The city uses a third-party vendor to help host the meeting and if the call-in number is not functioning access will be through the internet link only. 1.Call meeting to order and consider absence requests. 2.Hear Visitors. At this time, the Chairperson will open the floor to citizens wishing to address issues not already scheduled on today's agenda. Each citizen’s presentation will be limited to three minutes in order to allow adequate time for the completion of the agenda items. Comments will be received and city staff may be asked to look into the matter, or the matter may be placed on a future agenda for discussion. A recording may be made of the meeting; please give your name and address for the record. 3.Agenda Items 3.1.Consideration, discussion, and possible action to approve meeting minutes: Attachments:1.January 24 2022 Minutes 3.2.Presentation and discussion regarding the Bicycle, Pedestrian, and Greenways Advisory Board calendar of upcoming meetings. March 21, 2022 ~ Bicycle , Pedestrian, and Greenways Advisory Board Meeting at 3:00 p.m. 3.3.Presentation, discussion, and possible action regarding National Bike Month including the Cycle with Council event. 3.4.Presentation and discussion regarding the following items related to biking, walking, and greenways: Bond Citizen Advisory Committee Meetings College Station Comprehensive Plan Future City Council Meetings 4.Discussion and possible action on future agenda items. A statement of specific factual information or the recitation of existing policy may be given. Any deliberation shall be limited to a proposal to place the subject on an agenda for a subsequent meeting. 5.Adjourn. Adjournment into Executive Session may occur in order to consider any item listed on the agenda if a matter is raised that is appropriate for Executive Session discussion. STAFF PRESENT:Bicycle, Pedestrian and Greenways Planning Administrator Venessa Garza, Administrative Support Specialist Kristen Hejny and Board Secretary Grecia Fuentes. AGENDA ITEM NO. 1: Call to Order and consider absence requests. Chairperson Cunha called the meeting to order at 3:01 p.m. There were no absence requests for consideration. AGENDA ITEM NO. 2: Hear Visitors. There were no visitors who requested to speak. AGENDA ITEM NO. 3: Agenda Items. AGENDA ITEM NO. 3.1: Consideration, discussion, and possible action to approve meeting minutes. Board Member Langlotz motioned to approve the minutes from November 15, 2021. The motion was seconded by Board Member Jansen and minutes were approved (4-0). AGENDA ITEM NO. 3.2: Presentation and discussion regarding the Bicycle, Pedestrian and Greenways Advisory Board calendar of upcoming meetings. Monday, February 21, 2022, at 3:00 p.m. The meeting will be held in person. AGENDA ITEM NO. 3.3: Presentation, discussion, and possible action regarding a recommendation on sidewalk project priorities. Ms. Garza presented an overview of the list of sidewalk projects based on the Board’s desire to further prioritize the top list of projects. There was general discussion amongst the Board regarding the level of priority for certain items. The Board suggested to keep items in the same order with the following change: Page 3 of 5 #11 Foster Avenue 1 – Move up to #2 on the list. Since sidewalk improvements have already been added to the City Hall site and there are a lot of bikers and walkers that use the corridor. AGENDA ITEM NO. 3.4: Presentation, discussion, and possible action regarding National Bike Month and the Cycle with Council event. There was general discussion amongst the Board regarding the date and potential bike route for the event. Some suggestions included: The preferred event date is May 21st, if possible, based on park availability. Other dates mentioned in priority order – May 7th then May 28th. Goals: o Raising awareness, safety and education including: Bicycle safety checks – possibly with local bike shops Helmet expiration education Signage along the route Introducing new locations with varied rides each year Have about a 5-mile loop with an inner loop for younger riders Reach out to the following to increase participation: o Bicycle shops o Schools o College Station Police Department o Food trucks? Bike routes discussed and considered: o Around Wolf Pen Creek Park and Central Park o Starting at City Hall o Starting at the Scott and White Parking lot to Lick Creek Greenway Trail The date for the proclamation needs to be determined. AGENDA ITEM NO. 3.5: Presentation and discussion regarding items on future City Council meetings related to biking, walking and greenways. Next Council meeting is Thursday January 27, 2022 – Jason Schubert will be presenting on traffic congestion and mobility issues. Board appointments will be held that day and notifications will be sent Friday, January 28, 2022. AGENDA ITEM NO. 4: Discussion and possible action on future agenda items. A Bicycle, Pedestrian, and Greenways Advisory Board Member may inquire about a subject for which notice has not been given. A statement of specific factual information or the recitation of existing policy may be given. Any deliberation shall be limited to a proposal to place the subject on an agenda for a subsequent meeting. In March or April, the Board will potentially meet at the new Lick Creek Greenway Trailhead and Parking Lot and test out Veoride’s sit-down scooters. In preparation for the February meeting, Board members were asked to test out the bike route discussed from Central Park to Wolf Pen Creek Amphitheater and provide feedback for the Cycle with Council event route.
