Call to order and Roll Calla The meeting was called to order with a quorum present at 7:00 p.m. 2. Possible action concerning requests for absences of members; There were no absence requests submitted. 3e Hear visitors: Hearing none, this item. was closed. 4. Consideration, possible aDDroval, and discussion of minutes from the, meeting of October 11. 2011: George Jessup made a motion to approve the minutes as submitted, and Sherry Ellison seconded the motion. The vote was called. All were in favor, and the motion passed unanimously. 5. Consideration. possible action, and discussion concerning the concept for Castleaate Park II: Pete Vanecek, Senior Park Planner, reported on the concept for Castlegate Park U. Discussion followed. This was an informational item only, and no action was required. Shane Wendel made a motion to approve the concept as presented, and George Jessup seconded the motion. The vote was called. All were in favor, and the motion passed unanimously. 6. Update on the Flavor"s Council on Wellness: Peter Lamont, Recreation Supervisor, reported on this item. (My park is my gym - possibly to incorporate athletic equipment into the parks) This was an informational item only, and no action was required. 7. Report and discussion concernina the Priority of Use Tier System: David Schmitz, Director, reported on the Priority of Use Tier System. This was an informational item only, and no action was required. B. Discussion and possible action concerning the Parks an Rk�ation Advisgry Board Goals for iFY12P The Board postponed this ;to the next meeting. This was an informational item only, and no action was required. 9. Update and discussion reaardina the Brazos Vallev Senior Games. Don Barber, President for Brazos Valley Senior Games, reported on the Brazos Valley Senior Gamesh reported that this years Senior Games turned out to be a perfect storm, with H tendance. He reported that many seniors are involved in the games and it is a serious function for them. Unfortunately, due to the National games being held a few weeks after the State Games in College Station, the attendance for the Brazos Valley Games was poor. Furthermore, their debt is still present from the games, and there is not enough money to pay the debt. The Brazos Valley Senior Games has been directed that they will have to either resolve the games or find another entity to sponsor them. Mr. Barber reported that volunteers are there, and can be brought back to the table. He said that the Brazos Valley Senior Games needs help, asking if there was an interest in College Station Parks and Recreation being a sponsor. Discussion followed. David Schmitz, Director, reported that the department would definitely be interested in hosting the Senior Games, He mentioned that instead of the name being Brazos Valley Senior Games, then maybe it could revised to College Station Senior Games. Jon Denton, Chair, mentioned that forming a subcommittee of the Board to discuss this issue further was necessary. George Jessup, Fred Medina, and Jon Denton all volunteered to be a part of the Senior Games sub -committee. The sub -committee will meet prior to the next regular board meeting, and will report updates for the rest of the Board members. The Parks and Recreation Department accomplishes this task both through direct service provision and by facilitating outside organizations. These direct service and outside organizations can include, but are not limited to: ® Parks and Recreation Department youth or adult sports programs o College Station Independent School District sports programs ® Sanctioned state, regional or national athletic tournaments ® Youth or adult recreational sports groups • Youth or adult competitive sports groups ® Non-resident sports participants or groups In order to insure that the services that are central to the Parks and Recreation Department mission receive priority in facilities, the following methodology has been developed. 1. Programs offered by City or outside agencies considered to be Core Programs — These are programs that provide a benefit primarily to the general community including City and CSISD programs as well as City and CSISD sponsored state, regional or national athletic tournaments. 2. Programs offered by City or outside agencies considered to be Tier 1 Programs — These are programs that provide a benefit to the community but also include an individual benefit to the participant. 3. Programs offered by City or outside agencies considered to be Tier 2 Programs — These are programs that provide primarily a benefit to the individual with little or no benefit to the community at large. 