PARKS AND RECREATION ADVISORY BOARD AGENDA

Minutes
Staff Present:

1. Call meeting to order and consider absence requests. With a quorum present, the Parks and Recreation Advisory Board was called to order @ 6:00 p.m. on
Tuesday May 10, 2022. David Higdon, and Lisa Aldrich requested an excused absence. Upon a motion by David White and a second by John Polasek, the Parks
and Recreation Board voted six (6) for and none (0) opposed to approve the excused
absences. The motion carried unanimously.
2. Hear visitors. Sherry Frisk spoke about the Never Forget Garden project that is
going in at Veteran’s Park Memorial site. They are having a Pre-Memorial Day
fundraiser event on May 25 from 11 a.m.-1 p.m. at the American Pavilion that will
consist of speakers, food trucks and onsite tour.
3. Informational Items
3.1 Presentation, discussion and possible action by the Director of Parks and
Recreation on matters pertaining to the Board. Steve Wright was excited to
let the Board know that 8 Pickleball Court lines have been added to the existing
tennis courts at Bachmann Park. He added that you will need to bring your own
pickleball nets.
3.2 Presentation, discussion and possible action on Parks programs or events
highlighted by the board chairperson. Debe Shafer wanted to compliment
Activities Assistant Patrick Lewis and staff for the Shakespeare in the Park, A Mid-
Summer Night’s Dream performance by Blinn-Bryan Theater Troupe, that was held
at the Lick Creek Park. The event had face painting and crafts and was overall a
great event for the community.
3.3 Presentation and discussion on parks programs and events by Parks &
Recreation staff. Cheletia Johnson, Recreation Supervisor- Lincoln Center, spoke
about an exciting new program that is being offered this summer for the Summer
Day Camp participants at the Lincoln Recreation Center. Cheletia believes that
reading is very important, so she is implementing a summer reading program and
wants to get City Staff involved. This will be 8 weeks long, starting May 31st every
Monday – Thursday from 1:30-3. If interested, please contact the Lincoln
Recreation Center to sign up.
3.4 Report and discussion, concerning the current Parks Project Summary and
Dedications of Less Than Five Acres from Rusty Warncke. Rusty Warncke
went over his Project Summary Report. Informational item only and no action was
taken.
4. Regular Agenda
4.1 Presentation, discussion, and the possible approval of minutes from the
previous meeting. Upon a motion made by David White and a second by Ann
Hays, the Parks and Recreation Advisory Board voted seven (7) for and none (0)
opposed, to approve the minutes for April 12, 2022, as written. The motion
carried unanimously.
4.2 Presentation, discussion, and possible action on amendments to the
Parkland Dedication Ordinance. Michael Ostrowski, Director of Planning
presented this item. This item was discussed previously by the Parks and
Recreation Board on 10/12/21, and P&Z on 10/21/21, where both bodies
recommended approval. At the 10/28/21 and 3/24/22 City Council meetings, the
City Council requested some additional changes. Those changes have been
incorporated into the revised ordinance. Through a couple of City Council work
sessions, the City Council has directed staff to make several changes to the parkland
dedication requirements within the Unified Development Ordinance (UDO). While
there are several changes to the ordinance, they generally fall into the following
categories: 1. Zones, 2. credits, 3. appeals and 4. fees. Upon a motion by John
Polasek and a second by Don Hellriegel, the Parks and Recreation Board voted seven
(7) for and none (0) opposed to approve the amendments as written. The motion
carried unanimously.
4.3 Presentation, discussion, and possible action on increase adjustments to
Parks and Recreation User Fees and cemetery pricing. Kelly Kelbly
explained that the department is asking for a 5% increase across the board
for the next budget cycle. Finance Department has hired an outside firm to perform
an audit on all operating costs for programs. Once we get the analysis back it will
come back to this Board for review. Cemetery fees will only impact the standard
spaces since niche pricing was recently brought before Council. Upon a motion by
Don Hellreigel and a second by Madeline Giroir, the Parks and Recreation Advisory
Board voted seven (7) for and none (0) against to approve the 5% increase as
written. The motion carried unanimously.
5. Presentation, possible action, and discussion on future agenda items: Naming the Lick Creek Nature Center after Gary Halter.
6. Items of Community Interest. None.
7. Adjourn. Upon a motion made by John Polasek and second by Madeline Giroir, the
Parks and Recreation Advisory Board voted seven (7) for and none (0) opposed to
adjourn the meeting at 7:11 p.m. The motion carried unanimously.
