Five Acres from Rusty Warncke. Rusty Warncke went over his Project Summary Report.
Informational item only and no action was taken.
Regular Agenda
4.1 Presentation, discussion, and possible action on the approval of minutes
From the previous meeting. Upon a motion made by Lisa Aldrich and a second
Joel Cantrell, the Parks and Recreation Advisory Board voted nine (9) for and none (0) opposed, to approve the minutes for July 12, 2022, as written. The motion carried unanimously.
Presentation, possible action, and discussion on future agenda items: College
Station Park Foundation and memorial for unmarked graves at the College Station Cemetery.
6. Items of Community Interest. None.
Adjourn. Upon a motion made by Ann Hays and second by David White, the Parks and Recreation Advisory Board voted nine (9) for and none (0) opposed to adjourn the meeting at 7:35 p.m.
The motion carried unanimously.
