1. Call to Order and consider absence requests.
With a quorum present, the Citizen’s Bond Advisory Committee was called to order by Chair
David Higdon at 6:01 p.m. on Monday, March 28, 2022, in the Council Chambers of the City of
College Station City Hall, 1101 Texas Avenue, College Station, Texas 77842.
2. Agenda Items
2.1 Presentation, discussion, and possible action on minutes for the February 28, and March

Bill Mather made a motion to approve the minutes of the February 28 meeting. Fred Dupriest
seconded the motion.

Fred McClure made a motion to approve the minutes of the March 7 meeting. Bill Mather
seconded the motion.
2.2 Public comment on potential capital projects.
There was no public comment.

2.3 Presentation, discussion, and consideration of future capital projects.
Jeff Kersten, Assistant City Manager, presented the results of the citizen surveys and committee
ranking of projects. Debe Schafer was then asked to present the results of the Parks and Recreation
Boards ranking of the projects which related to parks. Then Chairman Higdon asked the committee
to share the thought process each member used in ranking the projects. The committee considered
and discussed the projects suggested through citizen comment. The Chairman then asked each
committee member to select the ten projects they would rank as their lowest priority through a
secret paper ballot. These projects will be considered the lowest priority in the committee’s
suggestions to the College Station City Council. These projects ranked from lowest priority to
highest are:
Town Lake Drive Extension (19 votes)
Military Heritage Center (15 votes)
Recreation Center (14 votes)
Birding Initiatives and Facilities (13 votes)
Northgate Entertainment District (13 votes)
Aquatic Center (add on to Rec Center) (13 votes)
Luther Street Widening (12 votes)
Nimitz Street Rehabilitation (12 votes)
Roundabout Improvements (12 votes)
Fun For All Playground Phase 3 (10 votes)
