The meeting was called to order at 7:07 p.m.
I. Discussion and Consideration of Parkland in Zone 2: Ric displayed a map of the
land located adjacent to the Madeley property. A copy of the draft letter to council
written by Elizabeth was handed out for review, as well as the draft letter that was revised
by Bob. After further discussion the board proceeded with the recommendation that
Council acquire the land adjacent to the property before it is purchased and developed by
someone else. Bridgette typed the revised letter and all board members present signed the
letter. A copy of the letter is attached.
II. Adjourn: The meeting adjourned at 7:43 p.m.

SUBJECT: Items of Interest
1. HELLO DOLLY Youth Theater Production: This summer when most area teenagers
were busy improving their tans, hanging around with their friends or just "taking it
easy", 42 aspiring teen performers were engrossed in creating a little "magic!".
The result of their effort was a monumental production of the classic musical Hello
Dolly. The five performances took place July 10-13, at Willow Branch auditorium.
The production was attended by over 2,500 patrons who were totally entranced
and impressed by what the youths of our area are capable of creating. The adult
staff included many city employees and the kids' enthusiasm was contagious for all
involved.
2. The 1997 Division A Girl's State Fast Pitch Softball Tournament held in
Bryan/College Station on July 11-13 was a great success. We had a total of 92
teams -- 25 in the 18U, 23 in the 16U, 21 in the 14U, and 23 in the 12U. A total
of 184 games were played on 10 fields. The tournament saw 2,260 people come
into town, resulting in a significant economic impact for the community. The
Men's Fast Pitch State/Regional Championships were held at Central Park Softball
Complex August 1-3, 1997, with 25 teams participating. A total of 64 games were
played beginning Friday evening at 8:30 p.m. and finishing Sunday at 7:00 p.m.
There was a positive economic impact of over $220,000 as a result of this event.
On August 20-24, 1997, the ASA Men's 40+ Fast Pitch Nationals will come to
B/CS with 70-80 teams expected. This October we will be bidding for 1998 Texas
ASA State Tournaments at the annual state meeting in Tyler, Texas. In November,
we will be bidding for 1999 ASA National Tournaments at the national meeting in
Nashville, Tennessee.
3. The Parks & Recreation Department will conduct a tour for new and current board
members to various sites within the city. The tour is set for Tuesday, August 19, at
7:00 a.m. starting at Central Park. Breakfast will be served. Please dress
comfortably.

4. The Wayne Smith Baseball Complex designs are complete and the project has
been bid twice. On both occasions, bids have come in higher than the budgeted
amount. Staff, the architect, and the low bid contractor have worked to bring the
project within budget. Changes in the parking lot paving, concession/rest room
building specifications, and the parking lot area lighting, have resulted in sufficient
reductions to bring the project to be within budget. The item will be presented to
the City Council for possible approval during the August 28, 1997 regular meeting.
Construction should begin in September. The fields may not be ready for the 1998
season due to the delay.
5. The first annual "Hollidazzle" Expo is scheduled for Tuesday, August 12th at the
College Station Hilton. This event is free to the public and will feature numerous
booths, exhibitors and decorating seminars for those wanting to improve, enhance
and expand their holiday decorating and entertaining ideas. The expo will run
from 10:00 a.m. to 8:00 p.m. It is sponsored by both Parks & Recreation
Departments along with the Arts Council of Brazos Valley, the Hotel/Motel
Association, the Restaurant Association and the Chamber of Commerce
Convention and Visitors Bureau.
6. The Creative Tourism Strategies report is now complete and the process of
implementation has begun. This report was initiated in response to a City Council
issue and was facilitated by the Texas Agricultural Extension Service and the TAMU
Department of Recreation, Parks and Tourism Sciences Department. The report
lists 79 individual "strategies" to enhance tourism in the local area. These
strategies were developed from input received during several interactive workshops
and meetings conducted over the past nine months. Participation included
representation from throughout Brazos County and the focus was on a county -wide
approach to tourism. The City Council has appointed a "project support team" to
help coordinate the implementation of these strategies over the next five years.
The Parks & Recreation Department is charged with the administrative support of
this process.
7. Privatization of concession operations has been submitted with the FY 1998
budget request. If approved, all concession operations in city parks will be bid out
to private vendors in the future. We plan to solicit proposals in September and
take a recommendation to the City Council in October. Actual operations will
commence in 1998. This change will allow for the reallocation of existing
resources for the enhancement of teen programming.
8. The Teen Advisory Board has been active during the past month. They have
scheduled two sessions of rock climbing at the TAMU Rec Center, held several
"splash bashes" at Adamson Lagoon and are organizing a back to school social.
Also, they are working on CPR classes as well as a job skills program that will
teach them how to interview for a job, write a resume and other related
information. In addition, they are interested in future camping trips, skating parties
and other special activities that can be scheduled.
9. The annual Street Rod Run & Oldies Concert is scheduled for the weekend of
August 16th. The rod run is sponsored by the local Bluebonnet Street Rodders
club and will feature over 100 pre-1973 custom cars and trucks. These vehicles
will be on display at Central Park Saturday and Sunday. Also, an oldies concert
will be held at the Wolf Pen Creek Amphitheater starting at 7:00 p.m. Saturday
night, featuring Gary Lewis and the Playboys along with two other bands. This is a
great time to get out and see some fantastic cars and listen to your favorite tunes
from the 50's and 60's.

