August 15, 2022 3:00 PM City Hall Bush 4141 Community Room College Station, TX Page 1 Notice is hereby given that a quorum of the meeting body will be present in the physical location stated above where citizens may also attend in order to view a member(s) participating by videoconference call as allowed by 551.127, Texas Government Code. The City uses a third- party vendor to host the virtual portion of the meeting; if virtual access is unavailable, meeting access and participation will be in-person only. 1. Call meeting to order and consider absence requests. 2. Hear Visitors. At this time, the Chairperson will open the floor to in-person visitors wishing to address the Board on issues not already scheduled on today's agenda. An individual who wishes to address the Board in person regarding any item on the agenda shall register with the Board Secretary prior to 12 p.m. on the day of the meeting. To register, the individual must provide a name and phone number by calling 979.764.5044 or emailing gfuentes@cstx.gov prior to 4 p.m. To submit written comments to the Board, email gfuentes@cstx.gov and they will be distributed to the Board. The visitor presentations will be limited to three minutes in order to accommodate everyone who wishes to address the Board and to allow adequate time for completion of the agenda items. The Board will receive the information, ask city staff to look into the matter, or will place the matter on a future agenda for discussion. Dennis Jansen joined via Zoom video call. STAFF PRESENT:Assistant Director Molly Hitchcock, Transportation Planning Coordinator Jason Schubert, Bicycle, Pedestrian and Greenways Planning Administrator Venessa Garza, Mobility Planning Intern Leo Martinez, Administrative Support Specialist Kristen Hejny, Staff Assistant Tiffany Romero and Board Secretary Grecia Fuentes. AGENDA ITEM NO. 1: Call to Order and consider absence requests. Chairperson Cunha called the meeting to order at 3:00 p.m. There were no absence requests for consideration. AGENDA ITEM NO. 2: Hear Visitors. There were no visitors who requested to speak. AGENDA ITEM NO. 3: Agenda Items. AGENDA ITEM NO. 3.1: Consideration, discussion, and possible action to approve meeting minutes. Board Member Langlotz motioned to approve the minutes from March 21, 2022. The motion was seconded by Board Member Brimley and minutes were approved (6-0). AGENDA ITEM NO. 3.2: Presentation and discussion regarding the Bicycle, Pedestrian and Greenways Advisory Board calendar of upcoming meetings. May 16, 2022, at 3:00 p.m. AGENDA ITEM NO. 3.3: Presentation and discussion regarding an amendment to the Dockless Bike Share Program Ordinance. Ms. Garza reviewed state laws for electric bikes and scooters and local crash data as well as the status of Veoride and Blue Duck. Page 3 of 6 Changes to the City’s Dockless Bike Share Program Ordinance were proposed as follows: Changing the name from Dockless Bike Share Program to Shared Micromobility Allowing electric bicycles and scooters. Including language about an abandonment fee if an operator leaves without taking their devices. Defining geofence zones including a TAMU area and outside of TAMU. Locking devices to a bicycle rack or operator designated parking area. Requiring: o A 15-mph speed limit; o Rebalancing – when devices are left more than five days in one location; o Parking hubs – a minimum amount of micromobility devices that are maintained in one location; and o Cyber Liability Insurance to cover cyber-attacks, data breaches, etc. AGENDA ITEM NO. 3.4: Demonstration of Veoride sit-down scooters. The Board tested the scooters in the parking lot, to Thomas Park and back to City Hall. AGENDA ITEM NO. 3.5: Presentation, discussion and possible action regarding an amendment to the Dockless Bike Share Program Ordinance. The Board agreed and motioned in favor of the amendment, with the following concerns and proposed changes: Concerns with excluding operators from areas of the City and felt there should be overlap with the TAMU geofence in the City limits but not on TAMU property. Concerns with limited bicycle parking and the need for more in order for the ‘lock-to’ system to work. Board members were asked if one of them could come to the April 28th City Council meeting to represent the Board if Council had questions. AGENDA ITEM NO. 3.6: Presentation, discussion, and possible action regarding National Bike Month including the Cycle with Council event. The Board discussed the Cycle with Council event and agreed on the following: The date of event will be May 21, 2022, at 8 am at Stephen C. Beachy Central Park The route will have a turnaround at the water station stop Signs will be needed to direct riders along the route at each turning point Public Communications will be making signs to reuse every year Council Members, the Bicycle Police Unit, and bicycle shops will be invited to the event Board Member volunteers are needed The event will be cancelled if it rains Board members were invited to come to the April 28th City Council meeting to be a part of the May is National Bike Month Proclamation. AGENDA ITEM NO. 3.7: Presentation and discussion regarding an update on the Texas Department of Transportation’s Transportation Alternative Set-Aside Program grant applications. Page 4 of 6 City staff applied for two grants: George Bush Drive (FM 2347) Separated bike lanes o Estimated cost is $1.9 million – The City’s portion is $750,000 o Vertical barrier from Wellborn Road. to Texas Avenue o Notification of the approved grant came in November 2021 Harvey Mitchell Parkway (FM2818) Shared use path o Estimated cost is $794,671 – The City’s portion is $126,051 o 12 foot wide from Jones Crossing to Larry Ringer Library o Notification came in March 2022 o Funding for this project was through TxDOT’s Design Division using Statewide American with Disabilities (ADA) Pedestrian Program funds. The next steps for these are: George Bush Drive Separated Bike Lanes: o Design with Consultant o Construction by TxDOT o Bid in late 2023/2024 Harvey Mitchell Parkway: o Design and construction by TxDOT o Bid 2023 AGENDA ITEM NO. 3.8: Presentation and discussion regarding the following items related to biking, walking, and greenways: Bond Citizen Advisory Committee Meetings: Board member Langlotz gave an update on committee meetings including results from the public meeting. The Committee’s priorities will be presented at the April 28th City Council meeting. College Station Comprehensive Plan: Board member Langlotz reviewed the section of Chapter 6: Planning Horizon of the Comprehensive Plan. Future City Council Meetings: Off-street parking requirements will be discussed in June and may come to the Board depending on direction given by Council. AGENDA ITEM NO. 4: Discussion and possible action on future agenda items. A Bicycle, Pedestrian, and Greenways Advisory Board Member may inquire about a subject for which notice has not been given. A statement of specific factual information or the recitation of existing policy may be given.
