Present: Louis Hodges - U Marilyn Randall -  Sherry Frisk - E Gerald Burgner -  William Wright -  Shirley Dupriest -  Thomas Smith - E Julie Schultz - U David Fujimoto -  Linda Harvell; City Council - E Kelly Kelbly; Interim Director-  Cory Raney; Staff Assistant II -  • Called to order and announced a Quorum at 4 p.m. by Gerald Burgner. • Thomas Smith and Sherry Frisk made a request for absence. Marilyn Randall made a motion to accept the absence request. David Fujimoto, second the motion. The vote was called, all were in favor, and the motion was passed unanimously. • William Wright made a motion to approve the October minutes. Marilyn Randall, second the motion. The vote was called, all were in favor, and the motion was passed unanimously. • Beatrice Saba is a requested visitor for the artifacts being possibly stored at the Larry Ringer Library. The discussion will be noted under “Artifacts: Where Are They?” Liana Vincent and her husband Johnny Vincent recently moved to 314 Pershing Ave in College Station from Houston. She was intrigued with the book of historical homes within College Station. She made an Instagram account with posts of historic homes. On her posts she gives information about the home and a little about its history. She stated the homes that are not in the book could have their picture and history about the home on the Instagram page with permission from the homeowner. Mrs. Vincent was previously a history teacher and thought the idea would be beneficial to the neighborhood. It will build an awareness for the younger generations on the history of homes within College Station. Mrs. Vincent suggested adding on to the historical home book for the homes that are not listed and adding their history. Gerald Burgner stated the historical home books were made for homes on TAMU campus. Marilyn Randall clarified they were homes on campus that professors lived in. William Wright stated any social media postings must first go through Jay Socol. HPC does not have approval to run a social media page. Mrs. Vincent stated if it is something the committee is interested in she is happy to help with the project. Gerald Burgner suggested continuing this discussion and adding it to December’s agenda. Shirley Dupriest will try and meet with Jay Socol and have more information for December’s meeting. Presentation, discussion, and possible action on the proposal for a Texas Historic Marker for Parkland Dedication in the City of College Station • CS Historical Project: Nothing to report. Gerald Burgner stated this discussion topic will be put on hold until further notice. • Cemetery Project: Nothing to report. Gerald Burgner stated this discussion topic will be put on hold until further notice. • Historic Marker Program: The 105th historic home marker was awarded last week. Gerald Burgner, Mayor Pro Tem Linda Harvell, Thomas Smith, and Mayor Karl Mooney were in attendance for the presentation. Kelly Kelbly is going to speak with Jay Socol about the home being posted on the City’s Facebook page. • HPC Website: Nothing to report. Gerald Burgner stated this discussion topic will be put on hold until further notice. • Removal process for historic markers: Gerald Burgner and Kelly Kelbly met with Leslie Whitten to discuss the process for removing historic marker or historic designation. Gerald Burgner stated the committee could meet a few times a year with complaints on homes that no longer need a historic marker/designation. Gerald Burgner stated the committee needs to establish a protocol on this process and make a motion for approval. There needs to be a uniform policy and requirements created, to be reviewed/approved by legal. Shirley Dupriest suggested having the meeting during the times the students are in town. The proposed meeting months are April and October. David Fujimoto stated the individual of the home in question should have a chance to bring information before the committee on why they should keep the marker/designation. He also suggested using a word other than “complaint”. To which Kelly Kelbly suggested, “opportunity for improvement”. When a concerning home is brought forward that is when the process for marker/designation removal will begin. If the committee is approached with a concerning home, the committee will deliberate on the opportunity for improvement. If all feel improvement is needed then a notice will be sent to the homeowner. Unless the home is no longer there, a notice will be mailed for the homeowner to respond. The homeowner will have 60 days to respond to said letter. Any corrections or concerns will need to be made within 90 days of receiving said letter. If there is no response withing the requested timeframe the historic designation will be removed from the home location. A letter will be sent to the homeowner requesting for the return of the plaque. This can only be made as a request and not a requirement according to the application. Gerald Burgner stated he will write a more formal process to what has been discussed. Once written he will present it to Leslie Whitten in legal. After speaking with legal he will present the finished document to the committee for a motion of approval. • Artifacts: Where Are They?: Visitor Beatrice Saba inquired about the possible artifacts to be stored or displayed at the Library. How big are the artifacts? How long will they need to be at the library? Will they need to just be stored at the library or displayed with descriptions? Shirley Dupriest mentioned the displays at the Busch Library and those types of setups. She stated she believes this is the idea Mayor Pro Tem Linda Harvell was thinking of. Gerald Burgner stated the purpose of the displays is to show others, even though College Station is new and growing there is still history to know about and learn from. Shirley Dupriest suggested having displays that will grab the attention of the younger demographics. Beatrice Saba stated if there were any further discussions or questions, she is happy to join another meeting. She is wanting to attract younger generations into coming to College Station and seeing the history and culture of the town. • Motion made to adjourn by Shirley Dupriest, second by William Wright, and carried by unanimous vote at 4:45 PM