recommended HSI Architects of Bryan to the City Council. The City Council approved
this selection. The contract was signed in early February 1996 and the initial meeting
with staff took place on February 27. Designs were completed and have been bid twice
with the last being July 24, 1997. On both occasions bids have come in higher than the
budgeted amount. Staff, the architect, and the low -bid contractor have worked to bring
the project within budget. Changes in the parkling lot paving, concession/rest room

Following this letter are three drawings showing the revised conservation area for the
Navasota Ladies Tresses, relating to the College Station Highway 40 project.
The conservation area was designed by Kathy Parker of Tejas Ecological Services and
Glenn Laird of Rust Lichliter/Jameson Environment & Infrastructure, following several
days of on site inspection of the property. The total area is 35.78 acres.
Included within the conservation easement and shown on the attached drawing, is a 30'
access easement for hike and bike trails. The route on the perimeter of the conservation
will be compatible with the preservation of the Navasota Ladies Tresses.
Subject to resolving the terms of the easement and the acquisition of the easement, the
design of the 35.78 acres conservation easement and the designated hike and bike trails,
is acceptable to me as the landowner.
Please give me a call after you have had a chance to review the attached drawings.

It was my intention to address the city council on July 24th regarding the Bee Creek drainage project, but
a dead automobile battery at the last minute prevented me from attending that meeting. As an alternative, I
hope you will allow me to make a few written comments regarding the drainage plan.
As a College Station resident and homeowner, my interests in the Bee Creek drainage project are
probably the same as yours and almost everyone else: (1) to provide affected homeowners with flood and
erosion relief, (2) to protect the Brazos County Arboretum, and (3) to do all that in the cheapest way possible.
I do not believe those are mutually exclusive goals.
It is true that only a minority of homeowners is directly threatened by flooding. And it is true that
nobody forced them to build or buy home in the flood plain. It is also true that this is going to be an
expensive project —an average of more than $58,000 per home in the flood plain according to the least
expensive option recommended in the master plan. It might be worth noting that my house cost less than that
when it was new.
Nevertheless, I believe that providing these drainage benefits is the right thing to do. As a community, we
need to protect minorities, even if they are pretty well off, and do what we can to help our neighbors.
I also believe that we need to do everything possible to protect the Brazos County Arboretum. It was said
at the meeting on July 17th when the Bee Creek drainage plan was presented at the College Station
Conference Center that the arboretum isn't worth anything —it's only a -breeding place for mosquitoes. The
truth is, of course, that we wouldn't be in the fix we're in today if more of the flood plain had been protected
in the first place. Flood plain wetlands are sponges that absorb floods. We keep getting that lesson, but we
never seem to learn it.
Some homeowners at the July 17th meeting also expressed their dismay at the possibility that the
proposed drainage corridor might become part of a system of greenways and bikeways; they expressed their
reservations about having people walking and biking in the vicinity of their backyards. It probably isn't
necessary for me to point out that the arboretum is an important part of our collective backyard —the College
Station park system.
If you take a walk through the arboretum, you will see that it is underutilized and poorly managed. I'm
pretty sure that no one in the Parks and Recreation Department has ever looked up the definition of
arboretum in the dictionary, and I'm pretty sure they don't understand the concept. In any case, the Parks and
Recreation Department has a poor record and less credibility in the management of park resources of that
kind.
Nevertheless, the arboretum is there, and it has unfulfilled potential for education and recreation, not to

doubt know, Anderson was mayor of College Station from 1966 to 1971, and a previous city council thought
enough of his service to dedicate the arboretum to his memory.
At some point, it becomes a matter of. honor as .to whether or not we live up to commitments of that
kind. As a matter of policy and principle, no existing park should be encroached upon or altered in any way
for any other use unless there is an immediate danger to life. and property and there are no other alternatives. I
do not believe that argument has yet been made in the case of the Brazos County Arboretum.
In describing the character of American cities, the British }onrnalist, Simon Hoggart, said that, "In
Washington, the first thing people tell you is what their job is. In Los Angeles you learn their star sign. In
Houston you're told how rich they are. And in New York they tell you what their rent is_" College Station has
never had an abundance of charm and character, but let's hope that we never get to a point where the first
and most important thing we tell people about the city is. that we. ha'e.great drainage ditches.
