June 21, 2021 3:00 PM 1101 Texas Avenue College Station, Texas 77840 College Station, TX Page 1 *The City uses a third­party vendor to help host the meeting and if the call­in number is not  functioning access will be through the internet link only.      1.Call meeting to order and consider absence requests.        2.Hear Visitors.     Speaker Protocol: An individual who wishes to address the Board regarding any item on the Regular  Agenda, shall register with the Board Secretary prior to 12 p.m. on the day of the meeting. To  register, the individual must provide a name and phone number by calling 979.764.5044 or emailing  gfuentes@cstx.gov prior to 12 p.m. To submit written comments to the Board, email  gfuentes@cstx.gov and they will be distributed to the Board. Upon being called to speak, an  individual must state their name and city of residence, including the state of residence if the city is  located out of state. Speakers are encouraged to identify their College Station neighborhood or  geographic location. Each speaker's remarks are limited to three (3) minutes. Any speaker  addressing the Board through the use of a translator may speak for six (6) minutes. At the (3) minute  mark, the Board Secretary will announce that the speaker must conclude their remarks.     3.Agenda Items     3.1.Consideration, discussion, and possible action to approve meeting minutes. There was general discussion amongst the Board. AGENDA ITEM NO. 3: Hear Visitors. There were no visitors who wished to speak. AGENDA ITEM NO. 4 AGENDA ITEM NO. 4.1: Consideration, discussion, and possible action to approve meeting Minutes. Board Member Brooker motioned to approve the minutes from November 16, 2020. The motion was seconded by Board Member Chmelar and was approved (5-0). AGENDA ITEM NO. 4.2: Presentation and discussion regarding the Bicycle, Pedestrian, and Greenways Advisory Board calendar of upcoming meetings. Tuesday, April 20, 2021 – Joint Meeting with the Council Transportation Mobility Committee – Virtual Meeting - 3:30 p.m. There was general discussion regarding upcoming board meeting. Bicycle, Pedestrian, and Greenways Planning Administrator Garza stated that the agenda will be a full agenda with a Page 3 of 7 review of bicycle pedestrian activity, Capital Improvement Projects related to biking and walking, bicycle friendly community designation, and separated bike lanes. Board Member Higdon requested an item on safety pylons along the Penberty Boulevard/Jones Butler Road corridor. Bicycle, Pedestrian, and Greenways Planning Administrator Garza stated that this item is currently on a future agenda. AGENDA ITEM NO. 4.3: Presentation and discussion regarding the Bicycle Friendly Community Designation. Bicycle, Pedestrian, and Greenways Planning Administrator Garza presented this item to the Board. Chairperson Cunha asked if anyone has reached out to the International Leadership of Texas (ILT) school to ask if they would like bicycle instruction on their campus. Bicycle, Pedestrian, and Greenways Planning Administrator Garza stated that no contacts have been made with the ILT. Board Member Langlotz asked if there are any current conversations about any safe passing local ordinances. Bicycle, Pedestrian, and Greenways Planning Administrator Garza explained that many safety habits are hard to enforce, suggesting educational tools and funds for signage. Board Member Brooker stated that a previous meeting discussed enforcement issues from a Police Department standpoint. Chairperson Cunha asked for the minimum requirements for a council led bike ride. Bicycle, Pedestrian, and Greenways Planning Administrator Garza stated that the Council led bike ride could coincide with a proclamation for bike month. There was general discussion amongst the Board regarding bike to work day, and other bicycle friendly events. AGENDA ITEM NO. 5: Possible action and discussion on future agenda items – A Bicycle, Pedestrian, and Greenways Advisory Board Member may inquire about a subject for which notice has not been given. A statement of specific factual information or the recitation of existing policy may be given. Any deliberation shall be limited to a proposal to place the subject on an agenda for a subsequent meeting. Board Member Langlotz requested an update on the proposed safe passing ordinance. There were no visitors who wished to speak. AGENDA ITEM NO. 3 AGENDA ITEM NO. 3.1: Presentation, discussion, and possible action regarding the Texas Department of Transportation (TxDOT) Transportation Alternatives Grant Program. Bicycle, Pedestrian, and Greenways Planning Administrator Garza presented this item to the Committee and Board. Two projects are proposed for submission for funding. On-street separated bike lanes along George Bush Drive from Wellborn Road to Texas Avenue and a shared-use path along Harvey Mitchell Parkway from Waxwing Lane to the Larry Ringer Library. There was general discussion amongst the Board and Committee. AGENDA ITEM NO. 3.2: Presentation, discussion, and possible action regarding Separated Bike Lanes. Bicycle, Pedestrian, and Greenways Planning Administrator Garza presented this item to the Committee and Board. Ms. Garza explained the different types of separated bike lanes including on-street, off-street (sidewalk level), and shared-use paths; and types of vertical barriers to be Page 5 of 7 considered for on-street separated bike lanes including posts, wheel stops, low bumps, planter boxes, bollards, concrete barrier, and concrete medians. Councilmember Brick asked if putting something higher than the small concrete curb would be a better option. Board Member Higdon asked if Penberthy Drive is considered a Major Arterial road category. Transportation Planning Coordinator Schubert clarified that Penberthy Drive is a Minor Arterial roadway. Chairperson Cunha expressed support of shared-use paths, stating that vehicles are unable to park on it. Board Member Brooker expressed support of the bicycle facilities, stating that they serve purposes for both bicyclists and runners. Mayor Mooney expressed support of wider sidewalks as seen in a different city, as an off-street separated bike lane. Chairperson Cunha asked about the affordability category. Bicycle, Pedestrian, and Greenways Planning Administrator Garza stated that the affordability category focused on installation costs. Councilmember Nichols requested clarification on the concrete median and wheel stop options and their use of asphalt. Bicycle, Pedestrian, and Greenways Planning Administrator Garza stated in conversations with the Public Works department, there are discussions in regards to the permanency of the product. Chairperson Harvell asked for the height on the concrete median. Bicycle, Pedestrian, and Greenways Planning Administrator Garza stated that staff would explore further, but at least six inches would be preferred. There was general discussion amongst the Board and Committee. Chairperson Harvell asked for the time frame on finalizing separated bike lanes. Bicycle, Pedestrian, and Greenways Planning Administrator Garza stated that there is not a timeline, but an update will be shared within the next six months. Councilmember Nichols asked if staff must specify favorite corridors in the grant application process. Bicycle, Pedestrian, and Greenways Planning Administrator Garza stated that projects have already been selected and TxDOT will prioritize all projects submitted statewide based on set criteria. AGENDA ITEM NO. 3.3: Presentation, discussion, and possible action regarding National Bike Month. Bicycle, Pedestrian, and Greenways Planning Administrator Garza and Chairperson Cunha presented this item to the Committee and Board. Chairperson Cunha gave updates on the Council led bicycle ride to be held on May 22, 2021. There was general discussion amongst the Board and Committee regarding the bicycle route and bike to work day. AGENDA ITEM NO. 3.4: Presentation, discussion, and possible action on traffic operations videos. Traffic Engineer Rother presented traffic videos to the Committee and Board. AGENDA ITEM NO. 3.4: Updates from the Chamber Transportation Committee Chairman. Page 6 of 7 Chairperson Nichols presented updates on the Chamber Transportation Committee.