4. Programs offered by City or outside agencies considered to be Tier 3 Programs — These are programs that provide a benefit to non-residents with Tattle or no benefit to the community at large. Determination of program level: Core Programs, Tier 1 Programs, Tier 2 Programs, or Tier 3 Programs, will be made by the Parks and Recreation Advisory Board. In order to preserve a safe playing environment, field usage may have additional limitations placed to ensure integrity of the field and safety of the users as determined by the City, including multi -use athletic playing fields being limited to the following playing requirements: ® Sand Based Field _ 12 hours per week usage o Veterans Park and Athletic Complex Native Soil Field - 21 hours per week usage o Central Park o Southwood Valley Athletic Park Baseball and softball fields will be evaluated as needed based upon the physical condition of the playing surfaces of both the infields and outfields. Emergency operations shall supersede all scheduled facilities usage. Cali to order The meeting was called to order at 10:02 a.m. by Joanna Yeager, Chairman 1I. Hear visitors Amy Atkins was introduced as the new Assistant Director, Parks and Recreation Department. Members of the Senior Advisory Committee introduced themselves. Ms. Atkins presented to the committee a conceptual plan of a new senior living facility with multifamily and/or townhomes planned on 18 acres behind the Southwood Community Center. The plan includes medical, office and commercial space. Ms. Atkins informed the board that the developers will be making a formal presentation to the Parks and Recreation Advisory Board meeting on November 8;h at 7:00 pm at the Wolf Pen Creek Green Room. The committee was invited to attend to learn more. III. Approval of minutes from regular meeting on September 26, 2011 Frank Duchmasclo made a motion to approve the minutes as presented from the September 26, 2011 meeting. Robert Meyer seconded the motion. The motion passed unanimously. IV. Discussion, consideration and possible action concerning patio project at Southwood Community Center. Joanna Yeager recognized Ron Silvia who presented a donation of $200.00 to Southwood Community Center from the College Station Noon Lions Club. Mr. Silvia expressed his appreciation to Mr. Frank Duchmasclo who visited with the organization and asked for their support. Mr. Duchmasclo reported that he had met with staff to discuss the patio project. Staff prepared an itemized list of cost estimates for construction of the patio area and included a shelter, picnic tables, benches, soil bore reports, landscaping and irrigation for a total cost of $71,364. The committee will continue looking for ways to fund the project. V. Discussion, consideration and possible action concerning program sub- committee report regarding upcoming programs and. events Marci Rodgers reported that the sub -committee met on October 12th to discuss the November Calendar for Southwood Community Center. The calendar was presented to the committee for review. Highlights for next month include: The "Walk to End Alzheimer's at Wolf Pen Creek on November 5; a five week diabetes class, line dancing on Tuesdays and Fridays, AARP Driver Safety Class and free movie and popcorn "Pearl Harbor" on November 17th at 1:00 pm. Also, a shuttle will be available from Southwood to the Conference Center on November 16 for the Exploring History Lunch/Lecture series. Also, a Christmas Open House at Southwood is planned for Wednesday, December 14th from 10:00 — 12:00 noon. The next meeting of the sub -committee will be on Tuesday, November 15th at 9:00 a.m. VI. Discussion, consideration and possible actions concerning goal sub -committee report (report on file) Robert Meyer reported that he along with Jon Denton, Frank Duchmasclo, Pat Vanderboom and Marci Rodgers met on October 25th to discuss goals for the Senior Advisory Committee. Four goals were presented: 1) Establish a permanent Senior Center for College Station; 2) Continue to develop senior programs at Southwood Community Center; 3) Promote healthy lifestyle programs for seniors and 4) Complete the Patio Project at Southwood Community Center. .Ton Denton made the motion to adopt the goals presented. E.E. Burns seconded the motion. The motion passed unanimously. The goal committee will meet again in November to discuss action steps for each goal. VII. Presentation, possible action and discussion on Senior Services Coordinator Deport regarding upcoming programs and events (report on file) The staff is currently gathering information for the Spring Activity Guide. The November calendar will be available on the city website and all members of the Southwood Community Center will receive a copy by e-mail. VIII.
