Brazos County Commissioner’s Courtroom 200 South Texas Avenue Bryan, TX 77803 AGENDA 1) Welcome and Open Meeting -Pledge of allegiance to the United States and Texas Flags and Invocation. 2) Public Comments Regarding Items Not on the Agenda -Individuals who wish to address the Policy Board must fill out a Public Comment Card describing the topic(s) they wish to address. Public comment cards may be obtained from Lisa Lyon of the MPO staff prior to the start of the meeting. Please limit your comments to three minutes per topic. 3) Approval Of Minutes from the February 2, 2022 Policy Board Meeting -Consider adoption - Action Required. (See attachment.) 4) Approval of Minutes from the Special March 7, 2022 Policy Board Meeting -Consider adoption – Action Required. (See attachment.) 5) Staff Report • Regional Access Management and Traffic Impact Analysis Standards • New Census Bureau Urban Area Criteria • Major Thoroughfare Concept Amendment Process • Safe Streets and Roads For All (SS4A) Discretionary Grant Opportunity • Multiple Use Agreements on Public Rights-Of-Way 6) Metropolitan Transportation Plan Amendment Three -Federal Highway Administration is requiring that our MTP be amended to show total project costs in our Fiscally Constrained tables. Total project costs are shown in the Transportation Improvement Program (TIP) and include preliminary engineering, right-of-way purchase, construction engineering, indirect costs, bond financing (if applicable), change orders and contingencies, in addition to construction costs. Working with TxDOT Bryan District staff, it was determined that the additional costs of design, right-of way and other items equates to 15-25% of construction costs. To meet the requirement to show total project costs and improve overall transparency, staff recommended two changes to the Technical Advisory Committee (TAC). First, in the fiscally constrained project table that two columns be added. The first column is Additional Project Funding Provided By Others which covers the non-construction costs. The second column Policy Board Agenda Wednesday, June 1, 2022 at 9:00 A.M. Page 2 is Total Project Costs which adds construction and non-construction costs. Second, text was added to Chapter 6C to explain what the non-construction costs are and that the MPO is using 20% of construction costs to reflect additional funding needed to deliver projects. The TAC has recommended the two changes to the Policy Board for adoption and staff has conducted the required 30-day public comment period. Action Required. (See attachments.) 7) FY 2021 – FY 2024 Transportation Improvement Program Amendment Five -Brazos Transit District is requesting that the TIP be amended for FY 2022, FY 2023 and FY 2024 to reflect revised funding amounts for operating assistance and paratransit services. These adjustments are necessary to reflect an increase in funds being received by BTD. In addition, BTD is requesting an amendment to reflect the purchase of cameras for their buses. The TAC has recommended the amendment to the Policy Board for adoption and staff has conducted the required 15-day public comment period. Action Required. (See attachment.) 8) Presentation on Brazos Transit District Operations -Wendy Weedon, Deputy CEO/General Manager of Brazos Transit District, will provide information on the BTD system operations and plans. 9) Adjourn
