MINUTES
BICYCLE, PEDESTRIAN, AND GREENWAYS
ADVISORY BOARD
Monday, October 19, 2020 3:00 PM
Virtual meeting via Zoom
MEMBERS PRESENT: Chairperson Linda Harvell, Rebecca Brooker, Dennis Jansen, Kathy
Langlotz and David Higdon
MEMBERS ABSENT: Kyle LeBlanc
STAFF PRESENT: Bicycle, Pedestrian, and Greenways Planning Administrator Venessa
Garza, Assistant Director Molly Hitchcock and Board Secretary Robin

AGENDA ITEM NO. 1: Call to Order and consider absence requests
Chairperson Harvell called the meeting to order at 3:02 p.m.
AGENDA ITEM NO. 2: Hear Visitors.
There were no visitors who wished to speak.
AGENDA ITEM NO. 3.1: Consideration, discussion and possible action to approve
meeting Minutes.
Board member Higdon motioned to approve the minutes from May 18, 2020. The motion was
seconded by board member Jansen and was approved (5-0).
AGENDA ITEM NO. 3.2: Presentation and discussion regarding the Bicycle, Pedestrian,
and Greenways Advisory Board calendar of upcoming meetings.
• November 16, 2020 – Bicycle, Pedestrian and Greenways Advisory Board
meeting – 3:00 p.m.
There was general discussion regarding upcoming board meetings. Bicycle, Pedestrian, and
Greenways Planning Administrator Garza stated she would poll the board to determine if the
next meeting will be virtual, in person or a combination based on the committee members
comfort levels.
AGENDA ITEM NO. 3.3: Presentation and discussion regarding an update on the
following items:
• TAMU Bicycle Share Program
• Council Transportation Mobility Committee
Joe Brummer from VeoRide gave a presentation regarding an update on the TAMU Bicycle
Share Program. He stated that there have been almost 900,000 rides since January 2019 and
there has been a decrease of 82% in rides since last fall.
There was general discussion amongst the board regarding the TAMU Bicycle Share Program.
Chairperson Harvell requested Administrator Garza work with VeoRide and TAMU to write a blog
regarding the bicycle share program.
Bicycle, Pedestrian, and Greenways Planning Administrator Garza gave an update regarding the
Council Transportation Mobility Committee. She stated that the Transportation Committee met
in September and decided to keep the Transportation Committee and the Bicycle, Pedestrian,
and Greenways Advisory Board separate at this time. They are interested in having joint
meetings between the two groups.
AGENDA ITEM NO. 3.4: Presentation and discussion regarding appointing members to
the Metropolitan Planning Organization’s Active Transportation Advisory Panel.
Bicycle, Pedestrian, and Greenways Planning Administrator Garza gave a brief overview of the
MPO.
There was general discussion amongst the board regarding appointing members to the advisory
panel. The board decided that Board Members Jansen and Brooker would share the
responsibility of attending the meetings.
AGENDA ITEM NO. 3.5: Presentation and discussion regarding he Bicycle Friendly
Community Program.
Bicycle, Pedestrian, and Greenways Planning Administrator Garza gave an update regarding the
City’s application for becoming a bicycle friendly community. The application was submitted in
October and we should receive a response in December. A survey will be sent out to get input
from residents.
AGENDA ITEM NO. 4: Possible action and discussion on future agenda items – A Bicycle,
Pedestrian, and Greenways Advisory Board Member may inquire about a subject for
which notice has not been given. A statement of specific factual information or the
recitation of existing policy may be given. Any deliberation shall be limited to a proposal
to place the subject on an agenda for a subsequent meeting.
Board member Jansen asked to have a future agenda item related to the education of bicyclists.
AGENDA ITEM NO. 10: Adjourn.
The meeting adjourned at 4:02 p.m.
